The invocation, offered by Commissioner Van Ness, was followed by the pledge to the flag. Approval of the Minutes of February 11, 1980 Jensen x Motion: The Minutes of the Regular Commission Meeting of February Mhoon x x 11,1980 be approved as submitted. Van Ness x x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Howell x Recognition of Visitors Mayor Howell recognized Mr. George M. Kaser, Beaches Used Furniture, 1509 Mayport Road, who asked the Commission to give consideration to his application to add a 20 x 40 storage room to the rear of the exist- ing building. Mr. Davis explained that he was out of town last Friday and unable to review the plans when the agenda was prepared. He asked the Commission to waive the rules and consider the matter. Mr. Davis added that the plans are in keeping with the building code of the City of Atlantic Beach, and is in conformity with the zoning code. Motion: Waive the rules and approve the plans submitted by Mr. Jensen x George M. Kaser, 1509 Mayport Rd. to add a 20 x 40 storage Mhoon x x room to the existing building subject to conformity with Van Ness K x all building codes. Howell x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * City Manager's Report Mr. Davis verbally presented his report. Copy of which, is attached hereto and made a part hereof. Mr. Davis advised that he had set a meet- ing for 7:30 P.M. Tuesday, February 26, 1980 for the purpose of having a current land developer in the Seaspray Subdivision discuss his build- ing plans with the present residents of that subdivision. New Business A. M S Y N New Business - continued - Jim Pastore After being recognized by the Chair, Mr. Jim Pastore announced that he was representing Johann Enterprises, Inc. for application of a Planned Unit Development project on lots 6 and 7, Block 34. The property is located on Ocean Blvd. between Ahern and 1st Sts. Mr. Pastore stated they plan to renovate the existing duplex and add four (4) additional units to the left giving a total of six (6) . Mayor Howell commented that the proposed construction showed set- back of 5' on the side line; 8' of rear line, and in the front 17' . The Mayor asked Mr. Pastore if he was aware that the proposed four units located on the lot violates every side, front, and rear line restriction. Mr. Pastore replied that they had applied under PUD for that reason. Discussion followed. Ordinance No. 95-80-19-Third & Final Reading-Public Hearing AN ORDINANCE ADDING TO CHAPTER 14 OF THE CODE OF ORDINANCES OF THE CITY OF ATLANTIC BEACH, FLORIDA, PROHIBITING THE SELLING, DISPLAY- ING, FURNISHING, SUPPLYING, OR GIVING AWAY OF CERTAIN PARAPHERNALIA DESIGNED TO FACILITATE THE UNLAWFUL USE OR ADMINISTRATION OF CONTROLLED SUBSTANCES. Said Ordinance was presented in full, in writing, and read on third and final reading by Mayor Howell. Said Ordinance was posted in line with Charter requirements. Mayor Howell then opened the meeting for a Public Hearing. As no one spoke for or against, the Mayor closed the Public Hearing. Miscellaneous Business A. Appointment of Two City Commissioners to Serve on Pension Board Mayor Howell announced that the terms of Commissioners Jensen and Mhoon had expired and urged that they be re-appointed to the Pensi.n Board. Jensen x x Motion: Commissioners Jensen and Mhoon be re-appointed to the Mhoon x Pension Board. Van Ness x x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Howell x B. Plaque from British Navy Commissioner Van Ness presented a plaque to the City from the British Navy ship Olna for their appreciation for the reception given them on February 15, 1980 by the Navy League and the Beaches Cities. The Mayor accepted the plaque on behalf of the City. The Mayor reminded all that on Tuesday night, February 26, 1980 at the Neptune Beach City Hall, the CATV Board will receive the additional information from two of the bidders on the CATV franchi•e. FLORIDA 32233 February 22, 1980 CITY MANAGER'S REPORT The City has received a notice of ranking of applicants for 701 funds. According to the letter, Atlantic Beach was ranked No. 11 and it appears that between 15 and 20 municipalities will receive awards. We are eligible for a maximum of $12,790. Atlantic Beach has also been advised that it has survived a review of its Land Use and Housing Element and such plan has received State certification. It is felt that this certification has enabled us to receive the aforementioned grant. Please be advised that I have set a meeting for 7:30 PM, Tuesday, February 26, 1980 for the purpose of having a current land developer in the Seaspray Subdivision discuss his building plans with the present residents of that subdivision. One of our very capable employees, Mr. Bruce McKinstry, by virtue of his in-house training, and under the guidance of Lead Operator Clegg Rees, has received his Wastewater Treatment Plant Operator's "C" License. I call this to your attention because this on-the-job training program has worked well. All of our Operators are now certified.
