09-08-93 v MINUTES OF BUDGET WORKSHOP HELD IN CITY HALL, 800 SEMINOLE ROAD, AT 7:30 PM ON WEDNESDAY, SEPTEMBER 8, 1993 Present were Mayor Gulliford and Commissioners Edwards, Fletcher, Tucker, and Waters. Also present were City Manager Leinbach, City Attorney Jensen, Finance Director Wendland, City Clerk King, Department Heads and several employees. The Mayor called the meeting to order and invited candidates for election in the October municipal election to introduce themselves. He explained because of limitations of the Florida Statutes regarding collective bargaining, discussion that evening would involve only those employee positions not included in a collective bargaining unit. Commissioner Fletcher expressed concerns that the proposed millage increase would not generate adequate funds this year to fund the step increases built into the pay plan and that the shortfall would be compounded by the step increases and cost of employee benefits in future years. He felt the city could not expect substantial increases in ad valorem taxes through increased property evaluations in future years because the city was nearing build-out. Discussion ensued regarding the city' s current pay plan and the Mayor felt it may be antiquated and not meet the needs of the city. It was the consensus of the commission that the proposed adjustments to the pay plan should not be approved until it could be determined that revenues were available to fund the increase both this year and in future years. Following further discussion an Executive Session was scheduled for 5:00 PM on September, 1993 to resolve the question of funding for pay plan adjustments for all employees. In other business, Commissioner Edwards reported he had attended the public hearing of the St. Johns River Water Management District relative to setting a millage rate for FY 1993/94. He reported the millage had been increased, but not by 55% as proposed. There being no further discussion, the Mayor declared the meeting adjourned at 8: 35 PM. Maur. en King, City Clem
