08-10-93 v MINUTES OF THE BUDGET WORKSHOP MEETING HELD IN CITY HALL, 800
SEMINOLE ROAD, AT 7:30 PM ON TUESDAY, AUGUST 10, 1993.
The meeting was called to order by Mayor Pro tem, Glenn Edwards,
who acted as presiding officer in the absence of Mayor Gulliford
who was out of the country and was excused. Commissioners present
were Edwards, Fletcher, Tucker and Waters. Also present were City
Manager Leinbach, Finance Director Wendland, City Clerk King, Code
Enforcement Officer/Building Official Ford, Police Chief Thompson,
Fire Chief Williams, Public Works Director Kosoy, Beautification
Coordinator Walker, and Parks & Recreation Director Blanchard.
Mayor Gulliford was out of town and was excused.
Mayor Pro tem Edwards explained the city had a deadline by which
the budget must be adopted. He indicated discussion would commence
with Dept. #514, Legal, and he indicated audience questions would
be permitted but he requested that the audience limit their
questions to matters relating to the budget.
Dept. #514 - Legal
The law suit with the city of Jacksonville was discussed and it was
felt that the funds budgeted for legal representation would be
insufficient. It was agreed an additional $50, 000.00 should be
appropriated, which the City Manager indicated would have to either
be used from current fund balances or $50, 000.00 would have to be
taken from elsewhere in the budget. It was agreed to defer action
on this matter and the City Attorney agreed to see if he could get
an estimate of the cost from attorney John DeVault.
Dept. #515 - Planning & Zoning
Commissioner Fletcher felt it would help the audience better
understand the budget if each department head explained the
function of his/her department. Following an overview of the
department by George Worley, discussion ensued regarding the
budget, specifically the cost of Personnel Services. Finance
Director Wendland explained that in addition to salaries Personnel
Services included other related costs such as health insurance,
workers ' compensation and pension benefits. Following further
discussion a citizen requested that Personnel Services for each
department be broken out of the budget and provided to the audience
on a separate sheet so this subject could be discussed more fully,
possibly at a separate meeting scheduled for that purpose. It was
agreed Personnel Services would not be discussed further that
evening. The City manager agreed to place copies of the budget in
the Police station and the Beaches Library in order to make it
available to citizens outside business hours. Following further
discussion, no changes were recommended.
