The meeting was called to order by Mayor Howell. The invocation, offered
by Commissioner Minton, was followed by the pledge to the flag.

New Business
t. Jeanette Hazouri re request for water hook-up at 56 17th St,
Mr. Davis read a letter from Jeanette Hazouri, 56 - 17th Street requesting
water hook-up to the City of Atlantic Beach water system. Mayor Howell
asked Mrs. Hazouri if she was aware that the City provides that the owner
will pay all the expenses of the hook-up, regardless of the cost; the linEs
installed must meet city requirements, and will be turned over to the city
when completed. No reimbursement to the owner will ever be made by the
city. Mrs. Hazouri stated that she fully understood,

A. Public Hearing - PUD Application - Mr. Jim Cowart Blks 101 & 102,Sec.H
Mr. Davis furnished each Commissioner a set of plans and introduced Mr.
Lucas, Mr. Cowart's partner, to answer any questions from the floor,
Commissioner Van Ness advised that the Advisory Planning Board had met
several weeks ago and had approved Mr. Cowart's proposal.Mr. Davis added
that the proposal was for a 24 unit complex to be constructed on a 320' x
204' plot of land (blocks 101 and 102) located on Main Street. The zonins
fi RAC, but regardless of the zoning, all proposals over three units must
be submitted under Planned Unit Development. The density is well below ,

that encompassed by the zoning of the City of Atlantic Beach, Mayor
Howell opened the floor for a public hearing, Mr, Beasley, owner of
property across the street, asked if the project would be low rent
housing, and Mr. Lucas answered no, They will all be two-bedroom wit1
estimated rentals of $250 to ;95 depending on construction costs, As
no one else spoke for or against, the Mayor declared the public hear-
ing closed.

B. Public Hearing - PUD Application-Mr.George Bull-Selva Marina Garder
Mayor Howell announced, for the benefit of the audience, that the
public hearing had nothing to do with any commercial zoning, and no
discussion would be held on any commercial zoning. He then turned the
floor over to Mr. Geore Bull, Sr, to conduct the public hearing. Mr,
Bull announced that his proposal was for a subdivision in which you
can build zero lot line housing, commonly known as patio houses, They
are slightly higher in density, a typical lot will be 50' x 100' . The
prices are well sustained, and the community atmosphere will be well
preserved. Mr. Bull added that the proposed subdivision would be
served by the city's water and sewer systems and would not require
a lift station. The Mayor announced that the public hearing was now
open and ask for any questions from the floor. Mr. Floyd Yeager,
1663 Sea Oats Drive asked Mr. Bull how many lots and how many homes
would be built. Mr. Bull answered there were 28 lots and there would
be 28 single family homes. He added that should the patio homes not
work well, they could be converted into 14 single family homes on
100' x 100' lots. A lengthy discussion followed with Mr. Yeager,
Mr. Bill Dawson and Mr. Jim Pearson, both of Oak Circle voicing their
disapproval of the number of units and zero lot line because of the
density. Mr. Bull stated that Seminole Road is an arterial road with
a 100' right-of-way and plenty of room to be widened. Mr. Eberling
approved of the subdivision saying it would give the flexibility and
creativity that Atlantic Beach needs and would allow the young execu-
tives to live in nice homes. Mr. Bull added that he had no intentionE
to denude the land, and even with a little higher density, he felt the
city would be proud of the patio homes. As no one else spoke for or
against, the Mayor declared the public hearing closed.

The motion was opened for discussion. Commissioner Mhoon commented
that eventually he knew that people would have to live that close to-
gether, but he visualized going down the street and seeing nothing but
garbage cans and drive-ways, with children on bicycles running into
each other on the street, and he could not vote for patio homes in thaf
area. Commissioner Jensen stated that he had been contacted by several

residents in the area, and they all are opposed to the zero lot lines.
Commissioner Jensen felt that the Commission should take into account
the requirements of the City of newly platted lots having a 75' front-
age minimum. He added that Mr. Bull's plan left too much flexibility
or too much discretion as to what may happen in the future. If the
patio homes do not sell, then single family homes will be built on
two lots which would create a myriad of dwellings. Commissioner Jensen
felt the plan would destroy the character of Selva Marina and would
have to vote no. Mayor Howell commented that he was concerned over
the lot sizes, some of which are not even 50' , as Commissioner Jensen
had pointed out, and added that he had not seen any of the patio homes
in sawgrass or Deerwood. Mr. Bull stated that the plans that were
submitted to the Advisory Planning Board had been slightly altered as
they had to adjust the property to fit the contour of the land as the)
actually found it, and had to change the alignment of the street. The
first was done from topographic survey. Mr. Bull added that Dr. Mhoor
had come up with a very valid situation in commenting on seeing nothing
but garbage cans. Mr. Bull said that in southern cities the problem
has been solved and the City of Atlantic Beach is going to have to
address the garbage can situation for the entire city. He added that
thjs was the only area that patio homes could be constructed without
denuding the land. The chair suggested that the matter be continued
until the next meeting.

RESOLUTION NO. 81-1
MEMORIAL AND RESOLUTION
MARION FRAZIER MARVIN, who served at various times on the Atlantic Beach
City Commission, passed away on December 19, 1980. Mr. Marvin was a native
of Rhode Island and has been an area resident for some 60 years.
During the time he resided in the City of Atlantic Beach, Florida, Mr.
Marvin was appointed to fill an unexpired term on the Atlantic Beach City
Commission, being appointed on April 14, 1953, and serving through October 1954.
In the latter days of 1957, he ran for election as a City Commissioner, was
elected and served from December 3, 1957, through November 10, 1958. His last
public service on the City Commission was to fill yet another unexpired term, he
being appointed July 1, 1971, and serving through October 5, 1971.
During his time as both a resident and official of the City of Atlantic Beach,
Florida, Mr. Marvin always gave most generously of his time and energy for the
benefit of the citbens of the City of Atlantic Beach, Florida, and the Mayor,
Commissioners, and officers of the City acknowledge that they have lost one of
their more valued and respected citizens.
Mr. Marvin is survived by his widow, Mable P. Marvin, three sons, Marion F.
Marvin, Jr. , Michael F. Marvin, Malcolm F. Marvin, and one daughter, Marcia F.
Marvin.
WHEREFORE, in consideration of the foregoing, be it resolved by the City
Commission and officers of the City of Atlantic Beach, that we each hereby
express our profound and sincere appreciation for the life and services of
Marion F. Marvin, and that we hereby express to his family our most sincere
symphathies.
BE IT FURTHER RESOLVED, that a true copy of this Resolution be made a part
of the permanent records of the City of Atlantic Beach, Florida, and that the
original, duly inscribed by the Mayor, the Commissioners, and the officers of
the City of Atlantic Beach, Florida, be forwarded to his widow, Mable P. Marvin.
