CITY MANAGER'S REPORT
Status report on radio tower behind M & L Shopping Center: I contacted
Mr. Vic Aderhold of Station WJNJ-FM pertaining to said tower. He furnished
this office with copies of his FCC License to relocate on the FM Band within
the City of Atlantic Beach. This station is a 100,000 watt Stereo FM band
presently operating off of a 700-foot tower located in the City of Jackson-
ville. The purpose of the tower erected in Atlantic Beach (inoperable at
the present time) is potentially generally for the purpose of communication
between the main station and the transmission site. I informed Mr. Aderhold
of the Ordinance Code of the City of Atlantic Beach and the need for him to
furnish engineered drawings of said twoer and a building permit covering
erection of the tower.
The school crossing lights on Seminole Road are now in operation with a
flashing blinker light atop each pole.

Correspondence
Mr. Davis read a letter from Mr. Bill Slade, 73 17th Street requestinc
approval of an application for water service only (no sewer) at said
residence. Mayor Howell asked if the house faced on Seminole Road and
Mr. Davis stated that the house fronted on 17th St. and the property
was east of Seminole Road. Mr. Davis added that Mr. Slade fully under-
stood that all costs of hooking up to the City's line would be at the
expense of the owner. •

Advisory Planning Board
A. D. H. Stewart - Cavalla Road - Meeting of April 7, 1980
Mr. Davis advised that the Advisory Planning Board had met on April 7,
1980 and unanimously approved a townhouse condominium project that is
a changeover of an apartment structure located on Cavalla Road. Mr. Davis
added that he had advised Mr. Stewart that a City easement exists for
water and/or sewer along the corner of one of the buildings.

City Manager's Report
Mr. Davis reported that the radio tower behind M & L Shopping Center
was erected by Station WJNJ-FM for the purpose of communication
between the main station and the transmission site. The tower is
inoperable at the present time. Copy of the City Manager' s report
is attached hereto and made a part hereof.
New Business
A. D. J. Chaney - Automobile Storage Building-South side of Church
Road between Mayport and George
The City Manager stated that he had examined the plans for an
automobile storage building submitted by Mr.D. J. Chaney and they
are in keeping with the building code of the City of Atlantic Beach,
and are in conformity with the zoning code. Mr. Davis advised the
Commission that the building will be primarily used for the storage
of antique automobiles.

B. Request for P.U.D.-Edward Booth - 399 Beach Avenue
Mr. Davis read a letter from Mr. Edward M. Booth requesting a zoning
change to Planned Unit Development for his property located at
399 Beach Avenue, adjacent to the Fourth Street access. The Chair
recognized Mr. Booth who requested approval to restore the property
to its original state, including restoration of the street access.
Mr. Booth also requested approval to add a garage addition to be
connected to the rear of the Oceanfront home and situated essentially
on the north side of the house and run north as close to the property
line as will be permitted. Commissioner Mhoon expressed the opinion
that the restoration would be an asset to the area and made the
following motion:

C. Status of Atlantic Beach water storage system and a proposal frcim
Etheridge Erection Company, Inc.
Mr. Davis presented a proposal and snapshots submitted by Etheridge
Erection Company, Inc. of the repairs needed to the City's elevated
water tank and tower. Mr. Etheridge's proposal was in the amount
of $6,750.00 with an alternate price for safety climb on exterior
ladder of $1,200.00. This price was offered due to the fact his
crew is now in the immediate area. Mr. Davis stated that some

areas could become critical and recommended that the structure be
brought back to standards, perhaps on an emergency basis. Mr. Park5
was asked for comments and he agreed that the structure was badly
deteriorated saying the main damage is above the tree line; the FAA
warning light has been inoperative for approximately one year;
the gauge board needs repairing; the catwalk is badly corroded, and
the bottom of the tank which joins to the riser pipe is badly ruste3.
At this time, the City Attorney, Mr. Ball, expressed the opinion
that the City would have to go to bid as the cost will exceed $1,00J.
and strongly advised against waiving the bid process. Mayor Howell
asked Mr. Parks if he felt that the circumstances were such that
it would be an advantage to the City for the Commission to preclude
the bidding process. Mr. Parks stated that he could not say that
the award of a contract could be warranted on an emergency basis
without calling for bids. After considerable discussion with comments
from the City Attorney, Mr. Parks,and Mr. Etheridge, the Commission
instructed the City Manager to proceed with the preparation of
plans and specifications for bids to be received at a special call
meeting on Monday, May 5, 1980 at 8:00 P.M.

Unfinished Business
A. Jim Pastore representing Johann Enterprises - Public Hearing
Mayor Howell recognized Mr. Pastore to present his plans for the
Public Hearing. Mr. Pastore asked the Commission to postpone the •
the Public Hearing until a later date. He explained that due to the 4
economic conditions of the general economy, there was the possibility
that Johann Enterprises will be unable to start the project at
this time, should the application be accepted by the Commission.

Miscellaneous Business - Permission to dispose of Chlorinator
Mr. Davis requested permission to dispose of an unused Fisher
Porter Chlorinator and added that Mr. Edwards, Director of Public
Works, had acquired a price quotation from Jacksonville Armature
& Motor Works, in the amount of $75.00. Mr. Edwards noted that al:
usable parts had been removed and the City no longer uses type
of chlorinator.
