08-04-84 v UNOFFICIAL MINUTES OF THE COMMITTEE OF THE WHOLE BUDGET WORKSHOP MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON SEPTEMBER 4, 1984 PRESENT: William S. Howell, Mayor-Commissioner Robert B. Cook, Sr. William I. Gulliford, Jr. John W. Morris, Jr. Catherine G. Van Ness, Commissioners AND: A. William Moss, City Manager Claude L. Mullis, City Attorney Wayne Royal, Fire Chief David Thompson, Police Chief ABSENT: Adelaide R. Tucker, City Clerk Mayor Howell called the meeting to order at 7:00 p.m. in the conference room for the purpose of discussing the proposed 84-85 budget. The Mayor expressed concern over what direction the city is taking and said perhaps things are getting a little bit out of control. His main concern was what will happen next year and the following years with across the board percentage raises and step raises added each year. Salaries and the step pay plan were discussed in depth in each department. No action taken. At 7:30 p.m. the Mayor declared a ten minute recess to move into the Commission Chambers. He called the meeting back to order at 7:40 p.m. The following items were also discussed: 1. Volunteers for the Fire Department. Chief Royal reported that he now has ten volunteers and his goal is ten more and maybe fifteen, giving a total of twenty to twenty-five. During discussion of the Fire Department in general, Commissioner Gulliford asserted that adequate protection of property and lives was paramount to him. No action taken. 2. The possibility of hiring an engineer for the position of Director of Public Works or whether to delete the position. No action taken. 3. Cut back of garbage service to two days per week. No action taken. Commissioners Gulliford and Morris agreed that perhaps the Capitol Improvements Budget could be cut back. Commissioner Gulliford expressed the opinion that it is time to sit down and re- negotiate with JEA. This might create a substantial savings to the city. Following discussion, Mayor Howell reminded the Commission the proposed budget could be discussed again on Monday, September 10th, and the final Public Hearing will be held on Wednesday, September 12, 1984. He then declared the meeting adjourned.
