12-19-62 v MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON WEDNESDAY, DECEMBER 19,
1962, AT 4:30 P. M.

The Meeting was called to order by the Mayor-Commissioner,
Mr. Isaacs.
Mr. Moore moved that all rules be waived and the Commission
be in Special Session to consider business, seconded by Mr.
Johansen and carried.
Mr. Johansen presented Resolution #62-29 covering transfers
in the 1962 Budget. Said Resolution was read in full, fol-
lowing which Mr. Johansen moved its ' adoption, seconded by
Mr. Claiborne and carried. Copy of said Resolution #62-29
is attached to these minutes and made a part thereof.
Resolution #62-30, covering Christmas gifts for Employees
was presented and read in full. Mr. Johansen moved its
adoption, seconded by Mr. Moore and carried. Copy of Reso-
lution #62-30 is attached to these minutes and made a part
thereof.
Resolution #62-31 covering streets and drainage in Atlantic
Beach Villa, Units 1 and 2, was presented and real in full.
It was brought out that the Enchanted Homes, Inc. , the new
developers of this sub-division have posted a performance
bond with the City and, therefore, we can accept the streets
for maintenance and operation. Mr. Johansen moved the adoption
of this Resolution, seconded by Mr. Claiborne and carried.
Copy of said Resolution #62-31 is attached to these minutes
and made a part thereof.
Mr. Printon presented a request from the A & A Store at the
corner of Atlantic Boulevard and East Coast Drive to replace

their present sign with a new sign, which he advises meets
the requirements of the Building Code. Mr . Johansen there-
fore moved that the permit be granted, seconded by Mr. Moore
and carried.
There was a lengthy discussion on Beach and Sea Wall problems
but no conclusions reached.
Mr. Lawrence questioned the right of any City official other
than the Police Department to stop cars by use of the siren.
There was a lengthy discussion as to the proper use of sirens
and especially as regards private cars and it was agreed
that the provisions as set up by Law be adhered to.
Mr. Isaacs declared the meeting adjourned until such time as
a Special Meeting might be needed.

RESOLUTION # 62-29
WHEREAS, it is necessary to transfer surplus
funds in certain accounts to balance those funds
in which deficits appear, and
WHEREAS, these transfers are from one department
to another, and
WHEREAS, the Atlantic Beach City Charter requires
Commission approval on such transfers,
NOW THEREFORE BE IT RESOLVED that the City Commission
does hereby approve the attached list of transfers.

RESOLUTION # 62-30
WHEREAS, the City of Atlantic Beach has in past
years declared an extra pay period at Christmas
time, and
WHEREAS, said extra pay period is for services
rendered by the Employees of the City of Atlantic
Beach in the general performance of their duties,
NOW THEREFORE BE IT RESOLVED that the City Com-
mission does hereby approve the payment of Twenty-
Five Dollars ($25.00) to each Employee from
Fund #1050.

RESOLUTION #
WHEREAS, Atlantic Beach Villa Units I and II were
plotted and partially developed by Fred L . Ahern,
Inc. , and,
WHEREAS, the streets and drainage in the subdivision
have never been accepted by the City of Atlantic Beach
for maintenance as defects existed in the street
drainage pattern in the cul-de-sac of both Forrestal
Circle and Saratoga Circle, and,
WHEREAS, Enchanted Homes, Inc. , the new developers
of the area, have agreed to post a performance bond
in favor of the City of Atlantic Beach in the amount
of $1, 200.00 for completion of the aforementioned defects
NOW THEREFORE BE IT RESOLVED B"Y THE CITY OF ATLANTIC
BEACH, FLORIDA, THAT the City of Atlantic Beach accept
the streets and drainage lines, curb and gutter in
Atlantic Beach Villa Unit I and Il, for maintenance
and operation.
