Zoning,, 'inal Reading. 11, CoQminsionexs MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COlMISION HELD AT THE CITY HALL ON MONDAY, JUNE 12TH, 1961 AT 8 P.M. Present: Wm. S. Howell Preben Johansen J.B. "Claiborne Chas. R. Moore W. Laney Whitehurst, Commissioners and J.F. \laggoner, ' Jr. , City Manager Adele S. Grage, City Clerk Absent: Frank Thompson, City Attorney (out of city) The meeting was called to order by the Mayor—Commissioner, Mr. Howell. Minutes of the meeting of May 22nd, 1961 were approved as written upon motion of IIr. Johansen, seconded by Mr. Claiborne and carried. Minutes of the special meeting of June 6th, 1961 were approved as written upon motion of Mr. Claiborne, seconded by Mr. Moore and carried. Bids were received on the Ahern Street Paving project, Copy of certified Proof of Publication on the "Call for Bids" is attached to these minutes and made a part thereof. The bids were as fol— lows: Asphalt Paving, Inc . $14;697:00 Alternate #1 —deduct 1,476.00 13,221.06 Duval Engineering & Ctr.Co . 15 ,670.00 Alternate #1 — deduct 1, 248;00 14,422.00 • Gateway Paving & Const.Co . Alternate #1 — bid 14,876.46 Mr. Moore moved that the bids be received for tabulation, study, and consideration by the City Manager with a report back to the Commission, seconded by Mr. Johansen and carried. Mr. Howell recognized visitors present and called for any business from the floor. There was none. A letter was presented from Mr. Henry Isaacs relative to reduction in excess water rates in Atlantic Beach. He set forth the reasons for and recommended a reduction in said rates. The matter was dis— cussed and it was brought out that the City Manager had 4ade similar recommendation previously but no action was taken. Mr. Howell suggested and it was so agreed that the Commission get to- gether and make a study of the letter with recommendations and report on same at the next meeting. .4 r • Minutes 6-12-61, Page #2 Stevens-Southern Co. Estimate #3 on the Donner"Sewer Project was presented in the amount of $12,428.39. Mr. Waggoner advised that it has been approved' by Mr. Walter Parks , our Engineer and checked by ]Ir. A.J. Craig, inspector, and he therefore recommended payment of same. Mr. Moore moved that this estimate be paid, seconded by lir. Johansen and carried. Mr. Waggoner advised that the County Board of Health has disap- proved the American Oil Co. ' s plan for sewage disposalrat the new station they are building at the corner of Mayport Rd. and the Plaza. Mr. Waggoner suggested that they either build a lift station and line to the nearest manhole or permit them to install a temporary septic tank and at the same time deposit with the City the cost of a sanitary sewer line to be built to connect to the Royal Palms sewer line when available. It was discussed and agreed that they be permitted to have temporary septic tank providing they deposit cost of line to connect with Royal Palm: line. A letter was presented from the City Manager to the Commission advising that in accordance with Ordinance #55-59-4 certain lots as listed therein are a hazard to the health of the community and setting forth estimate costs of -clearing each lot. The matter was discussed and upon motion of".Dr. Whitehurst, seconded by Mr. Claiborne a minimum charge of X2.50 per lot was established on lot cleaning. Mr. Waggoner presented a map showing the area now under consider- ation for a City Park back of the Fire Station, and also scale models of tennis courts , small ball diamond, etc . which were placed at".locations in the proposed area. The matter was discuss- ed and Mr. Claiborne suggested that the City Manager look into what has to be done to make all of this land usable, and then the Commission could go from there . The City Manager was directed to make' a report on the various ways to fill the land and the cost thereof, and also advise whether additional land is needed. Mr. Waggoner presented the plans as submitted by Reuben Bennett to make an office addition to the garage on Lot 753, Saltair and making an office out of the garage space on Lot 747, Saltair all of which are in business zone . The plans for these improve- ments were studied and upon motion of Mr. Claiborne , seconded by Dr. Whitehurst and carried approval was given for issuing permits on the plans as submitted. The City Clerk presented a request for issuance of - a certificate of convenience and necessity to the Beaches Cab Co. for a period from April 26th, 1961 to September 1st, 1961 which will make their renewal of certificate date the -same as the other companies on which we issue such certificates . ' Mr. Johansen moved that the certifi- cate be issued as requested, seconded by Dr. Whitehurst and carried. Mr. Howell advised that it will be necessary to appoint members the Board of Assessment Review at the nex-c, meetin8 and requested the Commissioners to make suggestions before that time. Minutes 6-12-61, Page #3 Dr. Whitehurst presented Resolution #61-18 ordering the °leaning of lots as listed and moved its adoption, seconded by Mt. Johansen and having been duly considered was unanimously carried. Copy of Resolution #61-18 is attached to these minutes and made a part thereof. Mr. Moore presented Resolution #61-19 which resolution presents Dog License #13 to Elvis, the Fire Department mascot,,to have and' to hold as long as he remains the mascot of said Fire Department, and moved its adoption, seconded by Mr. IJohansen and having been duly considered was unanimously adopted. Copy of said Resolution #61-19 is attached to these minutes and made a part thereof. Mr. Howell presented Ordinance #90-61-11 covering the re-zoning to-. Industrial Area the Northwest corner of Levy Rd. and Mayport Rd. ax,d Tract #3 of Donners Replat and caused same to be read in full. Certified copy of Proof of Publication of Notice of Public Hearing on said Ordinance is attached to these minutes and made a part thereof. Mr. Howell declared the Commission in session for Public Hearing and there was a general discussion but no objec- tions. The Mayor declared Public Hearing closed following which Mr. Claiborne moved the adoption of said'.Ordinance #90-61-11 on second and final reading, seconded by Dr. Whitehurst and having been duly considered the Mayor put the question thereon and it was unanimously carried. Mrs . Chas. Moore and Mrs . Paul Dixon requested that the police concentrate on traffic on Ocean Blvd. and`.also East Coast Drive for a few weeks due to the summer traffic.
