08-02-76 v • MINUTES OF THE SPECIAL CALLED MEETING OF THE ATLANTIC BEACH CITY COMMISSION ON MONDAY, AUGUST 2 , 1976 AT 8: 00 P.M. PRESENT: William S . Howell, Mayor Alan C . Jensen James E. Mhoon, Commissioners AND: R. C . Vogel, City Manager Oliver C. Ball, City Attorney Adelaide R , Tucker, City Clerk ABSENT: Robert B Cook, Sr. L. W. Minton, Jr , , Commissioners The special called meeting of the Atlantic Beach City Commission was called to order by Mayor-Commissioner, Mr. Howell . The first subject was discussion of the bids for the French Drains to be installed at three locations on the beach. The Mayor recognized Mr , Parks and he gave an outline of the bids received and there was much discussion concerning the relative high bids received , The discussion centered on the reasons for the variable bids between contractors and the wide margin between the installation of the three outfalls. It was brought out that the installation of the French drains would be vulnerable if a storm occurred prior to the time the beach renourishment program was commenced. It was determined it would be a waste of money to award a contract at this time to the low bidder without some assur- ance that the renourishment program would be started very soon after the installation of the French Drains . Mr. Parks presented preliminary plans for the installation of gravity sewer lines in Saltair Subdivision Section 3 . He stated that the development of Howell Park in the area of the lift station on Palm ;Avenue was the main reason he advised the Commission to consider this installation prior to the completion of the park. It was pointed out the best plan would be to establish a district for the development of gravity sewer lines, water lines, paving and drainage. Mr. Parks was authorized by the Commission to proceed with a pre- liminary estimate to include the complete development so that a determination could be made of the cost ratio to each property owner.
