MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH'
CITY COMMISSION HELD AT THE CITY HAT,T ON MONDAY, OCTOBER 9TH,
1961 AT 8 P.M.

The meeting was called to order by the Mayor-Commissioner,
Mr. Howell.
Minutes of the meeting of September 25th, 1961 were approved
as written upon motion of Mr. Johansen, seconded by Mr. Moore
and carried.
Minutes of the meeting of -October 3rd, 1961 were approved as
written upon motion of Mr. Johansen, seconded by Dr. Whitehurst
and carried.
Mayor Howell recognized -visitors present -and called for any
business from the floor. There was none.
A letter was presented from Mrs . Rubie M. Smith asking permis-
sion to put a house trailer on her property which is the N75 ft.
of Block 112, - Section H. to be used temporarily until her new
home is built. It was brought out that the trailer will only
be used as a sleeping room in connection with her small house
which is presently on' the property. The matter was discussed
and upon motion of Mr. Moore, seconded by Dr. Whitehurst P-•
pro'val was given to grant her request with understanding that
it would have to be moved on 30 day notice from the City.
Mr. Waggoner advised that the deed for Lot 50, Saltair had been
reoeived from the Dow heirs . Mr. Howell questioned the title
to the land as there is no record in Duval County as to the
will and transfer of the Dow lot to the heirs . Mr. Thompson
advised that getting an abstract on the Lot would be costly,
and that a certified copy of the will and the probate of same
which we could file in Probate Court of Duval County would
complete the -title record in Duval County, and tie-in the new
deed with Mr. Dow. Mr. Thompson was requested to get the
oertified information and have it and the deed recorded.
It was advised that the Florida League of Municipalities meeting
would be in Jacksonville on October 22-23-24, 1961. If any of
the Commissioners wish to -attend, Mr. Waggoner will see that
their reservation is made.
Mr. Waggoner advised that the company in Atlanta has only one
of the garbage trucks at this time for sale and he would like

direotions as to what to do if he goes up there to see truck and
interviews buyers located in vicinity of Atleinta. Mr. Moore '
suggested that some phone calls could take care of the matter,
and the mechanic from our shop be sent up to check truck and
drive back if satisfactory. The matter was further discussed
and Mr. Johansen moved that Mr. Waggoner be authorized to go to
Atlanta to purchase the truck if he thinks it is a good buy after
having it looked over by a mechanic up there and after consult-
ing with other purchasers , seconded by Dr. Whitehurst and carried.
The City Clerk presented the following names as officials for' the
General Election on October 17th, 1961: Mrs. Charlotte Gorman,
Clerk, And inspectors: Mrs . Odessa Gammel, Mrs . Margaret Goodling,
and Mrs . Thelma Hall. Mr. Howell asked if there was any objec-
tion to the names presented, and there was none,whereupon Dr.
Whitehurst moved that they be appointed as ' the officials fOr
the GeneraliElection of October 17th, 1961, seconded by Mr. Moore
and carried.
Plans were presented from Ralph Maxwell for a store building
with an apartment on second floor to be built on the S.E. corner
of Mayport Road and Ardella St. The plans were studied and dis-
cussed. The property is located in Business "B" . Dr. Whitehurst
moved that the plans be approved for permit, seconded by mr.
Moore and carried.
A report was presented from Walter J. Parks , Jr. , Engineer, on
the tabulation and checking of the bids for the West Second Street
Sower Project. Mr. Parks recommended that the low bid of Joe
Reinertson of Jacksonville be accepted. Mr. Johansen presented
Resolution # 61-31 accepting the bid of Joe Reinertson of Jack-
sonville,which Resolution was read in full, and moved its adop-
tion, seconded by Mr. Moore and carried. Copy of Resolution.
#61-31 is attached to these minutes and made a part thereof.
Copy of Certified Proof of Publication of "Call for Bids" on this
project is also attached to these minutes and made a part thereof.
There being no further business the Mayor declared the meeting
adjourned.

A RESOLUTION ACCEPTING THE BID OF
JOE REINERTSON OF JACKSONVILLE INC.
FOR. THE CONSTRUCTION OF THE SANI-
TARY SEWER IMPROVEMENTS TO BE CON-
STRUCTED AS CONTEMPLATED BY RESO-
LUTION NO. 61-23.
WHEREAS, by Resolution No. 61-23, adopted by the City of
Atlantic Beach on the 24th day of July 1961, it was ordered
that the sanitary sewer improvements particularly described
in said resolution be constructed, and that the lots and
lands to be served by the said sanitary sewer improvements
be assessed for the benefits in the manner as particularly
set forth in said resolution; and
WHEREAS, Walter J. Parks, Engineer for said City, did pre-
pare in duplicate plans and specifications for said improve-
ments and an estimate of the cost thereof, and did also pre-
pare in duplicate a tentative apportionment of the estimated
cost as between the City and each lot or parcel of land sub-
ject to special assessment under such resolution, and did file
with the Clerk of the City one copy of such plans and specifi-
cations and one copy of such estimated cost and such tentative
apportionment; and
WHEREAS, at a regular meeting of the City Commission held on
the 28th day of August 1961, after the publication of notice
as provided in said resolution and by law, the said Resolution
No. 61-23 was duly confirmed by said City Commission; and
WHEREAS, the Clerk of . the City did publish, in accordance with
law, notice calling for sealed bids for the construction of
said work and bids therefor have been received by the City
Commission; and
WHEREAS, the City Commission has determined to award to the
low bidder the work designated as "Areas I and J" and said
commission has found and determined that the bid of $1$,411.25
submitted by Joe Reinertson of Jacksonville, Inc. for the
doing of said work designated "Areas I and J" aforesaid is
the best low bid for the doing of said work and that said
Joe Reinertson of Jacksonville Inc. is the lowest responsible
bidder of said "Areas I and J".

NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF ATLANTIC BEACH, FLORIDA:
1. That the bid submitted by Joe Reinertson of Jacksonville,
Inc. , for the construction of that portion designated "Areas
I and J" of the sanitary sewer improvements , contemplated by
said Resolution No. 61-23 and as shown and contemplated by
said plans and specification for said improvements prepared
by said Walter J. Parks, be and the same is hereby accepted,
and that upon the furnishing of bond of the character pro-
vided in said specifications and approved as to form and
correctness and as to surety by the City Attorney, the pro-
per officers of this City be and they are hereby authorized
and directed to execute on behalf of the City a contract
with said Joe Reinertson of Jacksonville, Inc. for the con-
struction by it of said sewer improvements as aforesaid.
Said contract is to be approved as to form and correctness
by the City Attorney.
