MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY, FEBRUARY 25, 1974, AT 8:00 P . M.

The meeting was called to order by Mayor-Commissioner, Mr. Howell.
The invocation was given by Commissioner Minton, followed by the
pledge to the flag.
The minutes of the meeting of February 11, 1974, were approved as
written upon a motion by Commissioner Fogg, seconded by Commissioner
Minton and carried.
Recognition of Visitors:
Mrs. Ruth Gregg, 905 Sailfish, requested information concerning a
leash law for dogs. Mayor Howell stated that the City is collecting
sample ordinances throughout the state for the purpose of studying
them before a new ordinance will be enacted. The question of
placing speed breakers in Atlantic Beach was brought before the
City Commission. Mayor Howell stated that speed breakers are ille-
gal. He reported that the City of Atlantic Beach is still request-
ing that a traffic light be placed at Plaza and Mayport Road. May-
port Road is a state road sc therefore, a municipality has no con-
trol over the placement of traffic lights, speed limits, etc.
Warehouse Construction - Mayport and Donner Roads:
Plans were submitted to the City Commission for approval of ware-
houses to be constructed cn Mayport and Donner Roads. Mr. Vogel
stated the plans are incompliance with the Southern Standard
Building Code and that the property is properly zoned for this type
business. It was moved by Commissioner Minton, seconded by Com-
missioner Fogg and carried that the plans be approved.

Water Service to Ocean Grove, North Atlantic Beach:
Mr. Vogel received a request that Ocean Grove, North Atlantic Beach,
be allowed to connect up with the Atlantic Beach water system.
Mayor Howell stated that until the City of Atlantic Beach receives
approval from the various agencies to enlarge the water and sewer
plant, that the City is unable to take action on this request.
"701" Local Planning Assistance for 1974-1975:
Mr. Vogel requested Commission approval to make application for
"701" Federal Funds. He stated that under the "701" Funds the
Jacksonville Area Planning Board will hire a city planner to
conduct a population study, economic study, future land use, etc. ,
for the two beaches. The total cost will be approximately $30,000;
two-thirds will be paid by the Federal Government and the re-
maining portion to be divided between Jacksonville Beach and
Atlantic Beach. It was moved by Commissioner Fogg, seconded by
Commissioner Minton and carried that Mr. Vogel be granted permission
to apply for the "701" Funds.
Resolution No. 74-3:
Resolution No. 74-3 congratulating the Fletcher Senior High School,
Fighting Fletcher Senators" , Basketball Team for their ability,
sportsmanship, valiant effort and accomplishment in the Gateway
Conference was presented. It was moved by Commissioner Cook,
seconded by Commissioner Fogg and carried that Resolution No. 74-3
be adopted. Copy of said resolution is attached hereto and made a
part hereof.
Mayor Howell stated that he and Oliver C. Ball, City Attorney, will
attend the Florida League of Cities Board of Directors Conference
in Tallahassee, Florida, on March 10 through 12th, 1974.
Mayor Howell reported that Florida State Law now requires that a
proposed ordinance may be read by title, or in full, on at least
two separate days and shall, at least fourteen days prior to adopt-
ion, be noticed once in a newspaper e •e eral ci 'culation.

RESOLUTION NO . 74-3
WHEREAS, The Fletcher Senior High School, "Fighting
Fletcher Senators" Basketball Team has shown ability, sports-
manship and valiant effort, and,
WHEREAS, They have represented the Jacksonville Area by
their accomplishment in the Gateway Conference.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF ATLANTIC BEACH, FLORIDA, That,
We extend our congratulations and thanks to the Team,
the Coaches and the School, and wish them much more success
in their future endeavors.
