Adjourn MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY , JANUARY 26, 1976, AT 8 : 00 P.M. PRESENT: William S . Howell , Mayor-Commissioner Alan C. Jensen Robert B. Cook , Sr . L. W. Minton , Jr. , Commissioners AND: R. C. Vogel , City Manager Oliver C . Ball , City Attorney Adelaide R. Tucker , Acting City Clerk ABSENT: James E . Mhoon, Commissioner The meeting was called to order by Mayor-Commissioner , Mr. Howell. The invocation was given by Commissioner Minton , followed by the pledge to the flag . The Minutes of the meeting of January 12, 1976 were approved as written upon a motion by Commissioner Jensen , seconded by Commissioner Cook and carried . The Minutes of the Special Called Meeting of January 19, 1976 were approved as written upon a motion by Commissioner Jensen, seconded by Commissioner Cook and carried. Mrs . Ruth Gregg of 905 Sailfish Drive asked Mayor Howell if Animal Control was back in Atlantic Beach and he stated that as far as he knew they were back in the City. Mr. Odell Rankins of 110 Jackson Road asked if there was a way to close part of the drainage ditch in back of his house due to the mosquitos in the summer . Mayor Howell asked Mr. Hilliard to please contact Mosquito Control to see what could be done . Walter Parks - Report on Saltair Subdivision Mr. Parks stated that he reviewed the second set of preliminary plans submitted by Mr. Lampp, representing Higley Publishing Corporation , concerning the proposed storm sewer through Russell Park. Mr . Parks requested that this sewer line be re-routed to the west side of Seminole Road down to the lagoon in order to avoid cutting through the sanitary landfill area and playground . Mr. Parks stated that he was going to meet with the developers on Tuesday , January 27 , 1976 to discuss his proposals for the re-routing of the line . Mayor Howell suggested that Mr. Parks bring in a report at the next regular meeting after talking with the developers . Ordinance #5-75-4 - Dishonored Check Collection - Third and Final Reading - Public Hearing Said Ordinance was read in full and the meeting opened for a Public Hearing. No one spoke for or against said Ordinance and PAGE TWO MINUTES JANUARY 26, 1976 the Public Hearing was closed. It was moved and seconded by Commissioners Cook and Minton that said Ordinance be passed on third and final reading. Upon a unanimous vote , the Ordinance was passed. Mr. Hilliard stated that he had the garbage trucks painted red, white and blue for the bicentennial year . The Commission con- gratulated Mr. Hilliard for a job well done. The City Manager called the Commissions ' attention to Page 4 , Section 5 of the new Pension Plan Ordinance providing for a Board of Trustees . He requested that two members of the Commis- sion be appointed to the Board as provided in the Ordinance . Mayor Howell recommended the appointment of Commissioners Mhoon and Jensen to the Board. Commissioner Minton made the motion that Commissioners Mhoon and Jensen be appointed, the motion was seconded by Commissioner Cook and carried. Mr. Vogel announced that Mayor Howell had been appointed to the Executive Board of the Florida League of Cities . BE IT ENACTED BY T}II: PEOPLE OF TM.: CITY OF ATLANTIC BEACH, FLORIDA: Section 1. Any dzed' , draft or other order for the payment of motley in payment of any licxnsos, fees, tars, utility charges, commissions or charges of any sort authorized to be made under the laws of the Statef of ) Florida and the Ordinanops of the City of Atlantic Beach, Florida. and deposited in the City Treasury as provided by law, which may be returned unpaid for any reason by the bank or other payor upon which sane shall have been drawn, the City Treasury shall add a Five Dollar ($5.00) service 1111 fee to the amount due. The service fee of Five Dollars ($5.00) for the collection of a dishonored check, draft, or other order for the payment of money to the City shall be in addition to all other penalties, remedies and circumstances imposed by law. Section 2. All ordinances or parts of ordinances in conflict herewith I are to the extent of such conflict repealed. Section 3. This Ordinance shall become effective immediately upon final passage.
