Adjourn MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION 4110 HELD AT THE CITY HALL ON MONDAY, MARCH 11, 1974, AT 8:00 P. M. PRESENT: L. W. Minton, Mayor Pro Tempore F. W. Fogg Robert R. Rosborough, II Robert B. Cook, Sr. , Commissioners AND R. C. Vogel, City Manager Gloria June Knight, City Clerk ABSENT: William S. Howell, Mayor, Out of the City Oliver C. Ball, City Attorney, Out of the City The meeting was called to order by Mayor Pro Tem, Commissioner Minton. The invocation was given by Commissioner Rosborough, followed by the pledge to the flag. The minutes of the meeting of February 25, 1974, were approved as written upon a motion by Commissioner Cook, seconded by Commissioner Fogg and carried. Recognition of Visitors: 1410 Mrs . Ruth Gregg, 905 Sailfish Drive, presented the City Commission a list containing twenty-four names of citizens that have junk cars on their property. Mr. Vogel explained to the audience that if the automobiles are on private property and not endangering the health and welfare of the community, they are not violating the law. He stated he has written a number of letters wherein he took the civic approach; asking the citizens to be proud of their neighborhood and dispose of items that are unattractive. Mr. Allen Booth, 1140 Seminole Road, stated that he had received a letter from the Florida Game and Fresh Water Fish Commission ad- vising him that the aquatic weed problem in Sherman Creek is duck weed and that it will eventually cutoff all oxygen thereby killing all the fish. Mr. Hilliard, Director of Public Works, stated that he had contacted Mosquito and Weed Control at the first of this year requesting them to clean up the duck weed but to date they have not been able to get to Atlantic Beach. The Mayor Pro Tem, Commissioner Minton, stated that the City will make every effort to get Mosquito Control to Atlantic Beach. If they do not come within a reasonable length of time, the City will seek an alternate measure. IS MINUTES MARCH 11, 1974 PAGE TWO Sidewalk Art Show: Mrs. Dorthey Allen, owner of Artist Cove at 40 Ocean Boulevard, re- auest that the City close one block of Ocean Boulevard between Atlantic Boulevard and Ahern Street on April 27th and 28th from 9:00 A.M. to 4: 00 P .M. to accomodate a sidewalk art show. It was moved by Commissioner Rosborough, seconded by Commissioner Fogg and carried to close one block of Ocean Boulevard between Atlantic Boule- vard and Ahern Street on April 27th and 28th to accomodate a side- walk art show. Game Room - "A Nice Place" : Mr. Peter Savatgy presented plans to the City Commission for approv- val of a game room to be added to "A Nice Place" , 469 Atlantic Blvd. Mr. Savatgy stated the games would be pool tables, foosball, etc. It was moved by Commissioner Rosborough, seconded by Commissioner Cook and carried that "A Nice Place" plans be approved as presented. Fred Mills - Plans for 25 Dudley Street: Plans were submitted to the City Commission for garages to be built at 25 Dudley Street, Atlantic Beach. The plans complied with the Southern Standard Building Code and zoning requirements. It was moved by Commissioner Fogg, seconded by Commissioner Rosborough and carried that the plans for 25 Dudley Street be approved. Welcome Day Parade Float: It was moved by Commissioner Cook, seconded by Commissioner Ros- brcugh and carried that a donation of $250.00 for a float in next month ' s Beaches Festival Weekend, formerly known as the Welcome Day Parade, be approved. Vincent J. Pastore: Mr. Pastore requested to have a water line run, according to City Specifications, from 17th Street to Ocean Grove Drive, Lots 19 and 20, Ocean Grove, Unit No. 2 and to have water made available to Lots 41, 42, 43, 44, 45, Ocean Grove, Unit No. 2, North Atlantic Beach. Mr. Vogel stated that the Commission could not commit anymore water and sewer outside the City Limits at this time. In the absence of Mr. Parks, City Engineer, Mr. Vogel stated that this request be tabled until such time Mr. Parks is available. There were no ob- jections from the City Commission. MINUTES MARCH 11, 1974 PAGE THREE Ordinance No. 90-74-62 - First Reading: Mayor Pro Tem, Commissioner Minton presented Ordinance No. 90-74-62 amending chapter 28-11 (G) (3) of The Code of The City of Atlantic Beach, Florida, entitled "Zoning" amending maximum ratio of living units; from 20 units per acre; to 10 units per acre on first reading by title only. Said ordinance was presented in full and in writing. Commissioner Fogg moved that Ordinance No. 90-74-62 be approved on first reading by title only, seconded by Commissioner Rosborough and carried. Public Hearing to be held on April 8, 1974. It was moved by Commissioner Fogg, seconded by Commissioner Ros- borough and carried that the City Manager be instructed not to approve anymore construction permits that are in violation of Ordinance No. 90-74-62. Mr. Hilliard requested Commission approval to purchase additional garbage containers before the price increases. It was moved by Commissioner Rosborough, seconded by Commissioner Cook and carried that Mr. Hilliard be given permission to purchase additional con- tainers before the price increases . Mr. Vogel requested that the side yard requirements on 9th, 10th and 11th Streets, Atlantic Beach, be re-evaluated. Mayor Pro Tem, Commissioner Minton suggested that the City Manager consult the City Attorney about any changes to be made on side yard requirements. Mayor Pro Tem, Commissioner Minton announced that Mayor Howell and the City Attorney are in Tallahassee attending the Florida League of Cities Board of Directors Meeting.
