02-12-83 v MINUTES OF THE COMMITTEE OF THE WHOLE MEETING OF THE ATLANTIC BEACH COMMISSION HELD ON SATURDAY, FEBRUARY 12, 1983 AT 11:00 A.M. PRESENT: Robert B. Persons, Mayor-Commissioner Robert B. Cook, Sr. William I. Gulliford, Jr. John W. Morris Catherine G. Van Ness, Commissioners AND: A. William Moss, City Manager Adelaide R. Tucker, City Clerk Mr. Gary Adams, Representing Bates & Assoc. , Consulting Engineers The meeting was called by the City Manager pursuant to the notice mailed to all Commissioners on February 10, 1983. Mr. Wallace Bowles, Superintendent of the Water & Sewer Depts. , led the group on a tour of the water and sewer facilities, leaving from City Hall at 11:00 a.m. Comments made during the tour included the point that four to five of the existing nine lift stations must be overhauled. Some of the lift stations are twenty-five years old, and when/if the pump goes out, it causes serious problems. Approximate cost for new equipment is $20,000 each. During the tour of the sewer plant, it was strongly emphasized that the processing capacity has to be increased immediately. Recommendations for the water plant: An operations and maintenance manual is essential for both plants; automatic controls are badly needed at the new water plant, and suggested a one-half million gallon ground pressure storage tank to be served by the 12" artesian well located at the plant. The Committee met at City Hall at 12:00 noon and discussed the various options. In order to make the public aware of the serious problems at hand, Commissioner Morris moved to recommend to the Commission to prepare a news bulletin on the current problems and send out with the utility bills. The motion was seconded by Commissioner Van Ness and carried unanimously. Commissioner Gulliford made the following motion: Subject to D.E.R. approval, recommend to the Commission to construct a one million gallon package plant for waste water treatment. The motion was seconded by Commissioner Van Ness and carried unanimously. Commissioner Cook moved to adjourn, seconded by Commissioner Gulliford, and carried unanimously. William Moss, City Manager SUBJECT: Committee of the Whole Meeting Saturday, February 12, 1983, 11:00 a.m. A "Committee of the Whole" Meeting of the City Commission has been scheduled for 11:00 a.m. on Saturday, February 12, 1983. The purpose of the meeting is to tour and inspect the City's waste- water treatment plant and collection system (lift stations). The City's technical personnel and consulting engineers will be available to discuss problems in our system and to respond to questions. The City Manager will also report on the results of the meeting with the Department of Environmental Regulation scheduled for January 31st regarding the problems associated with our treatment process which may limit sewer hook-ups in the immediate future.
