Adjourn MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY' HALL ON APRIL 26 , 1976 AT 8 : 00 P.M. PRESENT: William S . Howell , Mayor-Commissioner Robert B. Cook, Sr . Alan C. Jensen L. W. Minton, Jr. , Commissioners AND: R. C. Vogel, City Manager Oliver C. Ball , City Attorney Adelaide R. Tucker, Acting City Clerk The meeting was called to order by Mayor-Commissioner, Mr. Howell . The invocation was given by Commissioner Minton, followed by the pledge to the flag. The minutes of the regular meeting of April 12 , 1976 were approved as written upon a motion by Commissioner Jensen, seconded by Commissioner Minton and carried. The minutes of the special meeting of April 19 , 1976 were approved as written with the exception that Commissioner Cook was not present. Motion was made by Commissioner Cook, seconded by Commissioner Jensen and carried. Report of City Manager A written report was submitted to the Commissioners with the agenda and said report is attached hereto and made a part hereof. Church Additions; Donner Subdivision A motion was made by Commissioner Minton that the request from the two churches in the Donner Subdivision be issued a building permit upon the City Manager' s receipt of letters of no objection from surrounding property owners . The motion was seconded by Commissioner Jensen and carried. Paving; Main Street and Sturdivant Street Mr. Vogel presented figures on paving Main and Sturdivant Streets. After discussion, Mayor Howell suggested that this go to committee and report back on May 10 , 1976. A motion was made by Commissioner Minton and seconded by Commissioner Jensen that this go to com- mittee . The motion was passed unanimously. R. A. Goll and Associates Re : Park Project Improvements Mr . R. A. Goll presented maps detailing the park excavations , ponds , entrances , walkways , barricades , streams , etc. After going over these and pointing out various details , he showed some slides of the beginning work, various stages of construction, etc. Dis- cussion followed and Commissioner Mhoon remarked how beautiful the park was , but wondered if something could be done to screen off some new construction in the area. Mr . Goll said they could plant some shrubbery there which would take care of the problem. PAGE TWO MINUTES APRIL 26, 1976 Mr . Goll presented a Preliminary Park Cost Estimate , copy of which is attached hereto. He then went over each item in detail . Much discussion followed regarding getting the water in the lake, evaporation loss , mechanical pumps , mosquito problems , etc. Com- missioner Minton asked Mr. Goll just what his suggestion would be to clear up the problem. Mr. Goll suggested using the well and pump which should present less problems . Mayor Howell asked Mr. Goll if Item 2 pertained to the aquifer which furnishes our drink- ing water and Mr. Goll replied in the affirmative. After much discussion on the various items in the Cost Estimate , Mayor Howell asked Mr . Hilliard if his department could do some of this work and it was decided that it should be put out for bid. Mr. Goll will provide the information for getting out the bids . Report of Committees Commissioner Mhoon presented several names for the new park. Commissioner Mhoon recommended that the park should be named HOWELL PARK. Commissioner Mhoon made a motion to name the park HOWELL PARK. The motion was seconded by Commissioner Minton. Commissioners Mhoon, Minton , Cook and Jensen voted "Aye" . Mayor Howell stated that under the Florida Statutes he was unable to abstain from voting and explained that under the circumstances he was not in a position to cast an affirmative vote. Mayor- Commissioner Howell voted "Nay" . The motion was passed to name the park HOWELL PARK. Commissioner Jensen requested to give his committee report on the recreational program at the next regular meeting. Ordinance #80-76-13 Ordinance #80-76-13 was read in full by Mayor Howell on third and final reading, and the meeting opened for a public hearing. There being no discussion for or against said ordinance, the public hearing was closed. Commissioner Mhoon made the motion to pass the Ordinance on third and final reading with a public hearing. The motion was seconded by Commissioner Minton and carried. Trade Lot 307 in Exchange for Lot 312 - Saltair Subdivision Discussion followed on Lot 307 , owned by the City of Atlantic Beach and Lot 312 , owned by Mr. and Mrs . Frank Grey. It was moved by Commissioner Mhoon, seconded by Commissioner Cook , that Mr. Vogel proceed with effecting the exchange of Lot 307 for Lot 312 in the Saltair Subdivision. The motion was carried . William P . Tinney - Lewis Subdivision Mr . Tinney submitted a letter to the Commission requesting width increases on corner lots in the Lewis Subdivision . Commissioners Cook and Minton suggested that Mr . Tinney be requested to submit drawings and more information on the subject. PAGE THREE MINUTES APRIL 26, 1976 Commissioner Mhoon gave a report on the Animal Control situation. Commissioner Cook read our present ordinance regarding dogs and discussion followed. Commissioner Mhoon stated that it would probably be some time before a definite recommendation was made. It was pointed out that water and sewer rates would be discussed at a Committee meeting on May 3 , 1976 at 8 : 00 P.M. Commissioner Mhoon also requested that salaries be discussed at the meeting. This was done by resear3hing the records. The correct z fling for this lot is Business A. A letteik was;" directed to Mr. Bill Frey ifforming him of this fact. FOR an estimate as to the cost to repair existing limerock on Main Street to minimize the dust problem. It is proposed to add approximately 2" of limerock and add heavy asphaltic prime coat for a width of 20' . The cost would be $2.80 per lineal foot. To pave Main Street with this material, from the end of the pavement near West First St. to West 6th Street, is approximately .35 of a mile, or 1,848 ft. , all $2.80 - $5,174.40. Sturdivant St. , with the same type of treatment, for the unpaved portion, would cost $3, 252.48. Total estimated cost for the above is approximately $8,500.00. We have unexpended in the Paving Budget approximately $11,000.00. The above estimate is predicated on a minimum of 500 lineal feet per move-in. I received from Chief Stucki last week a Manual of Rules and Regulations for the Atlantic Beach police Department. In my opinion this is very timely and complete. A copy of the attached letter to Chief Stucki will more adequately express my feeling concerning this subject. In my City Manager's Report of March 22, I recommended that the Mayor appoint a committee to begin a study of determining possible alternatives . for a solid waste disposal and in this morning 's Times-Union I noted that a possible landfill site on New Berlin Road is being considered by the City of Jacksonville. This site has a potential of 23 years of anticipated life for landfill purposes as well as a potential of generating fuel for the Northside Generating Station. If the Beaches communities are unable to develop an alternate method of solid waste disposal it may be prudent to consider joining Jacksonville's disposal plan. Of course, a lot of factors would have to be considered, such as cost of transportation,etc. The Mayor appointed a committee several months ago for the purpose of considering adjustment of our water and sewer rates, and it is recommended that we activate this committee and begin serious deliberations to achieve this goal by the July let billing cycle. r • , Respectively submitted, • Y / R.
