Commissioner Chief of Police and Fire Department CITY MANAGER' S REPORT RICHARD HILLIARD Director of Public Works Enclosed herewith are: 1) Minutes of Special Call Meeting of the Atlantic Beach Advisory Planning Board meeting of November 2, 1976 . 2) Ordinance 90-76-67 . 3) Ordinance 90-76-68. 4) Letter from Byron H. Googins of the Atlantic Bank with Utility Bond Schedule attached. 5) Agenda of Regular Meeting of November 8, 1976 . In order to earn additional interest, it would be prudent for us to open an account (Passbook Savings) at the Ocean State Bank to be used as a depository for all incoming revenue due to the factthatwe will receive daily interest compounded quarterly on all funds deposited in this account. By way of explanation, the letter from Mr. Googins was in response to an exploratory suggestion for simplifying the handling of our water funds which involve transferring money from our general fund to an account in the Atlantic National Bank and then transferring the same funds back into the general fund, with the exception of the funds to pay our semi-annual interest and annual principal for retirement of water bonds. This procedure is in compliance with covenants written into the original bond ordinance in 1958 which obligates the following revenues: water, cigarette tax, and utility tax. We can invest in time certificates with the Atlantic Bank amounts equal to the principal due each year through 1983. The interest earned would exceed the interest paid to the bond holders and we would receive the additional interest each year until maturity. To report on paving and resurfacing streets within our City, I have conferred with Mr. Hilliard and we feel that investing in a paver spreader unit for distributing blacktop would possibly be wise at this time. This is a comparatively small unit that- would attach to our dump trucks and do a much better job of laying asphalt than the spreading and raking method we have used in the past. The end result would be much smoother and more uniform with the use of this unit. It is also suggested that the cost of materials on a newly opened road should be assessed to the abutting property owners on a front foot basis. At the present cost of materials, we figure this cost to be in the neighborhood of $2.75/$3.00 per front foot. The City' s contribu- tion would be capital cost of equipment and labor for the installation. Respectfully submitted, R. C.
