• AGEN'aA ITEM: Recommendations for Ped Path Construction FY05-06

BACKGROUND: At the November 22 Commission Meeting, the Commission approved the
Staff recommendation for constructing new sidewalks on Sandpiper Lane,
West 3rd Street, and Main Street (West 9~h Street to Levy Road - $46,000
budgeted}. The sidewalk on Sandpiper Lane is complete and the W. 3`d
Street sidewalk is under design. At the Strategic Planning sessions held
in April, Staff was asked to evaluate placing a Shared use (bicycle) path
along Main Street to provide a connection between Tideviews Park and
Dutton Island Park.
Preliminary Cost estimate for constructing a Bicycle path the full length of
Main Street is $400,000. The cost for the Levy Road to Dutton Island
Road segment does not include drainage improvements that would be
required to construct bike path in this segment. Preliminary Cost estimate
for constructing a Bicycle path to connect Mayport Road at Plaza to Main
Street via Rose Park is $175,000.
The Current Stormwater Capital Improvement Plan (and Stormwater
Master Plan) includes a project for design and construction of drainage
improvements on Main Street from Levy Road to Stewart Street (Three
year estimated cost $700,000 -design (FY06) and construction (FY07 &
08). Adding a bike path to this project and extending the project to Dutton
Island Road would add approximately 15% to the cost.
RECOMMENDATION: Staff recommends the Commission either:
a) Upgrade the sidewalk currently authorized for Main Street (W. 9~h to
Levy) to a bicycle path, which will require an additional $84,000
(unbudgeted), or
b) Re-allocate the remaining FY05 sidewalk funds (after construction of
W. 3'd Street sidewalk) for construction of the bicycle path from
Mayport Road to Rose Park along W. Plaza Road.
Because of the large number of school bus stops and the high volume of
pedestrian traffic on Main Street, Staff considers that the City standard
four-foot sidewalk currently authorized is the minimum improvement
recommended to improve public safety. A Main Street sidewalk has been
requested by numerous residents because of safety concerns.

BUDGET: $150,000 has been requested in Public Works Streets, Improvements
Other Than Buildings Account, 001-5002-541-6300 for bike path
construction in FY 2006.
