MINUTES OF THE REGULAR MEETING OF THE ATLANTIC
BEACH CITY COMMISSION HELD AT THE CITY HALL ON
MONDAY JUNE 28, 1976

The meeting was called to order by Mayor-Commissioner, Mr. Howell .
The Invocation was given by Commissioner Minton, followed by the
pledge to the flag.
The minutes of the meeting of June 14, 1976 were approved as written
upon a motion by Commissioner Cook, seconded by Commissioner Jensen
and carried.
The Mayor recognized Boy Scout Arthur Brown, 1274 Sunapee Avenue, of
Troup 324, Mayport. He stated he was attending the meeting to gain
two points of view of a regular town meeting and report back to his
troup. The Mayor thanked him for coming and offered any help needed.
Mrs. Gregg asked the Commission to install a sign at Royal Palms and
Atlantic Blvd. , right turn only, as this is a very dangerous intersection.
Mr. Vogel stated he would order a sign installed as soon as possible.
Bid Opening - Specification No. 76-6 - Water Meters - Minimum Delivery 50
The following bids were received and opened:

Mayor Howell suggested that the bids go to committee for review. The
motion was made by Commissioner Cook, seconded by Commissioner Jensen
that the bids be sent to committee, and carried. Commissioner Cook
was appointed Chairman.
Donner Park - Report On Capital Improvements
The new Minister and several members of the congregation from Robert's
Mt. Pisgah AME Church raised the question of the necessity of signing

over a deed to the City of Atlantic Beach of some of the Church property
to be used for the park. Mr. Vogel explained it was impossible for the
City to invest any money on property not deeded to the City and if,
at any time in the future, the property is not used for a playground
area it would automatically revert back to the Church. The Minister
stated he would try to have the decision from the congregation by September.
Mr. Vogel pointed out to the Commission that all but two items on the
park improvement list would cost over $1 ,000 which according to the City
Attorney would have to be put out for bids. Upon a motion by Commissioner
Cook and seconded by Commissioner Jensen approval was given to call for
bids for the building, lighting and 2 alternate bids for fencing. Mayor
Howell called for a special meeting on July 6, 1976 for bid openings on
capital improvements to Donner Park. Since summer is here, Commissioner
Cook suggested perhaps the City crew could commence work immediately
on the ball diamond and bleachers. The Commission agreed and instructed
the City Manager to start work this week.
In the absence of Mr. Parks the storm drainage at sea wall was passed
over until the next meeting.
The report on animal control was passed over until the next meeting as
Commissioner Mhoon was out of town.
Ordinance # 65-76-1 - Street Abandonment
Ordinance #65-76-1 was read in full by Mayor Howell on third and final
reading and the meeting opened for a public hearing. There being no
discussion for or against said ordinance, the public hearing was closed.
Commissioner Cook made the motion to pass said ordinance on third and
final reading with a public hearing. The motion was seconded by
Commissioner Jensen and carried.
Mr. John Buchheimer presented plans for a car wash addition to the
Atlantic Coin Laundry at East Coast and Atlantic Blvd. After some
discussion motion was made to approve construction by Commissioner Cook,
seconded by Commissioner Minton and carried. Mayor Howell read a request
from Robert Angas for the Commission's approval to grade and drain 250'
on Cypress Street. The City Manager was instructed to acquire more infor-
mation and action was passed until the next meeting.
Commissioner Cook urged the Commission and audience that all attend
Church on July 4th and offer prayers of Thanksgiving for our Country's
200th birthday.
