Adjourn MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, MAY 27, 1974, AT 8:00 P . M. PRESENT: William S. Howell, Mayor-Commissioner Robert R. Rosborough, II F. W. Fogg Robert B. Cook, Sr. , Commissioners AND R. C. Vogel, City Manager Oliver C. Ball, City Attorney Gloria June Knight, City Clerk ABSENT: L. W. Minton, Jr. , Commissioner The meeting was called to order by Mayor-Commissioner, Mr. Howell. The invocation was given by Commissioner Cook, followed by the pledge to the flag. Mayor Howell recognized visitors and called for any business from the floor not on the agenda. There was none. Bid Opening - Addendum No. 1 Water Plant: G. R. Hill & Company, Inc. , Jacksonville, Fla. $9, 962.50 No other bids were received. Commissioner Rosborough moved the bid be referred to committee for study and recommendations, seconded by Commissioner Cook and carried. Mayor Howell appointed Commissioner Rosborough, Mr. R. C. Vogel and Mr. Walter J. Parks to study the bid and report back at the next meeting. Bid Opening - Spec. 74-3 Addition to Fire Station: Mills and Lewis Building Service, Neptune Beach, Florida Total $8, 950.00 A cash bid bond in the amount of $447.50 was received by the City Clerk. J. R. Johnson Co. , Atlantic Beach, Florida Total $11, 500.00 A check bid bond in the amount of $575.00 was received by the City Clerk. No other bids were received. Mayor Howell requested that the award- ing of the bid be delayed until later in the meeting . There were no objections . MINUTES, MAY 27, 1974, PAGE TWO Bid Opening - Spec. 74-4 Fire Hose: Holley-Edwards Sales, Inc. , Jacksonville, Fla. $2, 795.00 Jax Rubber Products Company, Jacksonville, Fla. $2,675.00 Biscayne Fire Equipment Company, Miami, Fla. $2, 936.00 Jacksonville Fire Equipment Co. , Jacksonville $5, 306 .00 Jack Cocke and Co. , Inc. , Jacksonville, Fla. $2,432 .00 It was moved by Commissioner Rosborough, seconded by Commissioner Cook and carried that the bid be awarded to Jack Cocke and Company, Inc. , Jacksonville, Florida provided the bids meets all the specifications. Resolution No. 74-7 Budget Transfer: Resolution No. 74-7, transfer and changes in the 1973-74 budget, was presented. It was moved by Commissioner Rosborough, seconded by Commissioner Cook and carried that Resolution No. 74-7 be adopted. Copy of said resolution is attached hereto and made a part hereof. Request for P .U.D. - Jcel Kauffman: Mr. Kauffman requested permission to construct a duplex on lots 268 and 269 Saltair Subdivision and a triplex on lots 274, 275 and 276 Saltair Subdivision under the P . U. D. zoning, Mayor Howell stated that the property is presently zoned "single family" . It was moved by Commissioner Fogg, seconded by Commissioner Cook and carried that this request be referred to the Advisory Planning Board for study and recommendations. Report from Planning Board: Mr. R. L. Wardrep, Chairman of the Advisory Planning Board, gave the following recommendations to the City Commission. 1. A variance shall be given to such individual mobil homes and appurtences that meet the following requirements: A. Landowners must not install mobile homes for commercial speculation. B. The mobile home must meet all state and city requirements. C. The mobile home must have required footing and skirting. D. Each mobile home site must be provided with septic tank clearance and paid city water hookup where available. MINUTES, MAY 27, 1974, PAGE THREE 2. The request from Mr. and Mrs. O. R. Braddock, Jr. for a vari- ance to permit a mobile home on Section "H", lots 1 and 2, Block 244 shall be granted. 3. The development of Magnolia Apartments under P .U.D. by Beach Boulevard Home Sales be approved after consideration of the following: security guards and parking for any stores and shops. After discussion of the recommendations, Mayor Howell suggested that the Advisory Planning Board present the City Commission with a pro- posed ordinance outlining requirements for mobile homes, i.e. foot- ings, skirting, set back lines. The request from Mr. and Mrs. O. R. Braddock, Jr. for a variance to permit a mobile home on Section H, Lots 1 and 2, Block 244 was denied. It was moved by Commissioner Rosborough, seconded by Commissioner Cook and carried that the tentative plans for the development of Magnolia Apartments under F .U.D. by Beach Boulevard Home Sales be approved after consideration of the following: security guards and parking for any stores and shops. Public Hearing to be held June 10, 1974 at the regular City Commission meeting. Report Uncompleted Park Selva Marina: Mr. Vogel stated that the developer of Selva Marina was not present but that he had talked with several landscaping contractors about getting the work completed. Several residents of Selva Marina appeared before the City Commission and requested that the City of Atlantic Beach take action against the developer. Mayor Howell stated that he did not know what the city could do at this time. It was moved by Commissioner Rosborough, seconded by Commissioner Fogg and carried that the City Manager be instructed to draw up specifications for developing the land and the letting of bids for the work involved in Selva Marina. The bids to be presented to the developer. Ordinance No. 90-74-63 Second Reading: Mayor Howell presented Ordinance No. 90-74-63 amending Chapter 28-11, 28.11. 1, 28. 12, and 28-12.1 of the Code of the City of Atlantic Beach, Florida, entitled "Zoning" on second reading and by title only. Commissioner Rosborough moved that Ordinance No. 90-74-63 be approved on second reading and by title only, seconded by Commissioner Cook and carried. Public Hearing to be held on June 10, 1974. MINUTES, MAY 27, 1974, PAGE FOUR Ordinance No. 40-74-7 Franchise/JEA Second Reading: Mayor Howell presented Ordinance No. 40-74-7 granting to Jacksonville Electric Authority, its successors and assigns, an electric franchise on second reading, by title only. Commissioner Cook moved that Ordinance No. 40-74-7 be approved on second reading by title only, seconded by Commissioner Rosborough and carried. Ordinance No. 90-74-64 Definition of Family First Reading: Mayor Howell presented Ordinance No. 90-74-64 amending Chapter 28, Section 28-1, Definitions of The Code of The City of Atlantic Beach, Florida, entitled "Zoning" by adding the definition of family by title only. Said ordinance was presented in full and in writing. Commissioner Cook moved that Ordinance No. 90-74-64 be approved cn first reading by title only, seconded by Commissioner Fogg and carried. Public Hearing to be held on June 27, 1974. Appointment to Beaches Fine Arts Council: Mayor Howell stated that the Beaches Fine Arts Council has been formed. They have requested that the City Commission appoint someor. from Atlantic Beach to serve on this council. Mayor Howell suggeste appointing Mr. Durward E. Hawkins, 1220 East Coast Drive. There we: no objections from the City Commission. Opinion on Land Exchange - Public Works - Mr. Ball: Mr. Ball reported that due to the absence of Mr. George Bull he re- quested that his opinion on the land exchange be passed over until the next regular meeting of the City Commission. Specificiations 74-3 Addition to Fire Station: At this time, it was moved by Commissioner Cook, seconded by Commis- sioner Rosborough and carried that the low bid of $8, 950 .00 be a- warded to Mills & Lewis Building Service for the addition to the fire station. Mr. Vogel stated that there will be a Public Hearing, June 6, 1974, Room 406 Courthouse, Jacksonville on Water Quality Plans for Duval County. Mayor Howell instructed the City Manager to notify Jackson- ville that the City of Atlantic Beach wishes to be placed on the agenda. MINUTES, MAY 27, 1974, PAGE FIVE Mayor Howell reported that he and the City Attorney went to Washing- ton, May 17, 1974, to discuss the addition to the sewer plant with Senator Childes and Representative Bennett, The Department of Pollu- tion Control has verbally turned down the city for the addition to the sewer plant, but to date the city has received nothing in writ-- inc There being no further business, Mayor Howell declared the meeting adjourned. /- ' At /7.4(//i / (Seal) Wi i'rra S.
