Adjourn MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, JANUARY 28, 1974, AT 8:00 P . M. PRESENT: William S. Howell, Mayor-Commissioner L. W. Minton, Jr. F. W. Fogg Robert R. Rosborough, II Robert B. Cook, Sr. , Commissioners AND R. C. Vogel, City Manager Oliver C. Ball, City Attorney Gloria June Knight, City Clerk The meeting was called to order by Mayor-Commissioner, Mr. Howell. The invocation was given by Commissioner Minton, followed by the pledge to the flag. Mayor Howell recognized visitors and called for any business from the floor not on the agenda. There was none . Letter Requesting Mobile Home in Section H: The City Commission received correspondence from Mr. Roderick T. Morris requesting permission to place a mobile home in Section H, Atlantic Beach. It was moved by Commissioner Fogg, seconded by Commissioner Rosborough and carried that the request for a mobile home in Section H, Block 162, Atlantic Beach, be denied. Petition from Residents in Royal Palms: The City Commission received a petition signed by approximately one hundred citizens listing the following complaints: 1. Animals running loose. 2. Owners of animals failing to have animals innoculated. 3 . Broken down automobiles parked and abandoned on property. 4. Yards unclean and strewn with garbage. Mrs. Ruth Gregg, 905 Sailfish Drive, spoke for the citizens in the Royal Palms area. After lengthy discussion and a question and answer period, Mayor Howell suggested that a committee of residents be formed to meet with representatives of the City Commission to deter- mine what ordinances or laws can be enforced tc improve the situation. Bid Opening: Four Door Sedan Specification No. 74-1: Regency Dodge, Inc. $3, 324.96 Lynch-Davidson Motors, Inc. $3, 223 .05 Coppedge Chevrolet, Inc. $3, 342.87 No other bids were received. MINUTES JANUARY 28, 1974 PAGE TWO Commissioner Fcgg moved the bids be referred to committee for study and recommendations, seconded by Commissioner Cook and carried. Mayor Howell appointed Commissioner Cook and Mr. Vogel to study the bids and report back tc the City Commission at the next meeting. Ordinance No. 25-74-10, Second Reading - Public Hearing: Ordinance No. 25-74-10 amending part of Article III , Building Code, Section 68-Adoption, and Section 705 -- Firestopping of the Southern Standard Building Code 1973 Edition was presented in full, in writing and read on second and final reading by Mayor Howell. Said ordinance was posted in line with charter requirements. He then declared the meeting in session fcr a Public Hearing cn said ordinance. As no one appeared either for or against said ordinance, Mayor Howell de- clared the Public Hearing closed. Commissioner Fogg moved fcr pass- age of Ordinance No. 25-74-10 cn second and final reading, seconded by Commissioner Rosborough and carried. George Bull, Jr. , Re: 73 Acres P .U.D. : Mr. George Bull, Jr. stated that several months ago he applied for P .U.D. on 73 acres, described as Bull Airport, and received tentative approval of his plans from the City Commission. Mr. Bull intro- duced Mr. Lewis Dismukes cf Eric Hill Associates, Inc. Mr. Dismukes explained the modification of the original plans as submitted. The City Commission reviewed the modified plans. It was moved by Commissioner Minton, seconded by Commissioner Cook and carried that the tentative plans with modifications submitted by Mr. George Bull, Jr. , be approved. Mr. Oliver C. Ball, City Attorney, reported that he has not received a reply from the Attorney General of the State cf Florida in regard tc the exchange cf property in order to re-locate the existing City Yard. Committee Report: Water and Sewer Lines tc Ocean Village One: • Mr. Walter J. Parks, Jr. , Chairman, reported that the committee recommended that the bids for sewer and water lines to Ocean Village One, North Atlantic Beach, be awarded tc the low bidder, Conrad Weihnacht Construction Co. , Inc. It was moved by Commissioner Mintcn, seconded by Commissioner Fogg and carried that the bid for sewer and water lines to Ocean Village One, North Atlantic Beach, be awarded tc Conrad Weihnacht subject to Ocean Village One depositing with the City the necessary funds in cash and that a letter of credit will not be accepted. MINUTES JANUARY 28, 1974 PAGE THREE Chief Stucki requested that legal action be taken to authorize the City Manager to start proceedings on the Seven-Eleven Store, 1221 Mayport Road, to either tear the building down or make the necessary repairs caused by the recent fire at the above location. It was moved by Commissioner Fogg, seconded by Commission Minton and carried to instruct the City Manager and the City Attorney to take whatever action is necessary on the Seven-Eleven Store, 1221 Mayport Road. Commissioner Cook requested permission from the City Commission to construct a heliport at the Turtle Inn. It was moved by Commissioner Minton, seconded by Commission Fcgg that Mayor Howell be authorized to sign the necessary letter stating that the City Commission does not object to a heliport at the Turtle Inn. Mayor Howell stated that he and Mr. Oliver C. Ball, City Attorney, will be in Tallahassee, March 10th and 11th tc attend the Florida League of Cities Board of Directors Meeting.
