Closing remarks by Mayor-Elect Lyman Fletcher MINUTES OF THE ORIENTATION MEETING OF ATLANTIC BEACH CITY COMMISSION HELD IN CITY HALL ON MONDAY, NOVEMBER 1, 1993. Mayor-Elect Fletcher called the meeting to order and explained the purpose of the meeting was to familiarize the new commission with the structure of the government and to give them a sense of the organization of the city. Also present were Mayor Gulliford, Commissioners-Elect Rosenbloom, Shaughnessy and Weiss, and Commissioner Waters, City Manager Leinbach, City Attorney Jensen, City Clerk King, and Finance Director Wendland. 1 . Opening statement and comments by Mayor-Elect Lyman Fletcher Charter Powers/Parliamentary Procedure Mayor-Elect Fletcher briefly reviewed each of the items listed in Section 9 of the newly adopted City Charter relative to Powers of the City Commission. He then reviewed Section 2-19 of the City Code relative to rules and conduct of the City Commission. 2. Comments and perspective of Mayor Bill Gulliford Mayor Gulliford reminded the new commissioners that they had been elected to serve all the people, even those who had voted for their opponents and asked them to keep in mind the needs of all areas of the city. He felt the worst thing which could happen would be for the city to implement district seats. He indicated some matters such as parking, encroachment by residents onto city rights-of-way, particularly at beach accesses, and zoning codes which were vague, would be on-going problems. He encouraged the city commission to continue the law suit against Jacksonville and urged them to act with one voice in the matter. 3 . Sunshine Law - Alan Jensen City Attorney Jensen gave an overview of the Sunshine Law and explained that collective bargaining negotiations and attorney/ client meetings were exempted from the provisions of the law. Discussion ensued regarding whether specific instances would come under the purview of the Sunshine Law and Mr. Jensen advised in instances where there was any question it was best to assume the Sunshine Law prevailed. 4. City Clerk - Maureen King Duties and responsibilities/Preparation of Agendas City Clerk King gave an overview of the office of city clerk and explained the various duties and responsibilities carried on in that office. She explained that with the adoption of the new City Charter, the agendas for commission meetings would now be prepared by her office. Page Two Minutes of Workshop Meeting November 1, 1993 5. City Manager - Kim Leinbach Atlantic Beach (Commission/Manager) form of government Duties and responsibilities of Mayor and City Manager Committee usage in municipal government City Manager Leinbach outlined the duties of the city commission/ mayor vis a vis the city manager. He explained the city commission was the legislative body and was responsible for setting policy. The city manager was head of the administrative branch of government and it was his responsibility to see that the policies established by the city commission were carried out. As far as possible he asked that administrative matters be coordinated through his office so he could make sure requests and/or complaints were directed to the proper department. As an example, he explained the complaint management system and said it was important that all complaints were reported to the administrative offices so they could be properly tracked through the computer system. He recommended deferring action on any matter that was not on the agenda in order that staff may have the opportunity to review and present recommendations on matters relating to their departments. He explained city employees were represented by three different unions and since negotiations with those unions were on-going he requested that commissioners channel any concerns through his office and avoid direct contact with employees, which would usurp the negotiating process. 6. Finance Director - Kirk Wendland Budget process/computer Finance Director Wendland explained the city was governed by the provisions of the Truth in Millage ( TRIM) law. He briefly outlined a typical budget schedule. He said he felt that adopting a budget was one of the most important things the commission would do since the budget which is approved each year would determine which projects would be undertaken throughout the following year. Closing remarks by Mayor-Elect Fletcher In his closing remarks Mayor-Elect Fletcher indicated matters which he felt must be addressed in the immediate future were the lawsuit with Jacksonville, revision of the budget process to provide for projections over a two or three year period, and resolution of union negotiations. Mayor-Elect Fletcher indicated he proposed to hold workshop meetings from time to time to provide for in-depth discussion of matters such as the law suit. Following brief discussion a Page Three Minutes of Workshop Meeting November 1, 1993 workshop meeting was scheduled for Monday, November 8, at 6:00 PM to discuss an agenda for the workshop meeting which had earlier been scheduled for November 15. In other business Mayor-Elect Fletcher announced a hearing relative to the motion which had been filed by the City of Jacksonville, would be held in Judge Martin' s chambers at 2:00 PM on November 10.
