The meeting was called to order by Mayor Commissioner, Mr. Howell.
The chair recognized Mr. R. A. Goll, of R. A. Goll and Associates,
who gave a resume of a meeting he and Atlantic Beach officials
attended with Economic Development Administration representatives
(Mr. Steve Zeman, Civil Engineer and Mr. Charles Riggins, Civil
Rights administrator) from the Atlanta office on February 9, 1977.
Mr. Goll informed the Commission of the administrative require-
ments, application forms, and various steps the City must take
to comply with the requirements of the FDA Local Public Works
Program. It was pointed out that the Grantee must start construc-
tion within 90 days from February 4, 1977, the date of receipt of
the grant, and that local labor and hiring of the unemployed is
highly recommended by EDA.
After a short discussion on the appointment of a project coordinator,
the Commission appointed Mr. Paul Steckla.
There being no further business, Mayor Howell declared that the
mooting be adjourned.

MINUTES OF THE PUBLIC HEARING ON A PROPOSED HUD
BLOCK GRANT APPLICATION HELD AT THE CITY HALL
ON FEBRUARY 9, 1977 BY THE ATLANTIC BEACH CITY
COMMISSION.

The Mayor advised all people assembled that a Public Hearing on
a HUD Grant pre-application was now in session after being duly
advertised as required.
Mayor Howell recognized Mr. R. A. Goll, of Goll and Associates,
to explain that the City is planning to apply for Federal Grant
Funds for 100% funding of a project through the Department of
Housing and Urban Development. He pointed out the various types
of projects that are available for funding under this particular
grant program. Mr. Goll stated that the primary objectives of
the Community Development Program involve the development of vital
urban communities, including decent housing and a suitable living
environment, principally for persons in low or moderate income
areas, and that the Northwest section of Atlantic Beach falls in
such a category. After a thorough investigation with the School
District, Police Department, and the State Department of Trans-
portation, Mr. Goll proposed that the number one project should
provide for construction of sidewalks on Plaza between Seminole
Rd. and Mayport Rd. and on the east side of Mayport Rd. from
Plaza north; the number two project should be a community center
adjacent to Donner Park, as such a location is in an area that
would have the most impact in upgrading the neighborhood by providing
a multiple-use facility.
Mayor Howell then opened the floor for any questions from the audience.
Mrs. Mary Beth Koechlin, 276 Ocean Blvd. , inquired if this would be
two applications or one, and why sidewalks would have first priority.
Mr. Goll explained there would be one application with two projects
and sidewalks were assigned a higher priority because of safety
factors. Mrs. Shirley Lyles, 971 Amberjack Lane, questioned the
possibility of submitting other applications in the future; Mr. Goll
stated an application could be made each year. Rev. Jordan, Odel
Rankins, and Billy Davis stated they felt that the need for sidewalks
on the west side of Mayport Rd. was greater than the locations now
under consideration. Mr. Goll replied the locations selected were

for use of the school children. Mr. Fred Davis, 1611 Francis, and
Helen Matey, 804 East Coast Drive, inquired as to the location of
the proposed community center, and Mr. Goll stated that after
careful study the location best suited would be west of Donner Park.
Bertha Jackson, 70 Jackson Rd. , asked if furnishings would be
included in the application. Mr. C. A. Sumpter, 1674 Park Terrace
East, inquired as to who would maintain the building after construction,
and Mr. Goll explained this would be the City of Atlantic Beach ' s
responsibility.
There being no further questions, the Mayor declared the Public
Hearing closed. He stated the next and final public hearing
would be held on Monday, February 14, 1. 7.
