MINUTES OF THE REGULAR MEETING OF THE ATLANTIC
BEACH CITY COMMISSION HELD AT THE CITY HALL ON
MAY 10, 1976 AT 8: 00 P.M.

The meeting was called to order by Mayor-Commissioner, Mr. Howell .
The invocation was given by Commissioner Minton, followed by the
pledge to the flag.
The minutes of the regular meeting of April 26, 1976 were approved
as written upon a motion by Commissioner Cook, seconded by
Commissioner Jensen and carried.
Mrs. Gregg raised the question if all door-to-door salesmen still
had to register with the police station. Mayor Howell stated it may
be unconstitutional . She informed the commission the Royal Palms
area had recently been frequented by several door-to-door salesmen
after dark. Mayor Howell questioned the Chief of Police as to the
laws He stated as long as they had an occupational license with
the City of Atlantic Beach they were allowed to call door-to-door,
but not after dark. The Mayor advised Mrs. Gregg to call the police
if they came to her house again after dark.
Mr. Bobby James Smith and Mr. McMullion stated Donner Park is in very
bad condition and needs repairs for this summer such as restrooms,
lights, and adequate equipment for sports carried on there. Mayor
Howell informed them the Commission had been in touch with Rev.
Jordan for the last few weeks and the City is now in the process of
taking bids for the restrooms and other facilities and the Commission
is well aware of what is needed. Mayor Howell said it was brought out
in discussions with Rev. Jordan that some type of supervision must
be maintained so that everyone can enjoy the facilities. Mayor Howell
thanked Mr. Smith and Mr. McMullion for coming and said hopefully by
the beginning of summer things would be worked out.
Bid Opening - Constructing Drilling and Cased Well for New Water

Mayor Howell asked Mr. Parks for comments. He recommended bids be
sent to committee for review. The motion was made by Commissioner
Jensen, seconded by Commissioner Cook that the bids be sent to
committee and report back at the next meeting. Commissioner Minton
was asked to serve on the committee with Mr. Parks and Mayor Howell .
R. A. Goll - Parks Project
Mr. Robert Goll presented detailed plans and specifications for
the excavation of the stream and pond at Howell Park. These were
prepared for advertisement for bids. Specifications were broken
down into three bids for ease of awarding contracts on one or all
stages of excavation. The commission having no objections instructed
the City Manager to call for bids. The motion was made by Commissioner
Cook, seconded by Commissioner Jensen and carried.
Report of Committees:
In the absence of Commissioner Mhoon, Mayor Howell reported to the
commission the committee had gone over the plans thoroughly of
Mr. Tinney' s request for set back requirements on corner lots in
Lewis Subdivision and found nothing to be wrong. Committee recom-
mended plans be approved. Commissioner Jensen made a motion that
the committee's findings be approved. It was seconded by Commissioner
Minton and carried.
Commissioner Cook stated the heavy rains lately have alleviated the
dust situation and would like to give his report on paving Main and
Sturdivant Streets at the next meeting.
Commissioner Jensen suggested the recreational program be passed
until budget time as the needs were much more than anticipated at
first. Mayor Howell asked him to remain on committee.
Ordinance #80-76-I4
Ordinance #80-76-I4 was presented in full in writing and read by
title only on first reading by Mayor Howell . Upon a motion by
Commissioner Cook, seconded by Commissioner Jensen, said Ordinance

was passed on first reading - title only.
Survey For Street Ends - Ahern to 6th Street
Mr. Hilliard requested Mr. Vogel to ask commission approval for a
survey for street ends from Ahern to 6th St. for the purpose of
determining what is encroaching on the city right of way and also
establishing right of way lines so the City can open more street
ends for the visiting public to utilize. Approximate cost-$1 ,400.00
Commissioner Cook made a motion to approve the survey, seconded by
Commissioner Jensen and carried.
Construction 1820 to 1850 Mayport - Fred Mills
Mr. Mills presented plans for a new car wash and Do-It-Yourself
Clinic. He reported the car wash would have a complete re-cycling
system. After some discussion motion was made to approve new
construction by Commissioner Cook, seconded by Commissioner Jensen
and carried.
Carpet For City Hall
Mr. Vogel presented three proposals for installing carpet in the
auditorium of City Hall : James-Stevens Company of Florida - $651 .90,
The Frank M. Collins Co. , Inc. , Atlantic Beach, Fla. - $695.00,
and Weisenfeld Carpets - Jacksonville, Fla. - $710.00 - installation
costs of approximately $150.00 notincluded in any bids. Motion was
made by Commissioner Minton, seconded by Commissioner Jensen and
carried for carpeting and installation. Bid was awarded to James-
Stevens Company.
Life Guard Structure
Mr. Vogel presented a request from Chief Stucki for a portable life
guard structure and fence in the amount of $810.00 to be erected
at the foot of Ahern Street to be removed in the winter and used
for storage of miscellaneous items. Motion for approval to purchase
portable life guard structure was made by Commissioner Minton,
seconded by Commissioner Cook and carried. It was suggested by
Commissioner Minton that consideration should be made in the future
for a permanent structure to be placed there.
Call for Bids: Diesel Engine Tractor With Mower - Specification #76-4
Copy of the call for bids were reviewed by the Commissioners and
approved for a diesel engine tractor with mower. Bid opening date
was ect for May 24, 1976 - 8:00 P.M.

Call for Bids: Magnetic Record Mini-Computer -Specifications 76-5
Specifications for a mini-computer were reviewed by the Commission
and approved for the call for bids returnable on May 24, 1976 -
8:00 P.M.
Overhaul Two Lift Station Pumps
Mr. Hilliard reported to Mr. Vogel an emergency situation of a
breakdown in one of the lift-station pumps. Mr. Vogel recommended
the Commission approve overhaul of two lift station pumps at a
cost of $950.00 each. Commissioner Cook made a motion to overhaul
pumps, seconded by Commissioner Minton and carried unanimously.
Motion was made by Commissioner Minton, seconded by Commissie)ner
Cook to -^point Adelaide Tucker City Clerk instead of Acting City
Clerk. Motion carried.
Mayor Howell reported on his trip to Tallahassee for a Florida League
of Cities Board of Director' s Meeting and stated perhaps the 911
emergency dialing system would not be mandate at this session of
the Legis!aturo.
There being no further business, Mayor Howell declared the mooting
adjourned.
