MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY, OCTOBER 14, 1974, AT 8: 00 P M .

The meeting was called to order by Mayor-Commissioner, Mr. Howell.
The invocation was given by Commissioner Minton, followed by the
pledge to the flag.
The minutes of the meeting of September 23, 1974 were approved as
written upon a motion by Commissioner Rosborough, seconded by
Commissioner Minton and carried.
Recognition of Visitors
Mrs. Ruth Gregg, 905 Sailfish Drive, requested additional police
cars patroling during the school hours and additional speed signs
in Royal Palms . Mr. Hilliard stated that ample signs were placed
in the area but were invariably torn down. Mayor Howell instructed
the Chief of Police to handle the problem of speed violators .
Mrs . L. W. Martin, 720 Sailfish Drive, wanted to know why her
building permit was turned down? She requested permission to en-
close her carport . Mayor Howell stated that the City Code states
that in order to enclose a carport, off-street parking must be
provided. She requested that she be allowed to enclose her carport
and then, at a later date, provide off-street parking . Mayor
Howell stated that the City Commission has instructed the City
Manager not to issue any permits for carport enclosures unless off-
street parking is provided , This is in accordance with the Code
of the City of Atlantic Beach.
Mosquito Control Branch
A letter was received from the Mosquito Control Branch stating
that they would clean the ditch which is situated approximately

125 feet south of Cavalla Street as the necessary equipment and
personnel is available. Mayor Howell instructed the City Manager
and the Director of Public Works to handle this and see that the
work is completed.
Mrs. Russell Gordon
Mrs . Gordon, 75 Coral, requested permission to connect up with the
city water system. Mayor Howell stated that this location is out-
side the city limits and recommended that this request be denied.
There were no objections from the City Commission.
Mrs. Ernest Butts
The following is an excerpt from a letter addressed to the City
Commission from Mrs . Ernest Butt:
"The condition of city property in front of our house is not
only an eye-sore but water collects during a rainstorm creat-
ing hazardous driving - . . .We are therefore, requesting that
the City of Atlantic Beach put down concrete from the edge of
the present street surface up to our concrete driveway, forming
an entrance to our driveway, which is the worst point of water
collection. "
The letter further requested that the City Commission direct their
attention to the dire need for at least one, if not two street lights
in front of the Atlantic Beach School due to the area being quite
dark for those attending the activities at the Community School.
Mayor Howell stated that in regard to the driveway, the city does
not pave a driveway for anyone on municipal property . At this time,
the city does not have any plans for placing curbs, gutters and
storm drainage throughout the city due to the fact the city has
very little information as to what the EPA will require.
Mr. Bill Yeldell represented the Atlantic Beach Community School .
He stated that he had written the Duval County School Board re-
questing additional lights at the Community School , To date, he
has not received any cooperation from the Schc.ol Board. Mayor
Howell stated that the school parking lot is the responsibility of
the School Board and the City of Atlantic Beach can do nothing about
this problem. Mayor Howell recommended that Mr, Yeldell contact
JEA about additional street lights on Sherry Drive .

No other bids were received.
Mayor Howell appointed Commissioner Minton to be chairman of the
committee to award the bids . Commissioner Fogg, Chief Stucki
and Mr. Hilliard will also serve. A meeting was scheduled for
October 15 , 1974, 9: 30 A.M. at the City Hall for the awarding of
the bids .
Ordinance No. 55-74-14 Plumbing Code - Second Reading
Mayor Howell read Ordinance No. 55-74-14 amending the code of the
City of Atlantic Beach, Chapter 17 entitled "Plumbing" being an
ordinance "Providing For The Regulation and Governing of Plumbing
Construction, and the Certification of Master and Journeyman Plumb-
ers" on second reading by title only . Said ordinance was presented
in full and in writing . Commissioner Rosborough moved that Ordi-
nance 55-74-14 be approved on second reading by title only, seconded
by Commissioner Cook and carried.
Mr. Vogel received a request to extend the rear of a building,
located at 207 Atlantic Boulevard, fifteen feet . Mr. Hilliard
stated that in order to accomplish this it will be necessary to
replace the sewer lines with cast iron. It was moved by Commission-
er Cook, seconded by Commissioner Rosborough and carried that
tentative approval be given for this extension at 207 Atlantic Blvd.

The City Manager reported that he had received a response to a
letter written to the Bureau of Census wherein they stated that
they would compare a City of Atlantic Beach map sent to them with
the map they did our census by. The Bureau of Census cut the
city ' s census from what the University of Florida reported. The
census is based on the number of water meters, electric meters, etc.
Mayor Howell announced that he would be leaving Wednesday, October
23rd to attend the Florida League of Cities Convention in Tampa,
Florida - He will report on the convention at the next meeting.
There being no further business Mayor Ho ell der •' - me-ting
