04-01-93 v MINUTES OF THE MEETING OF THE COMMITTEE OF THE WHOLE OF ATLANTIC BEACH CITY COMMISSION HELD IN CITY HALL, 800 SEMINOLE ROAD, ATLANTIC BEACH AT 6: 15 PM ON THURSDAY, APRIL 1, 1993. PRESENT: William I . Gulliford, Jr. , Mayor Glenn A. Edwards, Commissioner Lyman T. Fletcher, Commissioner Adelaide R. Tucker, Commissioner J. Dezmond Waters, III, Commissioner AND: Kim D. Leinbach, City Manager Maureen King, City Clerk Bob Kosoy, Public Works Director Tim Townsend, Chief Plant Operator Alan Potter, Water & Sewer Committee Member Ray Salman, Water & Sewer Committee Member ABSENT: Alan C. Jensen, City Attorney The meeting was held for the purpose of ranking in order of preference engineering firms which had made presentations to the City Commission on Monday, March 29, 1993, for engineering services in connection with the proposed expansion of Atlantic Beach wastewater treatment plant. Mayor Gulliford called the meeting to order and requested any pertinent input from staff, committee members or City Commissioners. The City Manager confirmed that he had distributed resumes from Camp, Dresser & McKee, which had not been provided with their proposal. He also provided a comparative analysis of fee schedules of the four firms. With reference to the information distributed, Bob Kosoy pointed out that Briley Wild & Associates would not charge mileage from Ormond Beach. He also pointed out Pitman, & Associates ' rates for Computer Aided Design Drafting (CADD) time were higher than those of the other firms; however, he felt the rate was not out of line considering the high quality of their product. Alan Potter and Bob Kosoy gave brief overview of their assessments of the firms. They were in agreement that Flood Engineers had an excellent record but some concern was expressed that Mr. Flood did not attend the meeting on March 29 . Also it appeared Flood had lost many of the principals who had established and built up their firm. Mr. Potter and Mr. Kosoy were both impressed by the staff and presentations of Pitman, Hartenstein & Associates. Page Two Minutes of Meeting of Committee of the Whole April 1, 1993 Following further discussion, the Mayor requested the City Commission to rank the firms in order of preference with 1 being the best. Following tabulation of the ballots, copies of which are attached hereto and made a part hereof, the firms were ranked as follows: First, Pitman, Hartenstein & Associates; second, Flood Engineers, Inc. ; third, Waitz & Moye, Inc. ; and fourth, Camp, Dresser & McKee. Commissioner Fletcher moved to forward the report of the ranking as presented by the City Clerk and recommend to the City Commission that staff be directed to initiate negotiations with Pitman, Hartenstein & Associates to secure a satisfactory contract under the Competitive Negotiations Act. The motion was seconded by Commissioner Tucker and was unanimously approved. In other business, Bob Kosoy provided each commissioner with a copy of a letter and status report on the water plant improvements which had been mailed to the Department of Environmental Regulation, in which he requested the Consent Order be terminated upon completion of the scheduled HRS inspection. Mr. Kosoy provided supporting documentation regarding the Consent Order items which has been completed and invited the City Commission to tour the plant. Commissioner Fletcher urged the City Commission to avail themselves of this opportunity to visit the plant. It was agreed this could be scheduled to coincide with the dedication of the plant.
