Approval of the Minutes of September 22, 1980 Motion: The minutes of the regular Commission Meeting of Jensen x x September 22, 1980 be approved as submitted. Mhoon x x Minton x Van Ness x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Howell x Approval of the Minutes of September 29, 1980 Jensen x x Motion: The minutes of the Public Hearing on the tentative budget Mhoon x x and the proposed millage rate for the fiscal year 1980- Minton x 81 held on September 29, 1980 be approved as submitted Van Ness x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Howell x Mayor Howell announced that the original advertisement in the Times-Union of the Public Hearing to be held on October 13, 1980 on the tax increase was incorrect. By law, the Public Hearing must be held on October 16,1980, and the notice has been re-advertised. The Mayor offered to answer any questions the audience might have, but advised no action would be taken until October 16, 1980. Mr. John C. Kirkpatrick asked about the increase in utility rates. Mayor Howell answered that this is the first increase of sewer charges since the original rate of $3.00 per month was set in 1959. The increase is $1.00 per month. Garbage rates have increased twice, once $.50 per month and the current increase of $1.00 per month. Mr. Kirkpatrick asked about the 65.5% tax increase and the Mayor answered that the City of Atlantic Beach was increasing the millage from 3. 1117 to 4. 1117 or one mill, and added that the 1980-81 budget is approximately $100,000 less than the 1979-80 budget. Mayor Howell explained in detail the problems that all cities are faced with in preparing a budget. In most cases, approximately 95% of expenses are made up of three items: 1.) those expenses brought about by Federal mandates; 2.) those expenses brought about by State mandates, and 3.) inflation. The Mayor added that in the 1980-81 budget there is a one time capital expenditure of $100,000 to build a new public works facility. M S Y N - - ® City Manager's Report Mr. Davis verbally presented his report(copy is attached hereto and made a part hereof). He advised that Dickerson & Company has completed the re-paving of Ocean Blvd. , Sherry Drive, East Coast Drive, and Plaza and that he is attempting to work out an arrangement with the City of Jacksonville to provide the necessary striping for the re-paved streets. Mr. Parks presented the statement from Dickerson, in the amount of $64,303.44. Mr. Parks commented that there were over-runs in the tonnage, but the work came within the approved contract, which he has approved, and recommended that the Commission approve the invoice for payment. Motion: Accept the re-paving work, and approve payment of Jensen x $64,303.44 to Dickerson, Inc. as per contract. Mhoon x x Minton x x Van Ness x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Howell x Mr. Davis requested permission to pay Mr. Parks, City Engineer, a bil_ in the amount of $1,200 for professional services regarding preparation of applications for permits to install additional culverts to accomodate the lagoon system on 11th Street, the Plaza, and Seminole Rd. Jensen x Motion: Authorize City Manager to pay Mr. Parks an amount of $1,200 Mhoon x x for professional services. Minton x x Van Ness x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Howell x Mr. Davis also advised receipt of a bill from Marvin Hill & Assoc. for work completed under the professional services consultant agree- ment between Mr. Hill and the City of Atlantic Beach, in the amount of $4,546.30, as the remaining balance for consultant work on the Comprehensive Plan for the City of Atlantic Beach. He noted that the City of Atlantic Beach has executed an agreement between the Florida Department of Transportation and the City of Neptune Beach and the City of Atlantic Beach for the landscaping of Atlantic Boulevard from Third Street to Mayport Road. New Business A. Jim Lucas (Bessent, Hammack & Ruckman- Community Development Block Grant Mr. Davis advised that Mr. Lucas was not present and the matter would be taken up in item 10-a, PAGE THREE V V MINUTES Names of OCTOBER 13, 1980 Commrs. M S Y N New Business - continued B. C. Jim Cowart, Sr. , re PUD application - Blks. 101 and 102,Sec.H Mayor Howell acknowledged receipt of plans submitted by C. Jim Cowart , Sr. for a development of twenty-four units on Blocks 101 and 102, Section H. In accordance with the code of the City of Atlantic Beach Mr. Cowart has requested the project be placed under Planned Unit Development. The property is zoned multi-family. Motion: The application be approved and be referred to the Jensen x Advisory Planning Board for their perusal and to report Mhoon x x back to the City Commission. Mr. Davis stated that Mr. Edwards had advised him there is a water main running in front of Mrs. Harwell's residence, which only requires setting the meter, but the location is outside the city limits and requires approval from the City Commission. Mayor Howell asked if Mrs. Harwell thoroughly understood the policy of the city that all cots of the hooking up to the line will be at the expense of the owner, and there will never be any reimbursement to the owner by the City. All outside the city tap-in fees and connection charges will be paid by the owner, and after installation, the meter and materials will become the property of the City of Atlantic Beach. Mr. Davis stated that Mrs. Harwell had been so advised. Motion: Approve cut-in for water service at 2072 Mayport Rd. for Jensen x x Barbara A. FLORIDA 32233 October 13, 1980 CITY MANAGER'S REPORT Dickerson & Company has completed the re-paving of Ocean Boulevard, Sherry Drive, East Coast Drive, and Plaza, and Mr. Parks and myself are in the process of auditing the actual tonnage of asphalt laid. In this regard, I am attempting to work out an arrangement whereby the City of Jacksonville will provide the necessary striping for the re-paved streets. I am in receipt of a bill from Mr. Parks in the amount of $1,200 for professional services regarding preparation of applications for permits to install additional culverts to accomodate the lagoon system on 11th Street, The Plaza, and Seminole Road. I respectfully request permission to pay this bill. I am also in receipt of a bill from Marvin Hill & Associates for work completed under the professional services consultant agreement between Mr. Hill and the City of Atlantic Beach in the amount of $4,546.30 as a remaining balance for consultant work on the Comprehensive Plan for the City of Atlantic Beach. You will recall the City's securing a grant from the Department of Community Affairs in this matter in the amount of approximately $7,500, and the above amount will clear up this matter. The City of Atlantic Beach has executed an agreement between the Florida Department of Transportation and the City of Neptune Beach and the City of Atlantic Beach for the landscaping of Atlantic Boulevard from Third Street to Mayport Road. We are in the process of clearing out the books for the fiscal year ending September 30, 1980, and a final report will be submitted to each of you as soon as possible. A separate meeting has been set for October 16 for the purpose of adopting the finalized budget for the City. Advertisement is required by the governing statute and will run in the Florida Times-Union on October 13, and the hearing to finalize has been set by law at three days thereafter.
