The meeting was called to order by Mayor Commissioner,
Mr. Howell. The invocation was given by Commissioner Cook
followed by the pledge to the flag.

Recognition of Visitors
The chair recognized the following: Mr. Odell Rankins,
110 Jackson, who offered a complaint about not having adequate
trash pickup. Mayor Howell instructed Mr. Hilliard, Director
of Public Works to investigate. Mr. Rankins also complained
about a drainage basin not being covered. Mr. Hilliard
stated a cover had been ordered, but due to the size, de-
livery time was uncertain. Mrs. Koenig, 780 Redfin Drive,
inquired about the legality of selling beer at a game room
business located near the Pic N' Save store. The Chief of
Police stated the owner had acquired a State license and
there was nothing the Commission could do since the location
was properly zoned.

Mr. Vogel presented a defeasance plan for the City' s
water revenue bonds held at the Atlantic National Bank

Unfinished Business
A. Mr. Steckla re blind corners and vehicles at 409
Mako Drive.
Mr. Steckla presented a survey of traffic visibility
across corners and a draft letter to violators for the
Commission' s consideration. After a lengthy discussion,
the Commission agreed to:
Instruct Mr. Steckla to have all obstructions
on city property removed. Mr. Steckla should
confer with the City Attorney on private proper y
obstructions being removed by the City and abid
by the City Attorney' s decision.

The committee appointed by the Mayor to study the fire hcse
bid recommended to the Commission that the bid be award-
ed to Biscayne Fire Equipment Company, Inc. , in the amount
of $2, 728.00, which was the low bid for fire hose that
meets specifications.

9. Miscellaneous Business
A. Application for Certificate of Public Convenience an
Necessity.
The Mayor recognized Mr. Douglas Williams, President of
Atlantic Cab, Inc. , who requested a Certificate of Public
Convenience .and Necessity and/or authority to operate
cabs in the City of Atlantic Beach. After a lengthy
discussion concerning this matter, including Mr. Ball ' s
discourse about the advantages and disadvantages of
issuing such a certificate, the obtention of a Public
Service Commission permit from Tallahassee by the applicant,
and comments about the advisability of the City to
regulate or not, to regulate cab operations, the consensus
of the Commission indicated that the applicant should only
be given an occupational license to operate a taxi cab
office and dispatch center.
B. Condemnation - Jamboree Club, Mayport and Atlantic Blvd
The City Commission examined the document, NOTICE RES-
PECTING DANGEROUS, UNSAFE, DILAPIDATED OR UNSANITARY
STRUCTURES, and directed the City Manager to finalize
• the document, mail to the owner and other parties having
' an interest in the premises. Mr. 'Ball stated he would
•
provide the City Manager with names of these individuals.-

Itwas also decided that the notice should state that
the matter would be considered at a Public Hearing on
'March 14, 1977. -

C. Public Hearing on Proposed HUD Block Grant Pre-
Application - Second and Final Hearing
Mayor Howell announced that the second Public Hearing '
on .a HUD Block Grant pre-application was now in session
after being duly advertised as required.
The Mayor recognized Mr. R. A. Goll, of Goll and Assoc. ,
to explain to citizens,not at the last public hearing,
that the City is planning to apply for Federal Grant Funds
for 100% funding of' a project through the Department of
Housing and Urban Development. He pointed out the various
types of projects that are available for funding under
this particular grant program. Mr. Goll stated that
the primary objectives of the Community Development Pro-
gram involve the development of vital urban communities,
including decent housing and a suitable living environment,
principally for persons in low or moderate income areas,
and the Northwest section of Atlantic Beach falls in suc
a category. After a thorough investigation with the
School District, Police Department, and the State Depart
ment of Transportation, Mr. Goll proposed that the numbe
one project should. provide for construction of sidewalks
along the east side of Mayport Rd. within the City limits
and the south side of Plaza; the number two project shoul
be a community center adjacent to Donner Park, as such a
location is in an area that would have the most impact
• in upgrading the neighborhood by providing a multiple-
use facility, with several meeting rooms, and a care-
taker ' s apartment. He stated he had received several
letters supporting the community center from organizations
• such as the Girl Scouts.
Mayor Howell then opened the floor for any questions from
the audience. Mrs. Shirley Lyles, 971 Amberjack, and
Mrs. Carter, 31 Forrestal Circle N. , inquired why side-
walks would have first priority. Mr. Goll explained
there would be one application with. two projects and
sidewalks were assigned a higher priority because of
safety factors. One of the citizens mentioned the need
of a library and Mrs. Margaret Jordan, 1975 Jordan stated
a room had been proposed at Jordan Chapel for a library.
Mrs . Pat Nicoll, 374 11th St. supported a community center
due to the lack of meeting space within the entire city.
Mr. Richard Johnson, 857 Bonita Road inquired if the lack
of traffic lights had any bearing on safety hazards as
to the proposed sidewalks and Mr. Goll stated traffic
lights come under the Department of Transportation.

Mr. Leroy Coleman, 705 Bonita Rd. inquired as to a
completion time if grant is approved. Mr. Goll stated
the City would probably be notified within 30 days if
the City will have an invitation to submit a final
application in March. Sometime around July 1, 1977 the
grant would be approved, and the City would anticipate
a Fall completion of both the sidewalks and the community
center, provided the application is approved.
There being no further questions, the Mayor declared the
Public Hearing closed.
There being no further business, Mayor Howell declared
that the meeting be adjourned.
