03-03-93 v MINUTES OF THE JOINT WORKSHOP MEETING OF ATLANTIC BEACH CITY COMMISSION AND PARKS AND RECREATION BOARD HELD IN CITY HALL, 800 SEMINOLE ROAD, AT 7:30 PM ON WEDNESDAY, MARCH 3, 1993 Present, representing the City Commission, were: Mayor William I . Gulliford, Jr. Commissioner Glenn A. Edwards Commissioner Lyman T. Fletcher Commissioner Adelaide R. Tucker, and Commissioner J. Dezmond Waters, III Also: City Manager Kim D. Leinbach City Clerk Maureen King Parks & Recreation Director Rose Blanchard Public Works Director Bob Kosoy Present, representing the Parks & Recreation Board, were: Chairman, Donald Fagan Henry Batts Richard Riley Also: Architect Gerard Vermey of Actech Architects The meeting, which was held to discuss plans for the design and future construction of a multi-purpose sports building in Jack Russell Park, was called to order by Mayor Gulliford. Bob Kosoy reported the area was serviced by water and sewer lines but he recommended upgrading the water line from 2" to 6" . Mr. Vermey then displayed preliminary drawings of the proposed building and outlined what he felt his charge had been, as follows: 1 . Rehabilitate existing building and make it more architecturally compatible with the other municipal buildings 2 . Remove the trailer now being used by the YMCA 3. Remove baseball storage building/bin 4. Provide new toilet facilities 5. Provide press box 6. Provide storage for Parks and Recreation Department equipment Rusty Bennett, President of Atlantic Beach Athletic Association, said he had inspected the existing building and found several cracks which may need attention. Mr. Vermey indicated some blocks would be removed, the walls would be built up to nine feet, and strengthened to meet the Southern Building Code. Mr. Vermey indicated some discussion had taken place at a previous meeting regarding rehabilitating or replacing the bleachers and he felt it would be sufficient to replace some boards and broken blocks at this time. Page Two Minutes of Workshop Meeting March 3, 1993 Discussion ensued regarding the cost of the building and Mr. Vermey indicated, as presently designed, if the entire building was air conditioned and heated, the cost would be approximately $55.00 per square foot. Along with the proposed new storage building, the total cost would be approximately $175, 000.00. Commissioner Fletcher inquired into the need for the press box and expressed concern about how a building the size of the one proposed would fit into the park. Mayor Gulliford felt it was better to plan for future needs in the design stage rather than build a building which might be adequate today, but which would require additions in the future. Mr. Vermey explained, with the exception of the press box, the building would be one story, but he felt the addition of the press box would make the building more aesthetically pleasing. A local resident expressed concern about the noise from the speakers and it was agreed the speakers would need to be located and directed in such a way as to direct the sound to the bleachers, and it was felt that the volume should not be such that it would be a nuisance to neighboring residents. Bob Martin explained those YMCA programs which were currently being offered in Atlantic Beach. He said participation had increased and he indicated the YMCA had spent about $25, 000. 00 over the last five years sponsoring Atlantic Beach children who would not otherwise have been able to attend summer camp. It was felt a storage area along one wall of the play area may be helpful for storage of YMCA equipment, so that the play room and office space could be used by other parties when not being used by the YMCA. A lengthy discussion ensued regarding the size of the various rooms, safety in the restroom areas, storage needs, space and electrical wiring needs in the concession area, etc. Various options regarding location or relocation of some meeting rooms to make them more functional, was discussed. Following further discussion it was agreed to have a glass door on the inside of the building, and a half glass door on the outside of the building leading to the restrooms. Mr. Martin suggested carpeting the play area; he said this worked very well in the current YMCA trailer. Mr. Vermey suggested using quarry tile in the concession area. Following a complete discussion of the matter, Mr. Vermey agreed to consider the input received that evening and revise the plans accordingly. He said he would check with the Fire Marshall regarding the doors, with Mr. Bennett regarding the specific equipment which would be required for the concession area, with Mr. Page Three Minutes of Workshop Meeting March 3, 1993 Martin regarding YMCA needs and with Ms. Blanchard regarding Parks & Recreation needs, and incorporate their suggestions into the final design. Following further discussion, Commissioner Tucker moved to recommend that the City Commission direct Mr. Vermey to finalize the plans for approval of the City Commission and prepare bid specifications and bid the project out as quickly as possible. The question was called and the motion was unanimously approved. In other business, Commissioner Edwards reported the Royal Palms area had experienced gas outages in November, December and January. He said Vision Energy had large gas tanks at the end of each street and he felt the outages were inexcusable. Mayor Gulliford requested a representative from Vision Energy be invited to attend the next meeting of the City Commission, on March 8, 1993, to explain their position.
