04-19-76 v MINUTES OF THE SPECIAL CALLED MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, APRIL 19, 1976 AT 8 : 00 P.M. PRESENT: William S. Howell , Mayor Robert B. Cook , Sr. Alan C. Jensen James E. Mhoon L. W. Minton, Jr. , Commissioners AND: R. C. Vogel , City Manager Oliver C . Ball , City Attorney Adelaide R. Tucker, Acting City Clerk The special called meeting of the Atlantic Beach City Commission was called to order by Mayor-Commissioner, Mr. Howell . Ordinance #80-76-13 - Second Reading Ordinance #80-76-13 was read by Mayor Howell on second reading by title only. Commissioner Mhoon made a motion to pass the ordinance on second reading by title only. The motion was seconded by Commissioner Minton and carried. Mr . Vogel read the list of suggested names for the new park and after much discussion it was decided that a committee should be appointed to consider the suggestions . Commissioner Mhoon was appointed as chairman of the committee and will give a report At the next Commission meeting. Mayor Howell stated that the land for the new water plant site needed to be purchased . After discussion , a motion was made by Commissioner Jensen to purchase the acreage at $30, 000 . 00 and to authorize the Mayor and City Clerk to pay for the property out of Account 1652 . The motion was seconded by Commissioner Mhoon and passed. Mr . Ball was authorized to proceed with the title search. Mayor Howell suggested that Mr . Parks be authorized to complete the plans for the well and call for bids for the work. A motion was made by Commissioner Mhoon to authorize Mr. Parks to complete the plans and call for bids . The motion was seconded by Commissioner Minton and carried. Mr. Parks stated that he could probably have the bids in by May 3 , 1976 if the Commissioner ' s wanted to call a special meeting. Chief Stucki requested permission to buy a used truck for the life- guards at a cost of $1 ,000. 00. Commissioner Mhoon made a motion to grant permission to Chief Stucki to purchase a used truck for $1 , 000. 00. The motion was seconded by Commissioner Minton and carried. Chief Stucki also requested permission to purchase three (3) Motorola radios for use in undercover work at a cost of $2 , 703. 00. Com- missioner Mhoon made the motion to allow Chief Stucki to purchase three (3) radios at a cost of $2 , 703 . 00. The motion was seconded by Commissioner Minton and passed. PAGE TWO MINUTES APRIL 19 , 1976 Commissioner Minton stated that as chairman of the committee to review the garbage truck bids , he and Commissioner Jensen decided to reject the bids at this point in time and possibly review them again when the next budget is prepared . Commissioner Minton made a motion to reject the bids at this time . The motion was seconded by Commissioner Jensen and passed unanimously. Mr . Vogel presented a sketch for a 24 x 34 addition to the rear of a church on Jackson Road. Mr . Vogel pointed out that the church now violates the building setback restrictions . After much dis- cussion, it was decided that if signed letters were submitted by the surrounding property owners stating that they didn ' t object to the addition, the request would be granted by the Commission . This suggestion would hold for all churches requesting permission to build additions . Mr . Vogel stated that Reverand Jordan and two other citizens approached him about the possibilities of improving the Donner Park area . Mr . Vogel pointed out to Reverand Jordan that improvements had been made some time ago but they were vandalized . Reverand Jordan assured Mr . Vogel that volunteer adult leaders would take care of any facilities that were built. Mr . Vogel pointed out to the Commission that he had several ideas on the construction of restrooms and a concession stand which would make them relatively vandal proof . After much discussion , Mr . Vogel was authorized to check into the construction and obtain Coastal Plains approval for the improvements . Mr . Vogel stated he would report back at the next Commission meeting. Mr . Vogel stated that he checked into Lot 771 in the Saltair Subdivision and found that it is zoned Business "A" which does allow vehicular parking. Mr . Vogel said that he would recommend that the lot be paved if it was to be used for a parking area . Commissioner Mhoon stated that the dog ordinance should allow dogs on the beach with a leash and that should cut down on some of the complaints . An official recommendation from the committee has not been made . Mayor Howell stated that the House of Representatives passed a bill which would extend the municipal court system for two years . He stated that the bill was in committee in the Senate, but a couple of Senators have pledged to vote to get the bill out of committee . As soon as the bill is out of committee it will be put on the Senate floor. Mayor Howell pointed out to the Commission that the repeal of the mandate on the " 911" Emergency Dialing System was looking very good. He stated there is a bill for a half million dollars to reimburse the cities which have already spent money on the system. Mayor Howell said he would keep the Commission up to date on the matter . _. BE IT ENACTED BY THE PEOPLE OF THE CITY OF ATLANTIC BEACH, FLORIDA: SECTION 1. The sewer service connection Charge for the following listed living units and oommercial units is hereby established: Residences CONNECTION CHARGE Single-family $350.00 Apartments (per living unit) $350.00 Trailers (per living unit) $350.00 Mobile homes (per living unit) $350.00 Commercial CONNECTICNCHARGE Office Buildings $ 18.00 per 100 sq. ft. Grocery Stores $ 20.00 per 100 sq. ft. Retail shape $180.00 per rest room Theatres (based on seating capacity) $ 1.80 per seat Restaurants (based on seating capacity) $ 9.00 per seat . Service stations $500.00 Beauty parlors, bait rshops $ 20.00 per chair Chin-operated laundromats $ 30.00 per single load madtine Hotels, motels, etc. $144.00 per rest roan SECTION 2. lbs city treasurer is hereby directed to receive such c nnection Charge and cause same to be invested in interest-bearing securities that are most advantageous to the city's interest. Such securities shall be entitled "City of Atlantic Beach, Sewer Plant Fund." The sole purpose of such "Sewer Plant Rind" shall be used for capital improvements to the sewer plant. SECTION 3. Ordinances, parts c f Ordinances and Aesolutians in conflict herewith are hereby repealed. SFXTION 4.
