The meeting was called to order by Mayor Pro Tem Gulliford for the
purpose of discussing proposed Resolution No. 83-14 and to hold a Public
Hearing on the tentative budget for fiscal year 1983-84.
Mayor Pro Tem Gulliford presented and read in full proposed Resolution
83-14, A Resolution adopting and approving the tax assessment roll for
the year beginning January 1, 1983, and ending December 31, 1983, deter-
mining and fixing the rate of taxation and making the annual tax levy
for the City of Atlantic Beach for the calendar year 1983 to provide
funds for the fiscal year beginning October 1, 1983, and ending September
30, 1984, and providing a special levy for debt service and authorizing
and directing the collection thereof.
Commissioner Cook asked that two corrections be made: Section 5 - line 4-
change the date from 1982 to 1983 - the line should read "beginning
January 1, 1983, and ending December 31, 1983", and Section 7 - last line
remove the word "by"and insert the word "of".
Motion:Adopt Resolution No.83-14 with the two corrections that Cook x x

Mayor Pro Tem Gulliford declared a ten minute recess at 7 :50 p.m.
The Mayor Pro Tem reopened the meeting at 8:02 p.m. to hold the Public
Hearing.
ORDINANCE NO. 20-83-38 - AN ORDINANCE ADOPTING AN OPERATING BUDGET FOR
THE CITY OF ATLANTIC BEACH, FLORIDA, FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 1983, AND ENDING SEPTEMBER 30, 1984.
Said Ordinance was presented in full, in writing, and read on third and
final reading by Mayor Pro Tem Gulliford. Said Ordinance was posted in
line with Charter requirements. After the reading, the Mayor Pro Tem
declared the meeting open for a Public Hearing. The City Manager commente3
the millage is set at 2. 3640. This exceeds the rolled back rate by 13%,
and the revenues will be used to fund the General Operations of the City.

Discussion followed before the vote. Commissioner Cook expressed the
opinion that the item deleted in the Special Called Meeting of August
30, 1983 (Chamber of Commerce membership) should be reinstated in
to the budget and added that the Chamber of Commerce is the one means by
which the Beaches act in a unanimous way. He moved the following:

Item #54, memberships be increased by $2,000. Van Ness x
A lengthy discussion followed before the vote regarding the benefits/
or lack of that had been received by the city for the cost of $2,000.
As there was an apparent deadlock on the issue, the Mayor Pro Tem
suggested the matter be voted on by the full commission. The City
Manager added that the money could be drawn from a contingency fund
at a later date when the membership dues are billed. Commissioner
Cook then withdrew his motion.

Commissioner Cook moved for the following:
Motion: The Fiscal Year Budget Column in Fund #01, General, Cook x
Account #511, City Commission, Item #12, Regular Van Ness x
Salaries and Wages be changed to read $15,000, to
reflect a new salary level for the Mayor-Commissioner
of $5,000 per year and for the Commissioners of $2,500
per year, and that the City Attorney be instructed to
draft the necessary Ordinance to effect this change.
During discussion before the vote, Commissioner Cook pointed out the
Commissioners had not received a salary increase since 1975 and the Cook x x
workload has increased dramatically. Mayor Pro Tem Gulliford commenteg Morris x
that he would have to vote against the motion as he had some philo- Van Ness x x
sophical problems with it. The question was called and the motion Gulliford X
carried with a three to one vote. Mayor Pro Tem Gulliford voted no.

Discussion was held on the purchase of a new computer, Acct. 541,
Capital Improvements. $25,000 was left in the budget with the options
open for funding over a two or three year period of time.
Commissioner Morris questioned the amount of $5,000 under item 31,Acc1 .533
professional services, Fund 40, Water operations. Mr. Moss explained
that in the Capital Improvement budget he had designated Section H
Master Planning for Water & Sewer and the above mentioned $5,000
would be the funding source. He also explained other increases in the
account.

As no one else spoke for or against the adoption of the Ordinance, the
Mayor Pro Tem closed the Public Hearing and moved for an amended moticn
to include the amendments that were approved by the Commission.

As there being no further business to come before the Commission,
Commissioner Van Ness moved to adjourn, seconded by Commissioner
Morris and carried unanimously.

RESOLUTION 83-14
A RESOLUTION ADOPTING AND APPROVING THE TAX ASSESS-
MENT ROLL FOR THE YEAR BEGINNING JANUARY 1, 1983,
AND ENDING DECEMBER 31, 1983, DETERIMINING AND FIX-
ING THE RATE OF TAXATION AND MAKING THE ANNUAL TAX
LEVY FOR THE CITY OF ATLANTIC BEACH FOR THE CALENDAR
YEAR 1983 TO PROVIDE FUNDS FOR THE FISCAL YEAR BEGIN-
NING OCTOBER 1, 1983, AND ENDING SEPTEMBER 30, 1984,
AND PROVIDING A SPECIAL LEVY FOR DEBT SERVICE AND
AUTHORIZING AND DIRECTING THE COLLECTION THEREOF.
WHEREAS, the Property Appraiser of Duval County has prepared the tax
assessment roll of all taxable real and tangible personal property within the
corporate limits of the City of Atlantic Beach, Florida, as taken from the Duval
County 1983 Tax Roll, for the tax year beginning January 1, 1983, and ending
December 31, 1983; and
WHEREAS, the City Commission intends to adopt a budget of the financial
needs of each department and agency of the City for the fiscal year beginning
October 1, 1983, and ending September 30, 1984.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
ATLANTIC BEACH, FLORIDA:
SECTION 1. That the tax assessment roll for the tax year beginning
January 1, 1983, and ending December 31, 1983, as adopted from the Duval County
1983 Tax Roll, be and the same is hereby adopted and approved, and the said roll
showing a total gross taxable value for the entire City for Real Property and
Personal Property aggregating the sum of $122,051,512 shall be and the same is
hereby declared to be and become the Tax Assessment Roll for the City of Atlantic
SECTION 3. That upon each dollar of real and tangible personal
property as assessed upon the Tax Assessment Roll as adopted in Section 1. of
this resolution, and not entitled to exemption from taxation under the laws
of the State of Florida, there is hereby levied a tax of 2. 3640 mills for the
tax year beginning January 1, 1983, and ending December 31, 1983, for the pur-
pose of providing such portion of the funds to be appropriated for the opera-
tion of the several departments and agencies of the City for the fiscal year
beginning October 1, 1983, and ending September 30, 1984, as are to be
derived from the ad valorem taxes.
SECTION 4. That upon each dollar of real and tangible personal property
as assessed upon the Tax Assessment Roll as adopted in Section 1. of this
resolution, and not entitled to exemption from taxation under the laws of the
State of Florida, there is hereby levied a tax of .5495 mills for the tax
year beginning January 1, 1983, and ending December 31, 1983, for the purpose of
providing funds for debt service payment on general obligation bonds during the
fiscal year beginning October 1, 1983, and ending September 30, 1984.
SECTION 5. That the amount and rate of taxation for the City of Atlantic
Beach for the purposes and governmental functions set forth in Section 3 and 4
hereof, are hereby determined and the annual tax levy for the calendar year
beginning January 1, 1983, and ending December 31, 1983, to provide funds
for the fiscal year beginning October 1, 1983, and ending September 30, 1984,
aggregating 2.9135 mills upon all property not entitled to exemption from taxa-

SECTION 7. That the Tax Collector be and he is hereby authorized
and directed to collect out of the property listed upon the Tax Assessment
Roll herein adopted, and from each of the persons, firms, and/or corporations
named to said annual Tax Assessment Roll, the taxes and money set down in such
annual Tax Roll opposite each name or lot, parcel or tract of land therein
described in accordance with the assessment and levy herein adopted and imposed,
and in case the taxes so imposed are not paid at the time prescribed by law, the
said Tax Collector is hereby commanded to have the collection thereof enforced in the
manner provided by law, and the said Tax Collector shall account for all sums of
money collected by him as the Tax Collector of the City of Atlantic Beach at the
time and in the manner as shall be required of him by ordinance.
SECTION 8. The invalidity of any section or provisions of this resolu-
tion shall not invalidate any other section or provision thereof.
SECTION 9. This resolution shall take effect immediately.
