MINUTES OF THE SPECIAL CALLED ED MEETING OF MANTIC BEACH CITY COMMISSION

1992
The meeting was called to order by Mayor Gulliford. Present, in
addition to the Mayor were Commissioners Edwards, Fletcher (entered the
meeting at 6:30 PM) and Waters. Also present were City Manager
Leinbach, City Attorney Jensen, Finance Director Wendland, and City
Clerk King. Commissioner Tucker was out of town and was excused.
1. Introduction and first reading of Ordinance No. 28-92-3
Mayor Gulliford presented in full, in writing, Ordinance No. 28-92-3:
AN ORDINANCE REPEALING ORDINANCE NO. 28--91-2, RELATING TO APPOINTING A
CITY COMMISSIONER TO THE POSITION OF CITY ATTORNEY, AND PROVIDING AN
EFFECTIVE DATE.
Commissioner Waters moved for approval of Ordinance No. 28-92-3. The
motion was seconded by Carmissioner Edwards and was unanimously
approved. The public hearing was scheduled for August 24, 1992.
2. Introduction and first reading of Ordinance No. 28-92-4
Mayor Gulliford presented in full, in writing, Ordinance No. 28-92-4:
AN ORDINANCE AMENDING ORDINANCE NO. 28-91-1, RELATING TO LIMITING THE
TERMS OF MAYOR-COMMISSIONER AND CITY COMMISSIONERS, AND PROVIDING AN
EFFECTIVE DATE.
Commissioner Waters moved for approval of Ordinance No. 28-92-4. The
motion was seconded by Commissioner Edwards and was unanimously
approved. The public hearing was scheduled for August 24, 1992.
3. Continued discussion of the proposed operating budget for FY
1992/93
Capital Projects: The revenues and expenditures were reviewed and
discussion ensued regarding $60;000 which had been budgeted under
Rentals and Leases, and it was determined this was for the rental of a
modular building to be used as a coiiuuunity center in Donner Park.
Commissioner Fletcher entered and City Attorney Jensen left the meeting
at this time.
Sanitation: There was a general discussion of the revenues and
expenditures and the Finance Director explained the interfund transfers.
Discussion ensued regarding the increased figure which had been budgeted
for overtime and the Public Works Director said this had been due to the
new sanitation collection schedules; however, he felt this would level
off. Commissioner Fletcher suggested checking into the cost of
temporary staffing but Commissioner Waters felt the city employees
needed the extra income that overtime provided. Commissioner Fletcher
felt additional information was necessary on the operating supplies
budget (5200) and Mr. Kosoy agreed to provide details.

Discussion ensued regarding the wash rack for trucks (6300) and Mayor
Gulliford felt the figure which had been budgeted was excessive. Mr.
Kosoy is to check into how this figure could be reduced, possibly by
building a rack which would accommodate only one vehicle at this time,
and extending it at a later time. Mr. Kosoy felt, however, that a large
part of the cost involved was for the drainage to the sewer plant.
In discussion regarding equipment (6400) Mr. Kosoy explained the
necessity and function of each piece of equipment budgeted. Discussion
ensued regarding the cost of transporting yard trash to Bayard and it
was generally agreed some method of recycling yard waste locally should
be found in order to reduce transportation costs. The Mayor felt
$20,000 was high to convert a garbage truck to a trash truck and
requested that Mr. Kosoy check to see when the trash truck and boom were
purchased.
Stonmwater
Discussion ensued regarding charging a flat fee for stormwater
management vis a vis charging according to individual amounts
of impervious surfaces. Mayor Gulliford explained the city had to meet
the schedule set out by the Environmental Protection Agency. The cost
of filing the NPDES application was discussed and Commissioner Waters
said he would like to see some amount of drainage maintenance undertaken
this year with the funds already collected. He said it was important
that the citizens sec some drainage improvements taking place in return
for the fees they have been paying.
It was noted that funds had been requested to purchase a telescoping
boom excavator and dump truck which would be used for ditch cleaning.
Mayor Gulliford noted that ditch maintenance work would be required in
Section H in order to protect the investment which had already been made
in paving. Commissioner Fletcher moved to make a commitment, based on
the current low interest rates, to borrow the necessary funds to
purchase both the Gtada11 and dump truck and request the City Manager to
died( into the interest rates and report back with a plan on haw this
purchase could be ilemented. The motion was seconded by Commissioner
Waters and was unanimously approved. Commissioner Fletcher requested
the City Manager also check into borrowing funds to finance the purchase
of the equipment which had been discussed at earlier workshops.
Police Trust
Captain Campbell explained these funds were generated through contraband
forfeitures, etc. , and their use was restricted to drug enforcement
related activities. He indicated that in future grant funds would not
be sent to Jacksonville for distribution but would be sent directly to
Atlantic Beach.

Mayor declared the meeting adjourned at 9:20 PM.
