02-16-76 v MINUTES OF THE SPECIAL CALLED MEETING OF THE ATLANTIC BEACH CITY COMMISSION ON MONDAY, FEBRUARY 16 , 1976 AT 8 : 00 P .M. PRESENT: William S . Howell , Mayor Robert B. Cook , Sr . Alan C . Jensen James E . Mhoon L . W. Minton , Jr . , Commissioners AND : R. C . Vogel , City Manager Oliver C . Ball , City Attorney Adelaide R. Tucker , Acting City Clerk The special called meeting of the Atlantic Beach City Commission was called to order by Mayor-Commissioner , Mr. Howell . Mr. John Buckler , President of the Little League , requested police supervision during the Little League season . He stated that they had had trouble with children coming over to the Park after dark and causing disturbances . Chief Stucki stated that he did not have the manpower to have constant supervision during the Little League season. He also stated that he did not think that it was the Police Department ' s responsibility to supervise the recreational activities . Commissioner Mhoon suggested that the Little League hire a security guard to patrol the Park after dark . After much discussion , a motion was made by Commissioner Mhoon to hire an off-duty policeman at $5 . 00 per hour to patrol the Park during the Little League season . The motion was seconded by Commissioner Cook and carried unanimously . Mr . Walter J . Parks presented a revised set of plans for the storm sewer lines in Seaspray Subdivision . The Commission reviewed the plans with Mr. Parks and concurred with his suggestions concerning the sewer line locations , drainage line locations and the plat. The Commission resolved that when Mr . Parks approved all components of the plan that they would officially accept the proposal . Mayor Howell pointed out that the subdivision layout had not been pre- sented to the Commission and no final approval would be made until this was done . Mr . Parks stated that he had received a reply from the Corps of Engineers concerning the commencement of the Beach Erosion Control Project . The letter stated that no construction funds had been provided for the project through the 1976 transition quarter ending September 30 , 1976 and none were included in the President ' s 1977 fiscal year budget . The letter also stated that it was possible that a supplemental appropriation bill for fiscal year 1976 could be enacted , making Federal funds available before June 30 , 1976 or funds being added by Congress in fiscal year 1977 . The letter emphasized that every effort should be exerted in com- pleting the local requirements in order that a contract be awarded as soon as possible after the receipt of Federal and non-Federal funds . Once construction funds are appropriated, beach renourish- ment will commence in the area from Atlantic Boulevard to the South Jetty . It was pointed out that there was no immediate need PAGE TWO MINUTES FEBRUARY 16 , 1976 for the construction of french drains . After much discussion , a motion was made by Commissioner Cook and seconded by Commissioner Minton to authorize Mr . Parks to start on preliminary plans for drainage lines in the area between 7th Street to 16th Street and Seminole Road - East . The motion was passed unanimously . Mr . Parks stated that it was necessary to develop more water supply within the City and a new pumping station site was necessary at the north end of the golf course within the corporate limits of the City of Atlantic Beach. This would permit us to deliver water to the east as well as to the west with new feeders to bring the water that was needed back down south . He pointed out as an alternative of the above suggestion , the City could put in a third well at the existing site . Mayor Howell asked Mr . Parks what he thought would be the first step in alleviating the City ' s water problem. Mr . Parks stated that a third well at a new site would take care of the problem now and would also integrate with future expansion and development. Mr . Parks stated that the next step would be to start acquiring a piece of land and then apply for a permit to drill the well . No official decision was made at this time .
