MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY, FEBRUARY 11, 1974, AT 8:00 P . M.
PRESENT: William S . Howell, Mayor-Commissioner

ABSENT: None
The meeting was called to order by Mayor-Commissioner, Mr. Howell.
The invocation was given by Commissioner Minton, followed by the
pledge to the flag.
The minutes of the meeting of January 28, 1974, were approved as
written upon a motion by Commissioner Rosborough, seconded by Com-
missioner Fogg and carried.
The minutes of the Special meeting of February 5, 1974, were approved
as written upon a motion by Commissioner Fogg, seconded by Com-
missioner Rosborough and carried.
Recognition of Visitors:
Mr. Ken Todd, President of the Jacksonville Beaches Jaycees, pre-
sented to Officer Sam Bass "The Outstanding Young Law Enforcement
Award" for the year 1973-1974. The award was given for his out-
standing duty and good work as recommended by F. Carl Stucki, Chief
of Police. Mayor Howell was presented "The Good Government Award"
for the year 1973-1974.
Emmett Grandy:
Mr. Grandy requested that the City Commission give consideration to
helping financially with the paving and landscaping at San Pablo
School and Fletcher Junior High School. He requested that the City
Commission meet with the officials of the City of Jacksonville Beach
and the Duval County School Board to discuss the feasibility of
helping with this project financially. Mayor Howell stated that if
Mr. Grandy would advise the City Commission when the meeting will
take place a representative from Atlantic Beach would attend.

Report on Application for Permit to Construct Sewer Plant:
Mayor Howell reported that the City of Atlantic Beach received a
permit to construct a larger sewer plant. Mr. Parks, City Engineer,
is in the process of applying to the Environmental Protection Agency,
Atlanta, Georgia, for a permit to operate.
Commissioner Rosborough complimented Mr. Hilliard and the Public
Works Department on the new sidewalks along Seminole Road.
There being no further business Mayor Howell declared the meeting
adjourned.
