Adjourn MINUTES OF THE REGULAR COMMISSION MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON OCTOBER 25, 1976 PRESENT: William S. Howell , Mayor-Commissioner Robert B. Cook, Sr. Alan C. Jensen James E. Mhoon L. W. Minton, Jr. , Commissioners AND: R. C. Vogel , City Manager Oliver C. Ball , City Attorney Adelaide R. Tucker, City Clerk The meeting was called to order by Mayor-Commissioner, Mr. Howell . The invocation was given by Commissioner Minton followed by the pledge to the flag. The minutes of the meeting of October II , 1976, were approved as written upon a motion by Commissioner Mhoon, seconded by Commissioner Minton and carried. Recognition of Visitors The Mayor recognized Mrs. Ruth Gregg, 905 Sailfish Drive, who in- quired as to the status of the proposed stop light at Plaza and Mayport Road. Mayor Howell stated that action was being taken to determine current requirements for installation of the light. Correspondence - Lill Champ Food Stores A representative for Li ' l Champ Food Stores requested permission from the Commission for a variance on zoning to enable their convenience store on Mayport Road to sell gas using self-service pumps. After a short discussion, the Commission referred the matter to the Advisory Planning Board. Unfinished Business - Report on Paving of Belvedere Street The City Manager requested that his report on the paving of Belvedere Street be postponed until the next regular meeting as quotes on the several means of paving had not been received. MINUTES PAGE TWO OCTOBER 25, 1976 Action on Ordinances - Ordinance 90-76-66 - Third and Final Reading- Public Hearing Ordinance 90-76-65, amending Chapter 28 of the Code of the City of Atlantic Beach, Entitled "Zoning" Providing that Section 2 thereof be amended by adding an additional district to be known as Residential AAA-SMU 9, was presented in full , in writing and read on third and final reading by Mayor Howell . Said Ordinance was posted in line with charter requirements. Mayor Howell declared the meeting in session for a public hearing. As no one spoke for or against, Mayor Howell then declared the public hearing closed. Motion was made by Commissioner Mhoon that passage on final reading be delayed until the next regular meeting on November 8, 1976. Motion was seconded by Commissioner Minton and carried. Miscellaneous Business The City Manager presented a letter from Southern Bell concerning quotations of a new system that would greatly improve the operating efficiency of the City. Commissioner Cook questioned the cost of required changes and Mr. Vogel explained that sufficient funds existed in the budget to cover the extra $50 to $60 cost per month. It was moved by Commissioner Minton, seconded by Commissioner Mhoon and carried to approve installation of Com Key 718. 2" Water Meter Purchase - Mr. Vogel requested permission to purchase two 2" water meters at a total cost of $548.50. It was moved, seconded by Commissioners Mhoon and Minton and carried that approval be granted. Mr. Vogel requested a line item change in the budget by adding accounts 906 and 907 to accommodate the Community School program. Motion was made by Commissioner Jensen, seconded by Commissioner Minton and carried to approve the line item budget change. Rev. Jordan inquired as to the status of Donner Park. Mr. Vogel stated he would advise him the next day as to a definite time the recreational building would be delivered.
