MINUTES OF THE SPECIAL CALLED MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON DECEMBER 28, 1984 AT 2 :45 P.M.

Mayor Howell called the meeting to order at 2:45 p.m. instead of 1 :00 p.m.
because Edward A. Gross, scheduled for an interview at 1:00 p.m. , had called
earlier in the day to ask that his name be withdrawn for consideration for the
position of City Manager. Before interviewing Mr. Richard Fellows, Mayor Howell
asked that action be taken, before the end of the year, on the water lines on
Mayport Rd. He said they had three options: 1. : "U" around the light poles; 2. :
Take up the old line and move it easterly, and 3. : install a new line. Follow-
ing consideration, it was the consensus of the Commission that a new line should
be installed.
Commissioner Gulliford moved to direct the engineer to pursue that course
of action. Prepare the specifications and call for bids on the installation
of a new water line on Mayport Road. The motion was seconded by Commissioner
Cook and carried unanimously. There was no discussion before the vote.

The Commission then interviewed Mr. Richard Fellows for the position of City
Manager. He was asked what he thought was the most important function of a City
Manager. Mr. Fellows replied that a City Manager is an information gatherer,
fact finder and coordinator for the elected officials of the city; he is charged
with providing the Commission with alternatives for decision-making purposes,
and is responsible basically for implementing policies set by the Commission.
Under questioning, he told the Commission that he was a good manager. He worked
well with people, was civic minded, and his greatest strength was finance and
public relations. He said he would like to come back to North Fla. and it looked
to him that Atlantic Beach was a growing community and he thought there was an
opportunity for him to grow with it. On the question of how often did he feel
garbage should be collected door to door, Mr. Fellows replied "as often as the
people want it". He also listed his technical knowledge of utility systems,
including franchise agreements; grants, and bond issues.
After Mr. Fellows left City Hall, the Commission considered, at length, his
qualifications.
Commissioner Gulliford moved to employ Mr. Richard Fellows as City Manager
of the City of Atlantic Beach. The motion was seconded by Commissioner Cook.

The question was called and the motion to employ Mr. Richard Fellows as
City Manager carried unanimously.
The Commission agreed to offer a salary of $33,000; moving expenses not to
exceed $2,000; his health insurance; life insurance equal to the salary; either
the use of a city vehicle or a car allowance (no amount was set for a car allow-
ance) ; the same percentage of retirement the city is currently paying the City
Manager, and Mr. Fellows will have the option to join the city retirement plan,
ICMA, or any other plan. The standard city policy will be offered for personal
leave days.
The City Attorney was instructed to contact Mr. Fellows as soon as possible
to offer the position, and if the need arose, to advise the Commission of the
need for a Special Call Meeting.
There being no other business to come before the Commission, the Mayor declared
the meeting adjourned at 5:08 p.m.
