MINUTES OF THE REGULAR MEETING OF THE ATLANTIC
BEACH CITY COMMISSION HELD AT THE CITY HALL ON
MONDAY, JANUARY 12 , 1976 AT 8 : 00 P . M.

The meeting was called to order by Mayor-Commissioner , Mr. Howell .
The invocation was given by Commissioner Minton, followed by the
pledge to the flag.
The Minutes of the meeting of December 22 , 1975 were approved as
written upon a motion by Commissioner Mhoon, seconded by
Commissioner Minton and carried.
Bid Opening - Tractor for Public Works
The following bids were received :
Case Power and Equipment , Jacksonville , FL

A representative from Case Power & Equipment stated that this
particular piece of equipment met with the specifications and had
an over center backhoe which made it a safer machine to operate .
Commissioner Mhoon asked Mr. Hilliard if he was familiar with both
pieces of equipment and if they were both comparable . Mr. Hilliard
stated that he was familiar with both and he thought the machine
offered by Case Power & Equipment was a better and safer machine .
Commissioner Mhoon made a motion to accept the bid from Case Power
and Equipment for $15 , 000. 00 . The motion was seconded by
Commissioner Minton , and by unanimous vote , the Commission accepted
the bid from Case Power and Equipment .
Ordinance #5-75-4 - Dishonored Check Collection - Second Reading
Said Ordinance was read by title only on second reading by_ Mayor
Howell . A motion was made by Commissioner Cook to pass said
Ordinance on second reading, title only. The motion was seconded

by Commissioner Mhoon , By unanimous vote , the Commission approved
passage of said Ordinance on second reading. A Public Hearing
will be on January 26 , 1976 at 8 : 00 P.M.
Committee Report - Teletek Proposal
A Committee report was given by Commissioner Jensen who was
appointed Chairman of the Committee . Commissioner Jensen reviewed
the proposal from Teletek and spoke to several people who were
references given by Teletek. The proposed contract stated that
Teletek wanted a letter from the City stating that we could have
no representatives from Southern Bell during the contract period,
unless the City had permission in writing from Teletek . The
contract also stated that any correspondence concerning billings ,
etc. , would be strictly negotiated with Teletek and not with
the City. Commissioner Jensen then stated he was basically
opposed to the proposed contract from Teletek . Commissioner Mhoon
stated that he, as a member of the Committee , agreed with
Commissioner Jensen ' s recommendation.
Commissioner Jensen made a motion that the proposal from Teletek
not be accepted. The motion was seonded by Commissioner Mhoon
and upon a vote by the Commission, the proposal was denied
unanimously.
Fred Mills - Plans for Commercial Building - Robert Street
Mr . Mills requested approval of plans for a commercial building
at 11 Robert Street. The plans met with the Southern Standard
Building Code and off-street parking will be provided to meet
with the Code of the City of Atlantic Beach. A motion was made
by Commissioner Cook , seconded by Commissioner Minton that Mr.
Mill ' s plans be approved . By unanimous vote , the Commission
approved the request.
The City Manager asked the Commission to review the Sign
Ordinance for any modifications before he began to enforce the
Ordinance . Mr . Vogel stated that this Ordinance was a very
restrictive one involving mobile signs with flashing lights .
Mayor Howell asked Mr . Vogel to bring a recommendation to the next
meeting for the Commissions ' review.
The Mayor called on Mr . Parks for a brief report on the progress
he was making on the plans to run the drainage line/lines as
discussed at an earlier meeting. Mr . Parks presented a pre-
liminary cost estimate and a preliminary plan for the drain line .
Commissioner Mhoon raised the question of the feasibility of the
City spending what he considered excessive money to relieve
the drainage problem through the bulkhead. Mr. Parks advised that
the design of the line was intended to drain problem areas through
the center of the City in the vicinity of the proposed line .

Commissioner Mhoon brought out that the french drain system as
proposed by Smith & Gillespie Engineering Firm and tentatively
approved by the Corp of Engineers would accomplish the require-
ments as far as the drainage through the seawall was concerned and
the cost was estimated to be $30 , 000 . 00. The engineer ' s estimate
for the projected cost for the drainage line is $146 , 000 . 00
including engineer' s fees . Mayor Howell called for a Special
Meeting on January 19 , 1976 for the purpose of discussing the
details of drainage lines versus french drains and make a decision
at that time .
Mayor Howell stated that a meeting would be held at the City Hall
on January 27 , 1976 at 10 : 00 A. M. for the purpose of reviewing
the Flood Hazard Map. He requested that all Commissioners try
to attend.
There being no further business , Mayor Howell declared the meeting
be adjourned .

Section 1. Any check, draft or other order for the payment of money
in payment of any licenses, fees, taxes, utility charges, commissions or
charges of any sort authorized to be rade under the laws of the State of
Florida and the Ordinances of the City of Atlantic Beach, Florida and
deposited in the City Treasury as provided by law, which may be returned
unpaid for any reason by the hank or other payor upon which same shall
have been drawn, the City Treasury shall add a Five Dollar ($5.00) service
fee to the amount due. The service fee of Five Dollars ($5.00) for the
collection of a dishonored check, draft, or other order for the payment of
money to the City shall be in addition to all other penalties, remedies
and circumstances imposed by law.
Section 2. All ordinances or parts of ordinances in conflict herewith
are to the extent of such conflict repealed.
Section 3. This Ordinance shall became effective immediately upon
final passage.

Many thanks for the privilege of chatting with you about the opportunity
of saving substantial amounts on your telephone service.
I would like to briefly summarize what we at TELE= can do for your
firm. We are a communications consulting firm comprised mainly of ex-Bell
Telephone engineers and technicians, and have been in business for aver
seven years. We attempt to reduce our clients' telephone bills from 10
to 50 percent and have averaged approximately 23 percent savings on
behalf of our clients over the seven-year period that we have been in
business.
The three main areas in which we can affect these savings are:
1. Refunds and rebates on both non-existent equipment
and errors in billing. These refunds arise as a result
of past mistakes, which can in sane cases be traced
back for a number of years as well as future monthly
reductions in your telephone bills. The telephone
canpany admits to 1% in mistakes, TMETEK has found
that it exceeds 5%.
2. Long distance and toll call charges by performing
an in-depth VATS feasibility study. With the increases
granted in the tariffs, this has became extremely important
as well as expensive.
3. Utilization of the most efficient Bell equipment for the
least amount of money. We do not sell equipment.
You have the right to either accept or reject each area of recarmended cost
reduction. You are not obligated to accept any of TELEFEK's suggestions.

Our engineering fee of $2,000 is refundable in whole or in part within a
90-day period if we are unable to achieve a reca-mended savings for the
City of Atlantic Beach. The engin: axing fee is offsetagainst any refunds,
rebates or recommended savings before computing any additional compensation.
Our compensation fees are contingent upon haw much we can reduce your communi-
cations costs. Enclosed is a contingency agreement prepared in duplicate.
