A. Resolution 81-18- Recognition of Services of Commissioner Mhoon
Mayor Persons presented and read in full Resolution No. 81-18, a
Resolution commending Commissioner Mhoon for outstanding service to
the community during his term of office.

Mayor Persons read and presented to Commissioner Minton a plaque of

D. Resolution No. 81-21 - Recognition of Services of Mayor Howell
Mayor Persons read and presented to Mayor Howell a plaque of
Resolution No. 81-21 and his gavel. The Resolution commended him
for outstanding service to the community during his term as Commis-
sioner from 1956 through 1957; Mayor-Commissioner from 1957 through
1961 and Mayor-Commissioner from 1965 through 1981. Commissioner

Mr. Paul Steckla, 1570 Park Terrace West, was recognized by the
Chair. Mr. Steckla injected the somber proceedings with a little
bit of levity. Accordingly, he presented a plaque to the new
Mayor-Commissioner for his presentation to the outgoing and nonpare'
Mayor-Commissioner, William S. Howell. Mayor Persons did the honors
and read the plaque which said "From the Citizens of Atlantic Beach-
A Lifetime Pass to City Hall - Presented to William S. Howell - the
Best Mayor Money Can Buy - November 3, 1981".

Commissioner Van Ness stated that she was delighted to be able to
work with the new Commission and thought they will all work well
together. Mayor Persons agreed.
Commissioner Jensen echoed the thoughts of Commissioner Van Ness
and added that he is looking forward to the next few years.
Commissioner Gulliford commented that as a neophyte he would like to
thank those Commissioners that are leaving for the condition that
they left the City and the opportunity that they have given the new
Commission to maintain the quality of life that we all experience
here and added that he was looking forward to the next four years
working with all of the Commission. He expressed special thanks to
• "Billy Howell".
Commissioner Johansen stated that he had served before with Mr. Howe 1
and Mr. Minton and was very pleased to be back on board to serve
another two years with the new Commission.
Mayor Persons also expressed his appreciation to the outgoing Commis -ion
and the outgoing Mayor, Mr. Howell, for the outstanding shape the
City is in. When the new Commission takes over it will make their
• job a great deal easier, and he expressed the opinion that the
citizens owe them a debt of gratitude.

A. Acceptance of Water Distribution Extension System-19th St. from
Seminole Road to Beach Avenue - Morgan-Goodloe Associates
Mayor This request was approved some time ago. I think you have all
Howell: been furnished copies of approvals from the City of Jacksonville
as to its proper installation, from the city Engineer that it
was properly installed, and we need a motion that the city
accept it, take charge of it, and maintenance of it.

additions to two existing apartments at 193 Beach Avenue
Mayor There seems to be a situation here where they have gone through
Howell: a Planned Unit Development where the Planning Board has turned
in a recommendation to the city that it not be approved, but
yet there are some changes to be made in the plans. The Chair
recommends that the City Commission move to pass this on to a
• Public Hearing because of the change of plans.

Commissioner: Mr. Mayor, I would suggest that we act upon this as it
Van Ness was presented to us in the first place, and if Mrs.
Then wants to present anything other than what she
presented the first time,that she start all over again,
with the application, the plans, the drawings, every-
thing. I understand that she also intends to put in
an elevator. That is totally something new that the
Planning Board has never looked at before, and I think
it should go back through the entire process.
Mayor Howell: You may so move.
Commissioner I so move. I move, in the first place, that we act on Van Ness x
Van Ness the action of the Planning Board of June 17, 1981 and Olsen x
that we suggest to Mrs. Then that if she wants to do
this, she start all over.
Mayor Howell: There is a motion made and seconded. Is there any
discussion?
Commissioner: As I understand it then, the plans or request as
Jensen originally presented has gone through the Board and
the Public Hearing and am I correct that it was with-
drawn by the Thens?
Commissioner
Van Ness Yes.
Mayor Howell: No Sir, it was not withdrawn by the Thens. They asked
that it be, that the consideration be withdrawn that
particular night because Mrs. Then was out of town.
Commissioner: So this was put back on the agenda for that purpose.
Jensen
Mayor Howell: That is correct. In the interim, Mrs. Then has changed
• her plans in regards to a balcony that seemed to be one
of the big hang ups of the Planning Board.
Commissioner: If it goes back to a Public Hearing, the new Commission
Minton can send it back too.
Mayor Howell: They can do whatever they want to, Mr. Minton.
Commissioner: The Planning Board objected not only to the balcony
• Van Ness and the posts, but also to the addition of any rooms.
This is what the vote tonight will be taken on. This
is what the Planning Board had not recommended approva
for. That was the plans as we saw them at that time.

Mayor Howell: Well, as I understand it at the moment, the City
Commission has before it a motion that has been made
and seconded that the recommendation of the Planning
Board be upheld and that her application for adding
the additional rooms be denied. Is that your motion?
Commissioner: Yes, and the balconies and the posts.
Van Ness
Mayor Howell: That is your second?
Commissioner
Olsen : Yes, Sir.
Mayor Howell: Any further discussion on the motion? All those in Jensen x
favor of the motion? The vote was four ayes and one no. Minton x
The ayes have it. Mrs. Then, you will have to resubmi Olsen x

Comments - Commissioners and Mayor-Commissioner
Commissioner
Olsen: Thanks for me and my family for the many years of
service that you, Mayor Howell, have put into this
city, and if you run for another office somewhere
along the line, provided that you don't oppose John
Lanahan, I will support you.
Mayor Howell: I can assure you that I would never oppose my good
friend, John Lanahan, on any circumstances. Thank you
for your comments George.
Commissioner
Minton: For the past twelve years I have enjoyed serving the
people of Atlantic Beach. I have been proud to serve
with Billy Howell. I went in with Billy Howell. I
• will go out with Billy Howell, and I am proud of the
fact that this is a two-way street--that I went in and
I am going out with a man that I respect very much
and I am certain that when he seeks higher office he
will have the total support of all the beaches if the
reapportionment works out.
Commissioner
Van Ness: It has been a pleasure working with everybody on the
Commission. We will miss the ones of you who are not
going to stay. It has been a good four years and I
have gotten a lot of experience from you and I appreci :te
it. Thank you very much.

Commissioner Likewise. I would like to thank everyone that I have
Jensen: been on the Commission with. I feel that I have learn-
ed a lot and - - Good Luck to whatever all of you do
in the future.
Mayor Howell: Thank you very much, Al. I have only a few words that
I want to say to the new people coming on the City
Commission. I would like to tell you what a great
City you are coming into and what a great honor you
have been presented with by the people of the City
allowing you to serve them.
One of the things that I think I am more proud of than
perhaps anything else has been in the choosing of a
very, very fine City Manager. I trust that all of you
will work with him. Allow him to make the decisions
that you have hired him to make and I am certain that
any remaining problems in the City, that he can solve,
if you will work with him.
I cannot thank enough our very fine City Clerk, who I
think is one of the finest in the State, Mrs. Tucker,
for her years of service that I have been pleased and
honored to serve with her - she is very dedicated -
she is very knowledgeable - and if those Commissioners
coming in will listen to her sage advice they will be
far better off.
Aside from that, all good things must come to an end,
and certainly one of the best things that has ever
happened to me in my life has been the honor and privi-
lege of serving this City for over twenty-one years.
