MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY, NOVEMBER 25, 1974, AT 8:00 P . M.

ABSENT: William S. Howell, Mayor-Commissioner - City Business
The meeting was called to order by Mayor Pro Tem, Mr. Minton. The
invocation was given by Commissioner Rosborough, followed by the
pledge to the flag .
The minutes of the meeting of November 11, 1974 were approved as
written upon a motion by Commissioner Rosborough, seconded by
Commissioner Cook and carried.
The minutes of the special meeting of November 18, 1974 were
approved as written upon a motion by Commissioner Fogg, seconded
by Commissioner Rosborough and carried.
Ordinance No. 10-74-10 Regulating of Beverage Hours - Second Reading
Mayor Pro Tem Minton read Ordinance No. 10-74-10 regulating the
hours for the sale of alcoholic beverages in the City of Atlantic
Beach on second reading by title only . Said ordinance was pre-
sented in full and in writing. Commissioner Fogg moved that
Ordinance No. 10-74-10 be approved on second reading by title only,
seconded by Commissioner Rosborough and carried. Public Hearing
to be held December 9, 1974.
Cloister Condominiums - Detail Plan for Wall
Mr. Elliot W. Butts, Jr. , developer of the Cloister Condominiums,
presented to the City Commission a detail drawing of a wall he
plans to erect from the corner of the building to the bulkhead.
Mr. Vogel stated that the Cloister Condominiums are a Planned Unit
Development and the detail plans for the wall must be approved by
the City Commission. It was moved by Commissioner Rosborough,
seconded by Commissioner Fogg and carried that the detail plans
for the wall at the Cloister be approved.

Bid Award - Garbage Truck
Chairman Rosborough reported that the committee reviewed the bids
of Sutherlin Chevrolet of Jacksonville Beach, Florida in the amount
of $22, 914. 93 and Lee Chevrolet, Inc. in the amount of $23, 999.00.
The committee noted that in the Sutherlin Chevrolet bid an escala-
tion clause was included to wit, "This price is subject to an in-
crease on the FNVSS121 - Anti-skid system law on all air brake
vehicles, effective March 1, 1975 . " The committee also reviewed
a letter dated November 15, 1974 from Jack Sutherlin Chevrolet, Inc
which attempted to firm up the escalation clause but the committee
disregarded this letter because it was irrevalent due to the fact
that it was written after the bid opening. Chairman Rosborough
stated that it is the recommendation of the committee that the bid
of $23,999.00 submitted by Lee Chevrolet, Inc. be accepted by the
City Commission with the understanding that the Federal specifi-
cations that go into effect March 1, 1975 will be included by the
manufacturer. Commissioner Rosborough moved that the bid be
awarded to Lee Chevrolet, Inc. in the amount of $23, 999.00, seconded
by Commissioner Fogg and carried.
Mr. Hilliard reported that he had a request from Selva Marina
Country Club to put up a temporary fence across the lagoon to stop
hyacinth from traveling back and forth. Th- fence will be made of
chicken wire which will not impair the growth of fish and/or
aquatic life. There were no objections from the City Commission.
Commissioner Rosborough requested a progress report on the work in
the Selva Marina Park area. Mr. Vogel stated that the contractor,
A. B. Parsons, has completed his part of the work as per the
specifications on the proposal . Mr. Vogel stated that, at this tim: ,
the city will not be able to maintain the park because of the
additional work that is needed. Mayor Pro Tem Minton appointed
Mr. Hilliard, Mr. Vogel and Oliver C . Ball to report back at the
next commission meeting what the City of Atlantic Beach should do
about maintaining the park; how much it is going to cost, etc.
Mr. Vogel commended the Chief of Police and Officers Garvin and Pike.
for the outstanding job they did in solving the crime that recently
occurred in Salva Marina.

Mayor Pro Tem Minton announced that there will be a meeting Nov.
26, 1974 at 7: 30, City Hall, Neptune Beach, Florida. The purpose
of the meeting will be to discuss the changes in the charter of
the City of Jacksonville and how these changes will affect the
City of Atlantic Beach.
Mayor Pro Tem Minton announced that Mayor Howell is in Jacksonville
representing the City of Atlantic Beach on a television show to be
seen on Channel 17 .
There being no further business Mayor Pro Tem Minton declared the
