MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY, SEPTEMBER 26,
1966 AT 8:00 P. M.

The meeting was called to order by the Mayor-Commissioner, Mr.
Howell.
The Invocation was given by Commissioner Parks.
Minutes of the meeting of September 12, 1966 were approved as
written upon motion of Mr. Parks, seconded by Mr. Goodling and
carried.
At this time Mr. Howell announced there would be a variance in
the Agenda and turned the meeting over to City Manager Bennett
who presented Mrs. Grage with an engraved silver bowl as a token
of appreciation of the employees and citizens of Atlantic Beach
for her twenty-five years of service to the City. Mrs. Grage
expressed her appreciation and thanks.
Mr. Howell then recognized visitors and called for any business
from the floor not on the Agenda.
Dr. Heywood Dowling stated that he read in the paper that our
present tax roll was based on 80% instead of 100% - and assumed
the City would in due time take action to correct. Mr. Howell
stated that speaking personally he considers the tax roll to be
100% or in excess. He advised that a Committee has been
appointed to study and bring back a determination. The Committee
has had two meetings and the City Clerk is preparing data for
their study and report. There was lengthy discussion during
which the Tax Assessor, Mr. Minchew, advised that the roll is
based on an equitable value and that nobody changes the figure
he puts on the roll. The only change that can be made is by
the Board of Assessment Review, who consider complaints during
the month of July. Dr. Dowling continued to question if we
deduct 20%, and whether or not we are violating the law. The
Assessor advised that in arriving at the assessment he deducted
enough to cover typical costs of sale, and that he believes our
tax values are at a reasonable market value as of now. Mr.

Weldon asked as to Dr. Dowling 's interest in the matter. Dr.
Dowling advised he wants to see the City follow the laws of the
State of Florida. There was more discussion as to what is
considered full cash value, Duval County 's tax assessment and
their effect on property values, what formula the Assessor
used in arriving at figure, why the Committee was appointed,
and other points. The Mayor again stated that we feel our
tax roll is at 100% or better but that we have done all we
know to do by appointing a Committee to study. It was brought
out that it appears Dr. Dowling, the Commission, the Tax
Assessor and Tax Committee are all working in same direction.
Dr. Dowling then inquired as to the proximity of the telephone
poles on East Coast Drive to the highway. Mr. Howell advised
that we are in conference with the City of Jacksonville on
this problem. It may be necessary to secure easements from
property owners in order that the poles may be placed snug to
property lines, which would mean cross arms would be partially
over private property. The City of Jacksonville is willing to
work with us, but engineering work has to be completed first.
Mr. Howell then called for any further business from the floor.
Mrs. Dorothy Kerber stated she would like to see Zoning
Ordinance applied to people who have plants and shrubs 6 to 8
feet high at intersections - you cannot see at these corners.
She would like to see the City Manager given full support in
having them cut down. Mr. Howell asked City Manager to look
into.
Mr. Howell asked Judge A. H. Dunlop if he had any other report
on the tax study. He did not as they are awaiting the data
requested from the City Clerk.
Mayor Howell called for any further business from the floor.
There was none.
The Humane Society report for August 1966 was received for
information and filing.
Mr. Howell presented a letter from the Florida League of
Municipalities advising their Convention will be held in
Clearwater, Florida, October 23-25th, and stated their
Conventions were very good.
Chief Vogel presented Fire Department report for month of
August 1966, and copies of Municipal Court dockets for
September 19 and 26, 1966. They were received for information
and filing.

The City Manager 's report was presented in writing. Copy is
attached to these minutes and made a part thereof.
Mr. Weldon stated he noticed in City Manager 's report that
there wre several fire hydrants that are hard to open and
inquired as to what is being done. Chief Vogel advised that
the City Manager had asked for a monthly report on condition of
hydrants, and that some of them had been inoperative ever since
he has been here - and that he is including money in 1967 budget
to get repaired. Mr. Weldon suggested the matter have
immediate attention rather than wait until first of year. Mr.
Bennett advised we have two new hydrants due in soon and will
be put in immediately, and some hydrants need just a little
repair, and a few are completely inoperative. He is including
additional money in 1967 budget.
Mr. Goodling inquired if lots on Atlantic Boulevard that were
used for landfill are included in lot cleaning. Mr. Bennett
advised not in this year 's but will be next year.
Mr. Holloway reported that Mr. Charles Bosch has accepted
appointment on the Recreation Committee with Mr. Fogg and Mr.
Pharr. He is proceeding with preparation of document covering
this Committee and their responsibilities.
There being no further business, Mayor Howell declared the
meeting adjourned.

CITY MANAGER'S REPORT
1. The lot cleaning for this year has been completed and the
mowing of the lots in Royal Palms is about 80% completed.
This work was quite late this year because of the necessity
of working on the drainage system in the City.
2. We have had two leaks in the Sewer Line, one being the Main
Sewer Line on Seminole Road broken while the lot owner was
placing the header wall on the drainage line in front of _
his property. The other leak was damage to a lateral. This
is getting to be quite frequent now because the Orangeburg
pipe after it has been in the ground for some length of time
has a tendency of softening up and the weight of the ground
changes its shape.
3. The approach of Sturdevant Street to Sherry Drive has been
repaired by using limestone and covering with oil to stop
any further washing out due to heavy rains.
4. We have beautified the lot at the City Hall by cutting the
hedge around the Park and planting flowers. All of the
garbage cans that were placed in the Park and at some street
locations have been steam cleaned and painted.
5. We have installed a culvert across Main Street at West 3rd
and have opened up the drainage ditch along West 3rd Street
to Mayport Road allowing the surface water to flow West on
3rd Street instead of across Mayport Road and thorough Atlantic
Beach Villa.
6. We have cleaned a number of drainage ditches in the last two
weeks located along the East side of Mayport Road; the
drainage ditch on Sherry Drive from 8th to 6th Streets, also
drainage ditch along Seminole Road to David Street.

7. We are now in the process of reading water meters and this
work is about half completed.
8. The Fire Department has made the monthly inspection of the
fire hydrants and we have found a few that are very hard to
open. They will have to be worked on immediately.
