Discussion and related action regarding the collapsed outfall at Sherman Point (Public Works Director Robert Kosoy) Any other business Adjournment MINUTES OF THE SPECIAL CALLED MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD IN CITY HALL AT 6:15 PM ON JULY 25, 1991 The meeting was called to order at 6:15 PM by Mayor Gulliford. Present, in addition to the Mayor, were Commissioners Cook, Edwards, Tucker and Weldon. Also present were City Manager Leinbach, City Attorney Jensen, and City Clerk King. The meeting was held for the purpose of selecting a contractor to undertake emergency repairs to the collapsed outfall line at Sherman Point. After opening the meeting, Mayor Gulliford reported on the meeting of the Intergovernmental Council which he had attended the previous day in Jacksonville City Hall. He said the City of Jacksonville would not be able to work on the figures which will be required because of the work load in connection with the budget but they hoped by November or December to have a schedule indicating revenues and expenditures. He said three members of the Atlantic Beach committee had attended the meeting and that committee was aggressively collecting as much information as possible. 1. Discussion and related action regarding the collapsed outfall line at Sherman Point Public Services Director Bob Kosoy reported he had received three price quotes for the repair of the outfall line ranging from $68,643.00 to $265,000.00. He said the quotes were based on plans prepared by Nadeem Zebouni in February 1990 and, therefore, did not reflect the current conditions. Revised plans had now been received from Mr. Zebouni. Mr. Kosoy said he felt the existing pilings should be tested and certified to be 12-ton pile and this would be billed separately. Depending on the results of testing, a price would then be negotiated for repair or replacement of the pilings. Mr. Kosoy said he had spoken with the other beach cities and they had authorized him to proceed with repairs under the terms of the Interlocal Agreement Creating the Duval Beaches Regional Sewer Utility. Mr. Kosoy recommended the city accept the proposal of T.W. Blount Jr. & Son for this project. Commissioner Tucker moved to authorize the City Manager to proceed to negotiate a contract with T.W. Blount Jr. and Son Contracting Company, subject to satisfactory check of references and any other professional requirements the city would set forth. The motion was seconded by Commissioner Cook. Commissioner Edwards inquired what materials would be used and Mr. Kosoy explained the repairs would be in accordance with the revised plans prepared by Nadeem Zebouni, P.E. Mr. Kosoy explained the testing of the pilings had not been included in A^ � Page Two Minutes of Special Called Meeting July 25, 1991 the proposal but that Mr. Blount had verbally indicated the price would be approximately $500.00 per pile. Mr. Kosoy felt that probably the last six pilings and approximately 20% of the remainder should be tested. Mayor Gulliford suggested it may be possible to get a better price. Commissioner Tucker inquired about the alternate quote and Mr. Kosoy said this was a poor option and would not be considered. The question was called and the motion carried unanimously. Any other business: Commissioner Cook inquired into why the wiers in the Fleet Landing area had been removed. Discussion ensued and the City Manager explained he was already looking into the matter and would report back to the City Commission. The Mayor offered to visit the Haskell Company in this regard as soon as all the information had been obtained. Mayor Gulliford referred to the recommendations regarding the Section H assessments which had been brought before the City Commission for action at the last regular meeting. He felt some more definitive action was needed in the matter and asked that these recommendations be placed on the agenda for the next meeting. Commissioner Tucker requested that each recommendation be considered individually.
