AGENDA ITEM: Sulfur Dioxide for Wastewater Treatment Plants

BACKGROUND: In July, 2004, the City Commission awarded a contract to Jones Chemical,
Inc. to provide chlorine and sulfur dioxide for water and wastewater treatment plants. In January,
2005, the City received a letter from Jones Chemical, Inc. stating they could no longer supply
sulfur dioxide as their packaging facility for that chemical was damaged severely by the
hurricanes. Our price for sulfur dioxide from Jones Chemical was $375 per ton.
Staff asked the other bidder, Allied Universal Corporation, if they could honor the bid price they
submitted in July, 2004 and they stated they could not.
Bids were advertised and invitations sent to bidders. Only Allied Universal submitted a bid.
Allied's bid price was $585 per ton.
Due to the high price of the sole bidder, the City Commission directed staff to re-bid the contract.
Bids were advertised once again, and only Brenntag submitted costs for the re-bid, in the amount
of $480/ton. Some of the documents were not included in the bid, but have been submitted
separately and meet the requirements.
BUDGET: A total of $12,000 was budgeted for sulfizr dioxide in the Sewer Fund in account
number 410-5508-535-5200. Since we are more than mid-way through the fiscal year, we should
be able absorb the cost increase and remain within budget.
RECOMMENDATION: Award the annual contract for Sulfur Dioxide. Bid No. 0405-13 (Re-
Bid) to Brenntag, Inc. at the bid price of $480 per ton.
