MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY, JANUARY 14, 1974, AT 8:00 P . M.

The meeting was called to order by Mayor-Commissioner, Mr. Howell .
The invocation was given by Commissioner Minton, followed by the
pledge to the flag .
Mayor Howell recognized visitors and called for any business from the
floor not on the agenda. There was none.

Commissioner Fogg moved the bids be referred to committee for study
and recommendations, seconded by Commissioner Minton and carried.
Mayor Howell appointed Commissioner Rosborough and Mr. Walter Parks,
City Engineer, to study the bids and report back to the City Com-
mission at the next meeting.
Ordinance No. 25-74-10 First Reading:
Mayor Howell presented Ordinance No. 25-74-10 amending part of
Article III, Building Code, Section 6-8 Adoption, and Section 705 --
Firestopping of the Southern Standard Building Code 1973 Edition on
first reading by title only. Said ordinance was presented in full
and in writing. Commissioner Fogg moved that Ordinance No. 25-74-10
be approved on first reading by title only, seconded by Commissioner
Minton and carried. Public Hearing to be held on January 28, 1974.
Approval of Building Plans for 835 Atlantic Boulevard:
Mr. Vogel submitted building plans for a Dairy Queen Restaurant
located at 835 Atlantic Boulevard. The City Commission reviewed the
plans. It was moved by Commissioner Minton, seconded by Commissioner
Cook and carried that the plans be approved.
Sale of Tax Certificates:
Mayor Howell stated that the County Tax Collector now collects all
ad valorem taxes in cities and counties throughout the State of
Florida. Since the City of Atlantic Beach does not sell tax certifi-
cates, he suggested that the City Commission instruct the City
Attorney to draw a bill amending the Charter of the City of Atlantic
Beach to provide for the sale of tax certificates. It was moved by
Commissioner Minton, seconded by Commissioner Cook and carried that
the City Attorney prepare the necessary bill amending the City
Charter to comply with Florida State Law.
Resolution No. 74-1:
Resolution No. 74-1 authorizing William S. Howell, Mayor-Commissioner,
and Walter J. Parks, Jr. , City Engineer, to sign official application
to the State of Florida, Department of Pollution Control to construct
and operate additional treatment facilities was presented. It was
moved by Ccmmissicner Minton, seconded by Commissioner Fogg and
- carried that Resolution No. 74-1 be adopted. Copy of said resolution
is attached hereto and made a part hereof.

Mr. Vogel requested permission from the City Commission to consider
the feasibility of purchasing an automobile for the City Manager.
Mr. Vogel was given permission by the City Commission to call for
bids on a new automobile to be used as the official City car.
There being no further business Mayor Howell declared the meeting
adjourned.

RESOLUTION NO. 74-1
WHEREAS, it is apparent that the Sewage Disposal System of
the City of Atlantic Beach is rapidly reaching capacity,- ,^j
WHEREAS, it is apparent that the population of the City of
Atlantic Beach has increased greatly beyond previous growth
estimates, and
WHEREAS, the City of Atlantic Beach has received numerous requests
and applications for permission to connect to the sewer system
from owners of property north of the City,--AA
WHEREAS, there are no municipal facilities available except
those of the City of Atlantic Beach and the City Commission
has expressed the desire to accomodate the area north of the
city by enlarging the sewer facilities and thereby contributing
to the concept of pollution control ;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF ATLANTIC BEACH, FLORIDA, AS FOLLOWS:
1 . That the City of Atlantic Beach, Florida authorize
Walter J. Parks, Jr. , Consulting Engineer to prepare
and William S. Howell , Mayor-Commissioner to sign
official application to the State of Florida, Department
of Pollution Control to construct and operate
additional treatment facilities.
2. That the officers designated to represent the City
of Atlantic Beach in all matters pertaining to the
Sewage Treatment facilities are as follows:
William S. Howell , Mayor-Commissioner
Robert C. Vogel , City Manager
Walter J. Parks, Jr. , Consulting Engineer
Gloria Jure Knight, City Clerk
