The meeting was called to order by Mayor Howell. The invocation,
offered by Commissioner Minton, was followed by the pledge to the flag.

Recognition of Visitors
The chair recognized Mr. Daniel Welch, 219 East Coast Drive, who
expressed thanks for the installation of stop signs at East Coast and
7th Street.
City Manager's Report
Mr. Davis gave an oral report and stated that a citation was served on an
individual who had refused to enclose his swimming pool after visits
from both the City Manager and the Inspector.
New Business
Mr. Davis outlined to the Commission that he had reviewed Mr. Raymond
Corbin's preliminary plans to construct two buildings, each 50 x 100,
to be used for the manufacture of fiberglass boats on the east side of
Main Street zoned "Industrial ". Mr. Davis stated that Mr. Corbin was
aware that two complete sets of plans had to be submitted and that the
Southern Standard Building Code requirements must be met. Jensen x

Unfinished Business
Mayor Howell announced that the second and final Public Hearing on
the City's application for a HUD Grant would be held and recognized
Mr. R. A. Goll. Mr. Goll explained to the audience not attending
the previous public hearing on December 27, 1978 that the City is
planning to submit an application for the 1979 Federal funding of a
three-year comprehensive grant program for smaller communities
through the Department of Housing and Urban Development. Mr. Goll 's
recommendations were as follows:
Neighborhood Facilities (Community Center
at Donner Park) $107,000
Water C Sewer improvements 347,800
Neighborhood clean-up 16,500
Loan & Grant program for rehabilitation
of private residences 150,000
General administration costs 20,000
TOTAL over a three-year period $641,300
The Mayor then invited the audience to offer comments from the floor.
Della Koenig, 780 Redfin Drive, inquired who would be eligible
for the loan and grant program. Mr. Goll answered that the $150,000
would be for loans or grants to be administered by the City to
private residents for improvements to private structures for those
people that have qualified as to income and family size within the
target area which is east and west of Mayport Road in the Donner
Subdivision area. The loans would be for improvements to structures
that had deficiencies such as plumbing facilities that are inadequate,
dangerous electrical wiring, etc. , that are creating a problem insofar
as health and safety. Mr. Daniel Welch asked what part of the City
the water and sewer lines would be laid in, and Mr. Goll replied
there would be expansion of lines on the west and east sides of May-
port Road. Other citizens attending the Public Hearing that were
also in favor of the proposed application were as follows: Ruth Gregg,
905 Sailfish Dr. , Mrs. W. R. Hayes, 275 Sailfish Drive, and Oscar Alt,
518 Beach Avenue. After discussion, the Mayor closed the Public Hearing.
There being no further business, the Mayor declared the meeting
adjourned.
