Closing Alley, 1st Reeding. 2. Zoning, lzt Reading. S. Commissioners. MINUTES OF THE REGULAR METING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, APRIL 24TH,1961 " AT 8 P.M. Present: Wm. S. Howell Preben Johansen J,B. :.Claiborne Chas. R. Moore W. Laney Whitehurst, Commissioners and Frank Thompson; City Attorney Adele S. Grage, City Clerk Absent: J.F. Waggoner, Jr. , City Manager The meeting was called to order by the Mayor Commissioner, Mr. Howell. Minutes of the meeting of -April 10th, 1961 were approved as written upon motion of Mr. Moore, seconded by Mr. Claiborne and carried. Bids were received on a backhoe attachment as follows: Florida Equipment Co. $3;280:00 Forrestry Equipment Co. :. 2;495 .50 Jacksonville Tractor Co: 4;175 :00 Machinery & Supply Corp. 3,814.00 Mr. Claiborne moved that the bids be received for:.tabulation and study, seconded by Dr. Whitehurst and carried. Mayor Howell recognized -visitors present "and called for any business from the floor, There was none. A letter was presented from Mrs. Delma Hill of 770 Bonita'Rd. to have a nursery in her home. Says her neighbors approve, and that she has children Of her own and cannot work out, but must have additional income. The request was discussed following which Dr. Whitehurst moved that it be investigated and looked into from all angles as to State Health laws , and other inter- ested authorities such as City, County and State and she should get neighbors signaturesland furnish more information; seconded by Mr. Moore and carried. It was suggested that Mrs . Hill appear personally at the next meeting, and that Mr. Waggoner contact her relative to getting the neighbors signatures and more information. Stevens-Southern Company' s Estimate #1 on the "Donner" contract was presented. It has been approved by Mr. Walter Parks, our Engineer, who recommends that it be approved for payment sub- ject to verification by our inspector, A.J. Craig. The Estimate was received too -late to-day to be checked by Mr. Craig before the meeting. Mr. Moore mOved that the Estimate #1 be approved for payment subject to Mr. Craig's checking and verifying, seconded by Dr. Whitehurst and carried. Minutes of 4-24-61 , Page #2 Mayor'Howell presented Resolution #61-9 covering the transfer of $1,000.00 from the Unallocated Fund to Account #301 '.in t1.e 1961 Budget, to be used for temporary police patrolman. Dr. Whitehurst moved the adoption of this Resolution, seconded by Mr. Moore and carried. Copy of Resolution #61-9 is attached to these minutes and made a part thereof. Br. Whitehurst presented an Ordinance in full in writing cover- ing the vacating' and' abandoning of all the alley lying in the rear of Lots 1,2,3,4,5 and 6 Atlantic Beach- Terrace, and moved its adoption on 1st reading, seconded by Mr. Moore. The matter was discussed and L.R. Casey Manager of the A & A Store talked with the Comiission about the improvements and additions they want to make. It was brought out that the property on both sides of the dead-end alley belong to W.R. Lovett, who is plan- ning these improvements. Having been duly considered, Mayor Howell put the question thereon and the motion was unanimously carried. May 8th was set as date for Public Hearing. Mr. Harcourt Bull presented preliminary plat of the area lying east of Selva Marina Unit #5 and extending to Seminole Rd. He advised that he is not asking for approval of structural'work going into the development such as paving specifications , widths,, designs, etc . , but just wants the approval of the street grades and drainage locations in order that they can go ahead'with their dirt moving. A letter was presented from Mr. Waggoner, who is out of the City at a City Managers meeting, advising that he has examined these plans and approves just to '.the extent of proposed street grades and drainage locations . The matter:.was discussed and upon motion of Mr. Claiborne, seconded by Mr. Johansen tentative approval was given to the proposed street grades :.and drainage locations only subject to Mr. \°laggonerts and Mr. Walter Parks, J • ' s approval, seconded by Mr. Johansen and carried. A letter was read from Mr. John Pyatt requesting an informal meeting with Mr. Waggoner and the City Commission to discuss getting water and sewer services and paving:in the Ed Smith Sub-division now owned by Mr. A. Lassk. Dr. Whitehurst moved that the letter be referred to the City Manager for investiga- tion and handling and advise them that the Commission will be in regular session on May 8th and -will be glad to hear from them at that time, seconded by Mr. Johansen and carried. Grage, City Clef RESOLUTION NO. 61-9 BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, THAT, One Thousand ($1, 000.00) Dollars from the un- allocated funds Acct. No. 1050 be and the same is hereby transferred to account No. 301, Pub- lic Safety Personnel, in the 1961 Budget, for temporary police patrolman. Passed by the City Commission on April 24, 1961.
