The invocation,offered by Commissioner Van Ness, was followed by the pledge to the flag. Van Ness x x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Persons x Correspondence - Letter of appreciation from Mrs. Preben Johansen Mayor Persons read a letter from Mrs. Nina Johansen thanking everyone for the dedication of the "Preben Johansen Parkway". Persons x * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Unfinished Business - None Comments - Commissioners and Mayor-Commissioner Each Commissioner expressed their pleasure of serving with Mayor Persons and wished him well in his future endeavors. Mayor Pro Tem Gulliford presented a plaque to Mayor Persons from the Florida Municipal Self Insure's Fund for his dedicated services from February, 1982 to November, 1983 while serving as trustee for the Florida Municipal Self Insurers Fund. Mayor Persons reminisced on what the Commission serving with him had done over the past two years, such as: hiring a new comptroller; a new city attorney, and a fire chief. They started a beach patrol which is a big success; renovated the Donner Subdivision and upgraded the streets and sewers in that area; they enacted a zoning and development code for the entire city; constructed the new public works building at a substantial savings over the bid price. Our city prevailed in a number of law suits, and brougrt to an end the double taxation law suit with Jacksonville, and have seen our relationship with Jacksonville, our neighboring community, grow into a strong friendship and a good working relationship. New drying beds for :he sewer plant have been constructed using new technology that makes them .ouch more efficient,and substantial steps have been taken toward the PAGE TWp V V MINUTES Names of NOVEMBER 1,1983 Commr s. M S Y N Comments - continued renovation of the existing sewer plant which was in such disrepairs to be almost non-functional before the upgrading was commenced, Substantial steps were also taken toward the building of a new sewage treatment plant to handle the expected growth of the city, Mayor Persons stated that he had enjoyed serving as Mayor and thanked the citizens for the opportunity to serve them. He felt very fortunate to have the privilege of working with an extremely dedicated and competent City Commission and also with a City Clerk, City Attorney, and City Manager who take their jobs seriously and do it well. He thanked them all for their support adding that sometimes they fought about areas of concern, and sometimes they agreed, but there was always a very pleasant and professional atmosphere. Mayor Persons then received a standing ovation, City Attorney Mullis advised the Commission of his appointment on the Charter Revision Commission of the City of Jacksonville, and stated he would keep the Commission informed of all developments regarding the revision. Miscellaneous Business A. Resolution 83-19 - Recognition of services of Mayor Persons. Mayor Howell read and presented to Mayor Persons a plaque of Resolution 83-19 commending him for outstanding service to the community during his term of office. Motion:Adoption of Resolution 83-19. Persons, Jr.has served the City of Atlantic Beach as Mayor for the past two years, and WHEREAS, during his term of office, he performed his tasks effectively with diligence and attention and led the City of Atlantic Beach through difficulty and adversity and helped to improve the quality and efficiency of its government, and WHEREAS, Robert B. Persons, Jr. gave most generously of his time and energy to preserve and enhance the quality of life for the citizens of the City of Atlan- tic Beach, and WHEREAS, Robert B. Persons, Jr. , in addition to the above, has willingly served on numerous boards and committees in connection with the municipal govern- ment of the City of Atlantic Beach, Florida, including service on the Board of Directors of the Florida League of Cities , all of which services proved of great benefit to the citizens of this community. NOW, THEREFORE BE IT RESOLVED that the City of Atlantic Beach, its Commis- sion, employees and citizens are appreciative of Bob's dedication and efforts dur- ing his term as Mayor, extend to him a sincere "THANKS", and wish him the very best in future endeavors.
