06-06-83 v MINUTES OF THE COMMITTEE OF THE WHOLE MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON JUNE 6, 1983 AT 7:00 P.M. PRESENT:Commissioner William I. Gulliford, Jr. , Chairman Commissioner Robert B. Cook, Sr. Commissioner John W. Morris, Jr. Mayor-Commissioner Robert B. Persons, Jr. Commissioner Catherine G. Van Ness AND: A. William Moss, City Manager Alan C. Jensen, City Attorney Carl Stucki, Chief of Police Wallace Bowles, Superintendent of Public Works Adelaide R. Tucker, City Clerk AND: Douglas Miller, Engineer for England & Thims, Inc. Chairman Gulliford called the meeting to order at 7:00 p.m. for the purpose of discussing the evaluation report of paving, drainage, and roadway geometry in Selva Marina Units 10, 11, and 12 for the City of Atlantic Beach that was prepared by England & Thims, Inc. , Consulting Engineers. All of the residents in the area were advised by letter that copies of the evaluation report were available in City Hall for review and they were invited to attend the meeting. Thirty-three were present. For the benefit of the residents that had not attended the meeting of April 4, 1983, Chairman Gulliford explained in depth that the Sevilla Development Corporation owns the streets, rights-of-way, and ease- ments in Selva Marina Units No. 10, 11, and 12, and the City of Atlantic Beach has no responsibility for the maintenance or repairs of the streets and rights-of- way, and no responsibility for the drainage problems. At the meeting of April 11, 1983, the City Commission voted to hire England & Thims, Inc. , Consulting Engineers, to do a study evaluating what it would take in terms of dollars to bring the roads, drainage, and right4-of-way up to minimum city standards. The report indicates that in order to bring the paving, drainage and roadway geometry of the area up to the minimum standards of the city, the residents will be looking at a potential investment of $254,795. That would then put the city in a position whereby they could assume the responsibility of those streets for maintenance, provided that the owner would agree to such dedication. It was pointed out that such a project could be funded by a special assessment whereby the city would take the total amount of the project, divide it by the number of property owners effected, and the city would assess each property owner that amount of money. A general discussion followed. Chairman Gulliford opened the floor for any comments from the residents. Several voiced their opinions and desires in regards to the paving, drainage and roadway geometry report that England & Thims prepared. They were: Donald Frazier, 1852 Hickory Lane; Glenn Johnson, 367 19th St. ; Mrs. Cynthia Davison, 1912 Hickory Lane; Mr. William Dowling, Jr. , 1842 Hickory Lane; Mrs. James Burton, 1809 N. Sherry Lane; Robert Fitzsimmons, 380 19th St. ; Mr. Alan Miller, 1835 Hickory Lane; Karl Grunewald, 346 19th St. ; Jeane Richards, 1885 Hickory Lane; Talmadge Howe11,1895 Hickory Lane, and John Sale, 1921 Selva Marina Drive. The suggestion was made that only partial improvements that were recommended be made. The consensus of opinion of the Commission was that all the recommended improvements would have to be made to come up to the minimum standards before the city could accept the streets for maintenance. IL PAGE TWO MINUTES-COMMITTEE OF THE WHOLE JUNE 10, 1983 Mrs. Cynthia Davison, 1912 Hickory Lane asked the Commission to give the residents in that area the tax money back that they have been paying to the city so that they may correct their own problems. The City Manager advised her that the small amount paid to the City of Atlantic Beach doesn't even cover the police and fire protection, or the sanitation pickup provided to the area. After discussion, the residents in attendance agreed on the need to reorganize the Selva Marina Civic Association and meet to determine the perimeters and goals they wish to take. Mrs. Burton asked Mr. Moss about the availability of street lights, and he said that he was exploring options to purchase poles, hook up power, and negotiate with property owners to pay them so much per year for electricity used. Mr. Moss was also asked to investigate the possibility of posting hazardous road signs and/or speed bumps. The meeting adjourned at 8: 15 p.m. Ik141'1-411 .(41111 William I.
