MINUTES OF THE SPECIAL CALL MEETING OF THE ATLANTIC BEACH
CITY COMMISSION HELD AT THE CITY HALL ON OCTOBER 5, 1976
AT 8:00 PM

The meeting was called to order by Mayor-Commissioner, Mr. Howell,
who recognized Mr. Robert A . Goll of R. A . Goll & Associates for
the purpose of discussing the federal Public Works program and
our priorities for making application for a grant.
Mr. Walter Parks was also recognized and participated in the
discussion which covered engineering data, easements for utility
lines, permits from various regulatory agencies, environmental impact,
and the effect of immediate employment with emphasis being directed
toward labor versus material and other related costs. Mayor Howell
brought up the subject of engineering fees that would be necessary for
a total water expansion system and after much discussion it was
determined that we will have to go ahead with Phase I, government
grant notwithstanding. However, Mr. Parks explained that engineering
plans and specifications for Phases II and III would be with a
tacit understanding and be due and payable only at the time that he
was instructed to prepare plans and specifications and th_. contract
documents were approved by the regulatory agencies .
Mr. Goll pointed out that the City should be able to demonstrate that
plans and specifications for Phases II and III would be ready within
a month or so after approval by the EDA. He also stated that it would
be necessary that an immediate approval of Phase I be made.
Mayor Howell suggested that Mr. Goll present his fee for the work
necessary to prepare all application documents and th- pursuit of the
presentation of said documents to the desired favorable approval.
It was moved by Commissioner Cook and seconded by Commissioner
Minton that Mr. Goll ' s proposal be accepted for this work. Said
proposal is attached hereto and made a part hereof. Motion carried.

The next order of business was suggested by Mayor Hc7ell that
Mr. Parks be authorized to proceed with the final plans and
specifications for Phase I of the water system, Phase I consisting
of a reservoir, pumping station, and feeder lines connecting to
our present system. Reference was made by Mr. Parks to his letter
dated July 14, 1975, that would describe all work encompassed in
Phase I .
The Commission then discussed ways and means of authorizing Mr .
Parks to proceed with Phases II and III contingent upon approval
of the grant application to finance Phases II and III . After a
short discussion, it was determined that a conditional authorization
be granted contingent upon funds becoming available for financing.
It was moved and seconded that the City Clerk and the Maycr be authorized
to sign documents concerning this project.
The utilities, drainage, and pavement of a portion of Saltair
Subdivision as per preliminary design by Mr. Parks was discussed
as a possible project that could be financed under the Public
Works grant, and it was determined that we wo.Ald be in a better
posture until further study to concentrate on a complete water
system.
It was moved, seconded and carried that a public hearing be called
for Monday, October 11, 1976, to consider the application for a
federal Public Works grant. The necessary advertising was placed
in The Beaches Leader which complies with due notice for said public
hearing.
There being no further business, Mayor Howell declared that the
meeting be adjourned.

AGREEMENT FOR PROFESSIONAL SERVICES
BY AND BETWEEN R. A. GOLL AND ASSOCIATES, INC. , AND THE
CITY OF ATLANTIC BEACH, FLORIDA.
FOR THE PREPARATION OF: An application for grant assistance
funds through the Department of Economic Development Admin-
istration, Public Works Capital Development and Investment
Program; for the expansion of the city water system, essen-
tially as outlined in the Report on Water Supply Facilities
prepared by Walter J. Parks, Jr. , City Engineer, dated
June 9, 1975.
DESCRIPTION OF SERVICES: R. A. Goll and Associates, Inc. shall
prepare the following:
1. A complete application for grant funds as required
by the Department of Economic Development Administra-
tion, including all exhibits and attachments as required
therein.
2. Letters of Intent and all application requirements
for Regional and State review.
3. Meet with representatives of Regional, State, and
Federal agencies to ensure complete and accurate appli-
cation submission.
4. Prepare ten (10) copies of said application for
submission and City records.
5. Consult with the City during project construction to
assist with the administration of the grant.
ITEMS TO BE SUPPLIED BY THE CITY: The City shall supply or make
available legal and engineering data as required for applica-
tion completion.
TIME SCHEDULE: Final application forms shall be completed within
thirty (30) days of authorization to proceed.
FEE FOR PROFESSIONAL SERVICES: The fee for services rendered by
R. A. Goll and Associates, Inc. , shall be $2,000.00 plus one (1%)
percent of the cost of construction and administration of the
project.
