On the second part of letter Chief Vogel stated they were
patrolling. Mr. Otto Ball took issue and advised it was not the
case on Beach Avenue. Chief Vogel advised he has two patrol cars
on whem deemed necessary - and do patrol Beach Avenue. Mr. Howell
asked Chief Vogel if he thinks it possible to give more attention,
particularly on week-ends, due to big crowds going to and from
Seminole Beach.
Mayor Howell called for any other business from the floor.
Mrs. Dorothy Kerber asked how much longer it will be before Sign
Ordinance is revised. It was advised that it was previously
reported that Mr. Stynchcomb is preparing a revision as agreed on
by the Planning Board. Mr, Howell advised he could not comment
as he was not acquainted with.
Mr. Bennett reported that we have secured two quotations on street
sweepers. The lowest price was from Square Deal, Inc. - rent-
lease of $150.00 per month C@6% interest until paid for total of
$1195.00. It is not budgeted but would save on labor and help
keep dirt out of ditches, helping drainage problem. After
discussion Mr. Parks moved that this matter of street sweeper
be referred to Committee for study and report back to Commission
with recommendation, seconded by Mr. Goodling and carried. Mr.
Parks and Mr. Bennett were appointed as Committee, and Mr. Goodling.
Mr. Parks stated would like to thank Mr. Ball and Mr. Isaacs
for bringing the matter to the attention of the Commission. Mr.
Howell directed that the minutes so show.
Mr. Norman Minchew was present and discussed with the Commission the
matter of 100% assessed valuation and whether resolution is
necessary. Mr. Howell advised he had hoped to have Committee
appointment ready tonight for the study of this matter, but one
person cannot serve, but is confident he will have Committee ready
for appointment at next meeting. It was decided to hold over
until next meeting for an appropriate Resolution and appointment
of Committee.
Mr. Holloway expressed thanks to all those who had a part in
making the dedication of the Jack Russell Memorial Park on
Thursday, August 4, 1966. Mrs. Grage was asked to write Mr. Walt
Dunbar expressing our appreciation for his dedication speech and
also to the Atlantic Coast Little Major League thanking them for
the Sportsmanship Award which is on display in the City Hall and
for their part on program with the All Star game.

Mr. Bennett advised that Mr. Reuben Bennett has withdrawn his
request for the rezoning of the Saltair lots.
The Jacksonville Humane Society report for the month of June,
1966, was received for filing.
A letter was presented from Public Works Superintendent Hilliard
advising we have found a source locally for obtaining garbage
containers at a saving of 527 .00 per container .
A letter was read from the Florida Public Service Commission
acknowledging receipt of our letter of March 27th relative to
the Jacksonville Coach Company carrying packages. It will be
filed for information.
Chief Vogel presented Municipal Court dockets for August 1st and
8th, 1966. He advised they had stopped two Jacksonville Coach
Company busses on Mayport Road for speeding.
Mr. Bennett reported rain has caused plenty of work on drainage.
Lot cleaning has been slow because of emergency drainage work.
We are getting quite a few rats as a result of the poison traps
set out at Beach. The black topping of Ocean Boulevard at 10th
Street has been finished and is in very good shape now.
Mr . Goodling advised that Mrs. Grage has consulted with officers
of the Atlantic National Bank and has been advised that all funds
of the City deposited in that bank, both checking and saving, are
secured by U. S. Treasury notes. The matter was discussed and
Mr. Thompson agreed that a letter be secured from Atlantic National
Bank verifying, and that we transfer into Savings Account all
available funds that don 't have to be in checking account. There
is over $11, 000.00 available for transfer. Mr. Goodling moved
that the City Treasurer be instructed to transfer any unencumbered
funds from checking account of Utility Revenue Bond Fund,
Atlantic National Bank, into so named Savings Account, seconded
by Mr. Parks and carried.
Mr . Goodling then moved that the City Treasurer be instructed to
transfer any unencumbered funds from checking account of Sewer
Fund in Ocean State Bank into a so named Savings Account,
seconded by Mr. Parks and carried.
Mr . Goodling stated this will realize about $800. 00 to $900.00
in additional income to City within a year.
Mr. Parks stated was pleased with the way the City Manager and
Public Works Superintendent have kept the drainage facilities
functioning during recent heavy rains.

Mr . Holloway stated we definitely need a liaison between Recreation
facilities and the people who have games and suggested a Committee
that would serve and report to Commission on activities and uses of
Parks, also the matter of life guards. It was consensus of opinion
that this is good idea. Mr. Howell feels need a Resolution or
Ordinance to establish standing Committee and set up responsibilities.
Mr. Howell asked Mr. Holloway to make recommendations at next meeting.
There being no further business Mr. Howell declared the meeting
adjourned.
