N D S 0 The meeting was called to order by Mayor Gulliford who read an inspirational message which was followed by the pledge to the flag. Approval of the minutes of the regular meeting of October 25, 1993 Edwards X X Motion: Approve minutes of regular meeting of Fletcher X October 25, 1993 Tucker X X Waters X Gulliford X No discussion before the vote. The motion carried unanimously. Recognition of Visitors: None Recognition of members of the Charter Revision Committee: Commissioner Tucker reported that the new City Charter was now in effect. She complimented the members of the Charter Revision Committee and presented certificates of appreciation to those members present. Ray Salman, who had served as co-chairman, complimented the members of the committee for their work and dedication. Any other business: None Mayor to call on City Commissioners, City Attorney City Manager and City Clerk: The City Clerk said she had enjoyed working with Mayor Gulliford, Commissioners Tucker and Edwards. She wished them well and hoped they would visit City Hall from time to time. I Page Two V V November 2, 1993 NAME OF COMMRS. MSYN The City Attorney said he also had enjoyed working with Commissioners Tucker and Edwards and Mayor Gulliford and would miss them on the City Commission. The City Manager, speaking on behalf of the city staff, complimented the retiring commission on the work they had done and said they would be missed. Commissioner Edwards said he had worked for the city for twenty years and served on the City Commission for eight years. He hoped he had made a worthwhile contribution and indicated he would continue to work with the city where possible. Commissioner Fletcher thanked the commissioners who were retiring. He indicated he had benefitted from Ms. Tucker ' s years of experience with the city, both in her capacity as City Clerk and as Commissioner, and felt the City Commission had benefitted from Commissioner Edward ' s experience with the city, particularly in the area of water and sewer. He indicated Mayor Gulliford had established some great precedents which he would endeavor to continue. Commissioner Waters indicated, in spite of recent comments, the city had been run in a fiscally responsible manner and he complimented the retiring commissioners for the business-like manner in which they had handled the city' s business. Commissioner Tucker indicated she was proud of how the city had grown over the years. She presented humorous tokens to commissioners and staff members. Mayor Gulliford said he had enjoyed his tenure with the city and was leaving with mixed feelings. He complimented the commissioners and staff with whom he had worked and felt the city was fortunate to have such a high caliber of employees and commissioners. There being no further business, Mayor Gulliford declared the meeting adjourned at 8: 26 PM. MINUTES OF THE MEETING OF THE NEW CITY COMMISSION OF ATLANTIC BEACH Oath of Office: The oath of office was administered by the city clerk to Mayor-Commissioner Lyman T. Fletcher, ( Seat 1 ) , Page Three V V November 2, 1993 NAME OF COMMRS. MSYN Commissioner Steven M. Rosenbloom ( Seat 5 ) , Commissioner Suzanne Shaughnessy ( Seat 4 ) , and Commissioner Robert G. Weiss, Jr. , ( Seat 2 ) . Signed copies of the oaths of office are attached hereto and made a part hereof. Call to order: The meeting was called to order by Mayor Fletcher who said he felt this occasion was not a changing of the guard but a passing of the candle to a new group to take on old jobs and old responsibilities but he felt the new City Commission was up to the task. Presentations and recognition of Retiring Commission: Mayor Fletcher thanked the retiring Mayor and City Commissioners for the work they had done and presented each one with a plaque in recognition of their years of service to the city. Selection of Mayor Pro Tempore: Mayor Fletcher opened the floor for nominations for the office of Mayor Pro Tem. On motion of Commissioner Rosenbloom, seconded by Commissioner Shaughnessy, Commissioner Waters was nominated for the office as Mayor Pro Tem. Motion: Approve appointment of Commissioner Rosenbloom X Waters as Mayor Pro Tem Shaughnessy X X Waters X No discussion before the vote. The motion carried Weiss X X unanimously. Fletcher X Announcement of Workshops: Mayor Fletcher announced workshop meetings would be held at 6 : 00 PM on Monday, November 8, and at 7 : 30 PM on Monday, November 15, 1993, for the purpose of discussing various issues to be addressed by the new City Commis- sion. Comments from New Commission: Each of the commissioners thanked family members and those who had worked so hard during the election process. Each commissioner pledged to serve all sections of the city equally and Mayor Fletcher indicated he intended to continue the town meeting format at commission meetings.
