Approval of the Minutes of March 9, 1981 Jensen x Motion: The minutes of the regular Commission meeting of March 9, 1981Mbon Minton x x be approved as submitted. Van Ness x x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Howell x Recognition of Visitors The Chair recognized the owner of two rental houses on Sailfish Drive, adjacent to the M & L Shopping Center. He complained of the trash and litter thrown on his property at 915 and 935 Sailfish Drive by visitors at the bars located at the M & L Shopping Center. This occurr; between 10:00 p.m. and 2 a.m. Mayor Howell suggested that Mr. Davis and the Chief of Police meet with the owners of the M & L Shopping Center and attempt to resolve the matter . Mrs. Hayes, manager of the Royal Palm Apartments, 275 Sailfish Drive, complained of boxes of fish left in back of the fish market at Sail- fish Plaza causing fish to be scattered all through the apartments and streets. Mr. Davis stated he would handle the problem. Mrs. Ruth Gregg, 905 Sailfish, asked whose responsibility it was to clean out the alley next to her as it is filled with bottles, etc. and a rat nest. The Mayor advised that this is the owner's responsibility and the City Manager would contact the owner. Mrs. Koenig asked if the back gate at Seminole Rd. might be opened for the Mayport traffic in case of another fire. Mayor Howell answered no, the road in back of the gate had been demolished. Correspondence Mr. Davis acknowledged receipt of a request from the Beaches Chamber of Commerce for participation in The Beaches Festival Parade to be held on April 26, 1981 at 2:30 p.m. The cost of the floats professionally designed will be $500. Mrs. Nancy Minton suggested that a group of citizens make a float, and the Mayor responded that he would be happy to enter such a float. There were no volunteers. Minton x Van Ness x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Howell x City Manager's Report The City Manager advised that he, Mayor Howell, the City Engineer,& the Director of Public Works met on Wednesday for a pre-construction conference with Cox Cable Television at City Hall. Cox's sub- contractor should commence the laying of cable in the City of Atlantic Beach about March 23. Mr. Davis requested permission to pay an invoice from the City of Jacksonville Beach in the amount of $1,007.26 for the City's share of the Duval Beaches 201 Facilities Plan. Minton x Van Ness x x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Howell x Mr. Davis concluded his report with the statement based on a sched- ule developed between Bessent, Hammack & Ruckman and himself, a Public Hearing has been advertised in the Florida Times-Union to be held on April 2 and April 9 commencing at 7:00 p.m. at the Community Baptist Church, 84 Lewis Street, Atlantic Beach. The hearings are for the purpose of receiving citizen participation in the Community Development Block Grant application program. Unfinished Business A. George Bull re Selva Marina Garden Mr. Davis outlined that at the last meeting the decision was made that the Selva Marina Garden matter would be settled between Mr. Davis and the two engineers. He stated that each Commissioner had received copies of all correspondence on the subject, and he, in addition had met with both engineers, but he still does not have an agreement between the two engineers on the complete drainage system for Selva Marina Garden. Mayor Howell asked Mr. Parks, City Engineer, what was still unresolved, and Mr. Parks replied that approximately three items have still not been agreed upon. They are: the proposed use of valley gutters; direction of rotation of the gate valves of the fire hydrant, and that a representative of the City be present when the existing water main is tapped and when a new line is tested. M S Y N Unfinished business - continued- George Bull was made to call for a Special Call Meeting to be held on Wednesday March 25, 1981 at 7:30 p.m. to discuss only Selva Marina Garden, Miscellaneous Business Mayor Howell announced that he had received late this afternoon a copy of a Resolution passed by the City of Jacksonville to the. Duval Delegation proposing legislation to add a new section to allow the Duval County Beaches Public Hospital Board, subject to prior approval of the City of Jacksonville, to sell, lease or trans er all of its assets and liabilities to a not-for-profit corporation on certain terms and conditions and, if such transfer occurs by sal of all assets and liabilities, repealing said Chapter 25807, Laws of Florida, as revised and amended. Mayor Howell urged all of the Commissioners to contact the Duval Delegation to discuss the matter The Commission will be furnished copies of the proposed Resolution and the subject will be brought up at a later date. * * * * * * * * * * * * * * * * * * * Commissioner Van Ness requested that Mr. Davis call the City of Jacksonville and report the street light is out at the corner of Ocean Blvd. and Seminole Road. * * * * * * * * * * * * * * * * * * * Commissioner Van Ness asked for a report on the 201 meeting and Mayor Howell answered that apparently the Environmental Protection Agency is throwing out the regional treatment plant proposal. They now apparently want each Beach to retain their own plants, The Cit of Atlantic Beach would probably double the size of our plant to take care of our future growth. It is still uncertain if the city will have to run a line to the St. Johns River. * * * * * * * * * * * * * * * * * * * Mayor Howell announced that on April 5-h at 2:00 p.m. the Beaches Historical Society will be holding a dedication down at the Pablo Historical Park which is on Beach Blvd, to the west of 3rd Street and all interested persons are invited to attend. FLORIDA 32233 March 23, 1981 CITY MANAGER'S REPORT On Wednesday morning, Mayor Howell, the City Engineer, the Director of Public Works, and myself attended a pre-construction conference with Cox Cable Television at City Hall. We covered all the details required from the standpoint of Cox's subcontractor commencing the laying of cable in the City of Atlantic Beach commencing about March 23. Present also were representatives of JEA, the telephone company, and Mid-Florida Gas Company. I am in receipt of a bill from the City of Jacksonville Beach in the amount of $1,007.26 for the City's share of the Duval Beaches 201 Facilities Plan. As you know, these costs are invoiced out on a formula basis of 43.1% to Jacksonville Beach, 14.6% to Neptune Beach, 17.2% to the City of Jacksonville, and 25.1% to the City of Atlantic Beach. I respectfully request permission to pay this invoice. Based on a schedule developed between Bessent, Hammack & Ruckman and myself, I have caused a Public Notice to be inserted in the Florida Times-Union calling for a Public Hearing on April 2 and April 9 commencing at 7:00 PM at the Community Baptist Church, 84 Lewis Street, Atlantic Beach, which is within the target area.
