Mr. Etheridge's proposal was in the amount of $6,750.00 with an alternate price for safety climb on exterior ladder of $1,200.00. Mr. Park5 was asked for comments and he agreed that the structure was badly deteriorated saying the main damage is above the tree line; the FAA warning light has been inoperative for approximately one year; the gauge board needs repairing; the catwalk is badly corroded, and the bottom of the tank which joins to the riser pipe is badly ruste3. At this time, the City Attorney, Mr. Ball, expressed the opinion that the City would have to go to bid as the cost will exceed $1,00J. and strongly advised against waiving the bid process. Mayor Howell asked Mr. Parks if he felt that the circumstances were such that it would be an advantage to the City for the Commission to preclude the bidding process. Mr. Parks stated that he could not say that the award of a contract could be warranted on an emergency basis without calling for bids. After considerable discussion with comments from the City Attorney, Mr. Parks, and Mr. Etheridge, the Commission instructed the City Manager to proceed with the preparation of plans and specifications for bids to be received at a special call meeting on Monday, May 5, 1980 at 8:00 P.M. tl Unfinished Business A.
